Industry - The journey of acceleration after merger

After the merger, Phu Tho province's industry is showing a strong breakthrough trend, becoming the leading growth driver, contributing significantly to the province's GRDP. With a synchronous planning orientation, connecting infrastructure, open investment environment and strategic vision, the industrial sector is expected to continue to affirm its key role in socio-economic development.

Growth drivers

At 7am, at an electronic components assembly factory in the southern part of the province in Hoa Binh ward, the conveyor belt operates regularly, the green and red signal lights flashing with each hand movement of the workers. Outside, containers roll out of the yard, heading straight to Hai Phong port. That hurried rhythm is not only a picture of daily production, but also a symbol of a new breakthrough phase of Phu Tho industry after the province's merger.

While in the past, each locality and region operated separately and lacked cohesion, now a “unified industrial space” has taken shape. The boost from provincial mergers and the implementation of two-tier local governments has opened up a larger market, more synchronous planning and a more streamlined administrative mechanism, all of which together create the foundation for the acceleration journey.

At R Vietnam Technical Research Co., Ltd., a 100% Japanese-owned enterprise located in the industrial park on the left bank of the Da River ( Hoa Binh ward), more than 800 workers are enthusiastically producing in a competitive atmosphere to celebrate National Day September 2 and welcome the 1st Congress of the Phu Tho Provincial Party Committee, term 2025 - 2030.

Two decades of attachment to the locality, the company has maintained production efficiency with high-end optical lens products used in cameras. Mr. Nguyen Long, in charge of the company, said: “After the merger, the transportation and logistics infrastructure has been invested synchronously, helping us reduce transportation costs and expand the market. Abundant labor resources with diverse skills also create great advantages for businesses to increase production scale.”

The momentum does not come from individual factories alone. The province’s new scale brings clear advantages, including a larger investment market, streamlined administrative procedures, and more unified planning. These are important factors to attract foreign businesses, which are always interested in transparency and connectivity in the investment environment.

In fact, the economic growth picture of the province after the first half of 2025 will really become clear with GRDP increasing by 10.09% over the same period; industry and construction increased by 15.32% (industry alone increased by 16.2%). The scale of GRDP at current prices reached 186.4 trillion VND.

The economic structure has also shifted strongly: Industry and construction account for 46.58% of total GRDP, of which industry alone accounts for 40.92%. These figures confirm that industry is becoming the leading growth driver of Phu Tho after the merger.

Mr. Tran Quang Tuan - Director of the Department of Industry and Trade said: "From 2026, the province strives to maintain double-digit economic growth. The focus is on removing obstacles in terms of land, administrative procedures, supporting businesses, boosting exports, in which we continue to strongly focus on industrial development. The consistent viewpoint of the provincial leaders is not to let administrative procedures slow down the pace of production and business."

Ba Thien Industrial Park is conveniently located, near Noi Bai - Lao Cai highway and just over 20km from Noi Bai International Airport.

Boost from linkages and investment environment

Before the merger, Phu Tho, Vinh Phuc and Hoa Binh - three localities with their own strengths but industry has not yet developed to its full potential. Vinh Phuc is famous for its automobile and electronics assembly but lacks raw materials and human resources; Phu Tho has rich experience in agricultural processing but is limited in technology; Hoa Binh has land, energy and raw materials but lacks processing infrastructure. The three "drum beats" have not yet been able to blend into an "industrial melody".

After the merger of the three provinces, a large industrial space has opened up, connecting from the plains near Hanoi to the mountainous areas of the Northwest. In particular, the "one-stop shop" mechanism in investment, land and environment is expected to help shorten project preparation time and reduce unofficial costs - a big plus in the eyes of investors.

Some Japanese corporations that have recently invested in the province have highly appreciated the province’s quick handling of investment procedures, as well as the transport infrastructure that connects directly to Noi Bai airport and Hai Phong seaport. This is an advantage that not many localities in the region have.

At the end of July, at the Industrial Park on the left bank of the Da River (Hoa Binh Ward), the Meiko Hoa Binh Printed Circuit Board (PCB) Manufacturing and Manufacturing Factory solemnly inaugurated phase 1 with an investment capital of 200 million USD. At the ceremony, Mr. Atsushi Satake - Executive Vice President of Meiko Group expressed his wish to continue receiving support from the province to soon implement phase 2 with a total investment of up to 350 million USD.

In fact, the investment environment is also improving day by day. Immediately after the merger, the leaders of the Provincial Party Committee and the Provincial People's Committee met many times to learn, encourage and remove difficulties for businesses. The instructions on private economic development were quickly concretized by preferential policies on land, credit, infrastructure, etc. In particular, the province focused on attracting strategic investors, considering leading enterprises as the "nucleus" to create a spreading effect.

A representative of the Provincial Business Association commented: “Open space is the foundation, but acceleration must rely on technology, human resources and long-term planning. When businesses lead, the value spread throughout the production and supply chain will be huge, creating momentum for the entire local business community.”

In addition to attracting FDI, the province encourages the development of supporting industries, creating close connections between domestic and foreign enterprises. From the production of auto parts, electronics, new materials to high-tech agricultural processing, all are forming important links in the new industrial value chain.

Expectations of a golden period of acceleration

In many previous terms, Phu Tho, Vinh Phuc, and Hoa Binh have identified industry as a strategic direction. In the 2020-2025 term, localities prioritize attracting high technology and developing clean industry... However, administrative boundary barriers prevent localities from fully exploiting their potential and advantages.

The 2025 - 2030 term, the Phu Tho Provincial Party Congress is considered an important milestone. Industry continues to be identified as a "strategic spearhead", not only contributing to maintaining the GRDP growth rate above 2 digits but also improving the quality of growth, increasing domestic value, forming a multi-axis industrial center of the midlands and Northwest.

According to economic experts, mergers create advantages in scale, but to turn advantages into achievements, a clear strategy in industrial space planning is needed. It is necessary to form closely linked industry clusters, develop supporting industries, train high-quality human resources and ensure a sustainable environment.

Entering a new phase, the province aims to focus on developing high-tech manufacturing and processing industry, promoting energy and new materials industry as well as accelerating supporting industry, aiming for export.

Accordingly, regional transport infrastructure is also a strategic priority. Many key routes have been and are being expanded and new investments are expected to help the province become an important transit point between the Red River Delta and the Northwest.

Along with that, the 1st Congress of Phu Tho Provincial Party Committee, term 2025 - 2030 is expected to issue breakthrough resolutions on administrative reform, business support, high-quality human resource training, and encouragement of innovation in production. These will be the "levers" to bring the province's industry into a golden period, faster, with better quality, and more sustainably.

A journey of acceleration is opening up, where industry is not only the driving force for growth, but also the belief, expectation, and important pillar, creating a solid foundation for economic development and the future of a whole new land.
