The National Center for Hydro-Meteorological Forecasting said that on August 5, the mountainous areas, midlands of the North and western Nghe An had moderate rain, localized heavy rain. Rainfall in Phin Ho 3 (Lai Chau): 51.4mm; in Lung Phinh (Lao Cai): 50mm; Vinh Quang ( Cao Bang ): 36.8mm; Na Loi (Nghe An): 42mm...
The meteorological agency warned that the focus of the rain will be from the evening of August 5 to the morning of August 7. The mountainous and midland areas of the North will have moderate to heavy rain, and in some places very heavy rain over 250mm.
Other areas in the North also have moderate rain, locally heavy rain (20-40mm, some places over 70mm). Thanh Hoa and Nghe An have scattered showers and thunderstorms (10-30mm, some places over 60mm). The Central Highlands and the South have localized thunderstorms.
The National Center for Hydro-Meteorological Forecasting warns: Hanoi will have heavy rain in the evening and night of August 5. People need to be on guard against large thunderstorms and lightning after a series of hot days of 39-40 degrees Celsius.

In response to the warning of heavy rain lasting until August 7, the People's Committee of Lao Cai province issued an urgent telegram requesting to review and evacuate people from dangerous areas and arrange forces to be ready to respond to floods and landslides.
In Dien Bien province, on August 5, Xa Dung commune completed the evacuation of 33 households in Tu Xa B and Han Song Che villages to safety, with the support of 600 officers and soldiers of the Dien Bien Provincial Military Command.
The Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment) recommends that provinces in the northern region continue to closely monitor flood developments, proactively plan to evacuate people, ensure traffic safety, and minimize damage.
All northern provinces are maintaining forces on standby to ensure safety for residential areas and traffic in the face of widespread heavy rain.
