Responding to the "Digital Literacy for All" movement launched by the Government, the Ministry of Public Security and the Phu Tho Provincial Police, with the goal of "eliminating technological illiteracy", helping people access and proficiently use digital technology, contributing to building a civilized and modern community, Long Coc commune has developed a plan and implemented the movement right at the grassroots level.

According to the plan, from August 11, 2025, Long Coc Commune Police will coordinate with the Youth Union to organize mobile "Digital Literacy Classes" in each residential area. The main contents include: popularizing knowledge about digital transformation and digital skills for cadres, party members, union members and people; guiding the installation and activation of VNeID level 2 electronic identification; practicing registration and submission of administrative procedures through online public services; at the same time, equipping knowledge about network safety and security, skills to identify and prevent fraud tricks in cyberspace.

Right in the first class at Man Gao area, the class attracted the participation of 52 citizens. Not only did they hear the introduction, but they also received direct support from the union members in each operation, "holding hands and showing them how to do it" right on their smartphones or tablets.

Mr. Nguyen Van Thang (65 years old, Man Gao area) shared: "Before, I only heard my children and grandchildren talk about online public services, but I did not dare to do it myself for fear of making mistakes. Now, with the enthusiastic guidance of the union members, I can register for temporary residence registration procedures for my relatives without having to go back and forth many times."

Similarly, Ms. Hoang Thi Thu (32 years old) expressed: "What I like most is that the class is not heavy on theory but always practice on the phone. Before, I had to go to the commune People's Committee for anything, now I can handle it online very conveniently."

People are "held by the hand" step by step when practicing digital technology .

With flexible and close-to-people approaches, the "Digital Literacy for All" movement in Long Coc commune has initially brought about clear results. People are no longer afraid of technology, gradually mastering digital applications in daily life.

Many members who participated in the support also shared positive feelings. "At first, we were a bit worried because we were afraid that it would be difficult for the people to approach us, but when we directly instructed them and saw that they could do it and were happy and excited, we were more motivated. This is not only about teaching technology, but also a way to connect generations in the community," a member shared.

The "Digital Education for All" movement is becoming a highlight in the digital transformation work in Long Coc. From the enthusiasm of police officers and youth union members, to the positive response of the people, the model promises to continue to be replicated in other communes in the province.

It can be seen that "Digital Literacy for the People" is not simply a technology class but also a bridge to bring Long Coc people closer to the national digital transformation process. When "technological illiteracy" is successful, people not only master devices and applications, but also contribute to building a solid digital social foundation right from the grassroots level.
