Civil servants quit en masse due to low salaries: What does the Ministry of Home Affairs say?

The Ministry of Home Affairs recently received a petition from voters in Ho Chi Minh City, sent by the Petition Committee of the National Assembly Standing Committee, reflecting the increasing trend of civil servants and public employees quitting their jobs or transferring from the public sector to the private sector, especially in the education and health sectors.

Voters reflect on the reality of many civil servants quitting their jobs due to low salaries (illustrative photo).

This is also a concern and reflection of voters in Cao Bang, Khanh Hoa and Can Tho provinces. Voters in these provinces requested the Ministry of Home Affairs to soon have a plan to adjust the basic salary for cadres, civil servants and public employees in 2023 to help reduce difficulties for those receiving salaries from the state budget.

In addition, consider the timing of implementing salary policy reform to increase salaries for cadres, civil servants, public employees, armed forces and part-time workers at the commune, village and residential group levels.

Responding to voters of the four localities mentioned above, the Ministry of Home Affairs affirmed that it has proactively coordinated with the Ministry of Finance and relevant agencies to submit to the Government for promulgation Decree 24/2023 adjusting the basic salary from VND 1,490,000/month to VND 1,800,000/month (an increase of 20.8%) from July 1, 2023 for cadres, civil servants, public employees and armed forces.

At the same time, based on the socio-economic situation in 2023, the results of economic recovery after Covid-19 and the ability to balance the State budget after 2023, the Ministry of Home Affairs is coordinating with relevant ministries and agencies to develop a Roadmap Report for implementing comprehensive reform of wage policy after 2023 as required in Resolution No. 27-NQ/TW/2018 to submit to competent authorities for consideration and decision.

Regarding the allowance regime and fixed funding level for part-time workers at the commune, village and residential group levels, the Ministry of Home Affairs has advised the Prime Minister to sign and issue Decree No. 33/2023.

In particular, Article 34 of Decree 33 stipulates the level of allowance fund for non-professional workers at the commune, village and residential group levels in an upward adjustment compared to Decree No. 34/2019.
