In recent days, at the Lam Dong Provincial Public Administration Service Center, about 200 citizens have come to carry out administrative procedures in the field of citizen identification and electronic identification number issuance each day. In particular, the number of students and parents coming to carry out procedures for issuing chip-embedded citizen identification cards has increased sharply compared to before the summer break of the 2025 school year.
At the waiting room in the Lam Dong Provincial Public Administration Service Center in early June, Ms. NNM (42 years old, living in Ward 9, Da Lat City) took advantage of the summer vacation when her child was off school to bring her son, who is in 5th grade this year, to get an electronic chip Citizen Identification Card. Today, she and her son came here for the first time, although there were many people, she estimated that she and her son could complete the procedures in about 1 hour.
Meanwhile, Ms. Nguyen Nhu Hoa, a parent living in Ward 12, about 10km from where the citizen ID card was made, also brought her 10th grader here quite early. Ms. Hoa said that the school where her child studied had notified her children to go get ID cards a long time ago, but the family had to wait until summer to have time to bring her child there. "Having an ID card is very convenient for many things as well as for future exams, so even though I was very busy, I took advantage of the beginning of summer to go get it for my child," Ms. Hoa shared.

According to the records, parents of children under 6 years old will be guided by police officers to provide information to complete the procedures. After that, the receiving officer will exploit the child's information in the national database. When the information is available, the officer will create an ID card application from the exploited information.
For children from 6 years old to under 14 years old, the procedure goes through more steps such as creating a profile, collecting biometric information such as fingerprints, irises, facial photos, etc. Parents will then check the information and sign the confirmation and receive an appointment to return the results.
An officer from the Department of Administrative Management of Social Order - Lam Dong Provincial Police directly carries out procedures for granting citizen identification cards and electronic identification codes to people at the Lam Dong Provincial Public Administration Service Center, saying: According to the 2023 Identification Law replacing the 2014 Citizen Identification Law, effective from July 1, 2024, citizens aged 0-6, 6-14 and 14 years and older are all granted ID cards as well as new cards. Therefore, since the start of summer vacation, many parents have had the need to make ID cards for their children.

On average, from the beginning of June 2025 to now, the functional unit has handled about 150 cases per day related to the issuance, renewal of chip-embedded citizen identification cards as well as the issuance of electronic identification codes. In Da Lat City, Lam Dong Provincial Police have arranged 2 ID card issuance points at the Provincial Public Administration Service Center, No. 36 Tran Phu Street and Da Lat Public Administration Service Center, No. 5 Tran Nhan Tong Street. In other districts and cities, there is at least 1 collection point to serve the people during office hours.
It is known that by July 1, when the new provincial and commune-level administrative units come into operation, if there are any changes in the locations for issuing citizen identification cards and electronic identification codes, the authorities will notify the people, while ensuring that activities are still carried out continuously, serving the people's need for issuing citizen identification cards without interruption.
