On April 25, the survey delegation of the National Assembly's Ethnic Council worked with the People's Committee of Dien Bien province on the results of implementing the National Target Program (NTP) on socio -economic development in ethnic minority and mountainous areas for the 2021-2030 period (phase 1 from 2021-2025).

Accordingly, the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas has 10 projects and 14 sub-projects. Of which, Dien Bien province is allocated funds to implement 10 projects and 13 component sub-projects (except for Sub-Project 2 and Project 4 on investment in infrastructure for public service units operating in the field of ethnic affairs, because there are no beneficiaries in the province). The results of mobilizing and allocating resources to implement the Program from 2022 to 2025 are more than 4,447 billion VND, disbursed by March 31, 2025 is more than 2,932 billion VND (reaching 66% of the plan).

However, there are currently 7 goals and targets set for 2025 that have not been achieved; 4 targets are difficult to achieve such as: Average income of people in ethnic minority and mountainous areas increased more than 2 times compared to 2020; 45 extremely disadvantaged communes escaped poverty and extremely disadvantaged status; the rate of schools and classrooms built solidly (still 23% short of the Program's target); the rate of villages with community houses (still 24% short of the Program's target).

Members of the working group, representatives of some provincial departments and branches and localities focused on clarifying difficulties and obstacles in the implementation process. Specifically: The investment policy system for ethnic minority areas has been reviewed, revised and supplemented, but it is still not consistent and not close to the practical situation. Although the lives of ethnic minorities have improved, they are not sustainable, the rate of poor households and the risk of falling back into poverty is still high. The level of counterpart funding is still high, poor, near-poor, and newly escaped-poverty households do not have the conditions to participate in counterpart funding. Some opinions suggest that the 3 current National Target Programs should be merged into 1 National Target Program for the period 2026-2030, from which, based on the conditions and situation of each locality, resources should be allocated and supported appropriately.

Concluding the working session, Comrade Quàng Văn Hương, Vice Chairman of the National Assembly’s Ethnic Council, requested that departments and branches of Dien Bien province review the beneficiaries and current policy mechanisms; promptly inspect and overcome difficulties and obstacles at the grassroots level. Continue to make focused, key and sustainable investments in communes of ethnic minorities and mountainous areas.

In addition, implementing policies, programs and projects must ensure the correct scope, location, norms and beneficiaries; promoting propaganda and mobilization work. Assigning staff to closely monitor models and projects to ensure effective implementation; prioritizing areas with limited facilities; prioritizing support for poor and near-poor households in ethnic minority and mountainous areas...
