Announcing Lao Cai province's planning for the period 2021-2030, with a vision to 2050

At the conference, comrade Nguyen Trong Hai, Vice Chairman of Lao Cai Provincial People's Committee, announced Decision No. 316/QD-TTg dated March 29, 2023 of the Prime Minister on approving the Lao Cai Provincial Planning for the period 2021 - 2030, with a vision to 2050.

According to the Lao Cai Provincial Planning for the period 2021 - 2030, with a vision to 2050, it has oriented the development, spatial arrangement and resource allocation for socio-economic activities in sync with the national planning, ensuring connectivity, exploitation and effective use of the existing infrastructure system between sectors and inter-district regions and localities in the province; specifically identifying areas used for military , defense and security purposes at the provincial and inter-district levels and orienting the arrangement in districts, towns and cities.

The goal by 2030 is to strive for Lao Cai province's GRDP per capita to be among the top 10 provinces and cities with the highest GRDP per capita in the country; its per capita income to be among the top 30 provinces and cities with the highest per capita income in the country; to become the center of the region and the country in terms of tourism, border gate economy , services and manufacturing and processing industry. By 2050, Lao Cai will be built into a developed province, a development center of the Northern Midlands and Mountains region and the whole country; an important connection center on the Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor between China, Vietnam, ASEAN and Europe with a synchronous, modern and integrated infrastructure system.

Lao Cai province's planning for the period 2021 - 2030, with a vision to 2050, clearly identifies: One dynamic axis, two development poles, three economic regions, four pillars of economic development, and five key tasks.

Speaking at the conference, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong said that Lao Cai is the sixth locality in the country to have its planning approved by the Prime Minister. At the same time, he assessed that this planning was completely new, integrating all the efforts and intelligence of sectors and fields with a huge amount of work, on the basis of promoting and inheriting previous plans, in line with the development orientation. The Chairman of Lao Cai Provincial People's Committee deployed the Plan to implement Lao Cai Provincial Planning for the period 2021 - 2030, with a vision to 2050. In order to complete the planning objectives at the highest level and realize the priority development orientations of the planning, the key tasks that need to be implemented during the planning period are: focusing on investing in infrastructure development to create development breakthroughs; perfecting institutions and policies; developing human resources, education and training; developing agriculture and rural areas; Preserve and promote the cultural identity of Lao Cai people; attract investment projects outside the state budget.

Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: The conference announcing the Prime Minister's Decision approving the Lao Cai Provincial Planning for the period 2021 - 2030, with a vision to 2050 is a very meaningful event, affirming aspirations, visions and expanding space, pointing out development drivers, for the province to exploit and maximize its potentials, strengths, and stand firm on the journey of building Lao Cai into a "Growth Pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region - China" as determined by the Resolution of the 16th Provincial Party Congress, term 2020 - 2025 and following the direction of the Politburo in Resolution No. 11 dated August 5, 2020 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2050. 2045.

In addition to organizing the planning announcement conference, the implementation of the announcement of the Lao Cai Provincial Planning for the period 2021-2030, with a vision to 2050, shall be carried out in accordance with the provisions of Article 40 of the 2017 Planning Law, Article 5 of Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government, including: regular and continuous posting on the electronic information page of the planning organization (Lao Cai Provincial People's Committee), the planning agency (Department of Planning and Investment); displaying the planning map system, the Lao Cai Provincial Planning database system for the period 2021-2030, with a vision to 2050 at the planning organization and the planning agency; announcing the planning on mass media; releasing a video introducing the planning content, etc.
