Telegram on ensuring safe and stable operation of power plants in the coming time

The telegram was sent to Vietnam Electricity Group, Vietnam National Oil and Gas Group; Vietnam National Coal and Mineral Industries Group , Dong Bac Corporation, National Power System and Electricity Market Operation Company Limited, Investors of power plants and functional units under the Ministry.

With the efforts of the entire political system in general and the electricity sector in particular to ensure the resumption of electricity supply to serve the production and daily life needs of the people, the Northern power system has gradually overcome the consequences caused by storm No. 3 and its circulation, the power plants that had problems have gradually reconnected to the grid, operated stably, and met the load demand. According to Official Dispatch No. 85/CD-TTg dated September 2, 2024 of the Prime Minister on the management of the State budget estimate, the national GDP growth rate for the whole year of 2024 strives to reach 7%, the growth rate of load demand of the entire power system is forecast at approximately 11-12% and may increase higher. To proactively ensure electricity supply for socio-economic development needs and people's daily life in 2025, the Minister of Industry and Trade requested units to continue focusing on overcoming damages and incidents caused by storm No. 3 and storm circulation and proactively carry out the following tasks:

1. Vietnam Electricity Group

- Strengthen the direction and operation of power generation units under management to proactively prepare fuel for power plants, strengthen inspection, strengthen equipment, overcome plant defects, prevent subjective incidents, and improve reliability during operation.

- Directing Power Corporations to improve the quality of load forecasting, closely following actual load developments to provide forecast data to the National Electricity System and Market Operation Company Limited (NSMO).

- Continue to closely coordinate with NSMO in the work of regulating and operating power sources and power grids to ensure safe, stable, reliable, continuous power supply to meet load demand.

2. Vietnam National Oil and Gas Group

- Closely coordinate with mine investors, power plant investors and Vietnam Electricity Group to deploy solutions to ensure fuel supply (gas, oil) for electricity production.

- Direct the Vietnam Oil and Gas Power Corporation to strengthen the direction, management and maintenance of generators, promptly fix generator failures, ensure safe and continuous operation; have a pricing strategy in accordance with current regulations, to ensure compliance with fuel consumption commitments and recover all rights of Vietnam in fuel commitments.

3. Vietnam National Coal - Mineral Industries Group and Dong Bac Corporation

- Be proactive in production to ensure adequate and continuous supply of coal, ensuring quantity, quality and type for coal-fired power plants according to the terms of signed fuel supply contracts/agreements to ensure power generation needs.

- Vietnam National Coal - Mineral Industries Group directs Electricity Corporation - TKV to strengthen the direction and operation of power plants under its management, ensuring stable and continuous operation, meeting system needs, preventing incidents, and improving reliability during operation.

4. National Power System and Electricity Market Operation Company Limited

- Continue to closely coordinate with Vietnam Electricity Group and relevant units to urgently overcome power system and grid problems caused by storm No. 3 and storm circulation.

- Establish a method of operating the national power system, mobilize reasonable power sources so that the national power system operates safely and continuously, ensuring sufficient power supply for the country's economic development and people's living needs in a reserve manner.

- Mobilize hydropower plants according to the water flow situation, and coordinate with hydropower reservoir operation management units to monitor actual hydrological developments of reservoirs; plan and regulate hydropower reservoirs to ensure compliance with the inter-reservoir and single-reservoir operation procedures and instructions of the National Steering Committee for Natural Disaster Prevention and Control, the Steering Committees for Natural Disaster Prevention and Control of provinces and centrally-run cities.

- Regularly notify power generation units of mobilization plans so that power generation units can proactively work with fuel suppliers to agree on primary fuel supply plans for power plants.

- Closely monitor the operation of the national power system, coordinate with operating units to optimize the operation mode of power plants and power grids, and limit the risks of power grid and generator failures.

5. Power plant investors

- Continue to urgently overcome the damage caused by storm No. 3 and storm circulation to ensure stable operation, meet the dispatch orders of NSMO, the mobilization needs of the power system and signals of the electricity market.

- Closely monitor and supervise the operation of the plant's equipment, strictly comply with the approved maintenance and repair plan, strengthen inspection and repair work, ensure spare materials to improve operational reliability and enhance the power generation capacity of generators.

- Reservoir management units of hydropower plants regularly update the actual hydrological situation, proactively work and coordinate information with local authorities as well as competent agencies on the reservoir operation situation. Strengthen inspection and assessment of dam safety and prepare for flood prevention work during the current rainy season.

- Investors of thermal power plants proactively coordinate with fuel suppliers (coal, gas, oil) to arrange primary fuel sources for supply during the entire operation period of the plant; regularly review and calculate the demand for primary fuel for electricity production to develop and implement plans to ensure sufficient and stable supply for the operation of the power plant.

6. Functional units under the Ministry

a) Electricity Regulatory Authority:

- Continue to closely monitor the situation and developments of the national power system and the operation of the power system and electricity market of NSMO.

- Direct the NSMO to proactively develop a plan for power supply and operation of the national power system in 2025 with the goal of ensuring power supply, ensuring supply backup and being able to respond to and control possible extreme operating scenarios.

b) Department of Electricity and Renewable Energy:

- Monitor, supervise and promptly resolve within authority or propose solutions to resolve difficulties in implementing investment and construction of power source and grid projects, ensuring that power sources and transmission grids are put into operation on schedule as approved.

- Take the lead and coordinate with relevant units to research and develop power source development mechanisms to ensure national energy security and meet load demand.

c) Department of Oil, Gas and Coal:

- Regularly review and evaluate the fuel supply situation for thermal power plants, resolutely not allowing fuel shortages (coal, gas, oil) for power generation for thermal power plants to occur.

- Direct the Vietnam Oil and Gas Group, Vietnam National Coal - Mineral Industries Group and Dong Bac Corporation to fully and continuously supply fuel for electricity production according to the signed Contract/Commitment; coordinate with relevant units to forecast the situation of fuel usage and supply, ensuring security of electricity supply.

The Minister of Industry and Trade requires units to seriously and urgently perform the above tasks.
