In recent times, with the motto "Resolute, persistent, persistent, continuous" associated with promoting democracy, solidarity, openness, and transparency, Ky Anh district (Ha Tinh province) continues to lead and direct the good implementation of mass mobilization work, achieving positive results in many fields.

Implementing Directive No. 32-CT/TW, dated April 10, 2024, of the Central Party Secretariat, on "Strengthening the Party's leadership in combating illegal, unreported, and unregulated (IUU) fishing and sustainable development of the fisheries sector" and the Government 's programs and action plans, Ky Anh district has thoroughly disseminated to cadres, party members and people, especially in coastal communes, to seriously and effectively implement.
In June 2024, Ky Anh District Party Committee launched the "smart mass mobilization" model on "Coordinating propaganda and mobilizing people to effectively implement regulations on preventing and combating illegal, unreported and unregulated fishing; preventing and combating accidents and searching and rescuing at sea" with the participation of the entire political system from the district to the grassroots level. In particular, the District Party Committee's Mass Mobilization Committee presides over and coordinates with the People's Committee, the Fatherland Front Committee and socio-political organizations of Ky Anh district, the Border Guard Station located in the area, the District Police, the District Military Command and the authorities of coastal communes with the motto: Units develop their own content and plans and jointly sign the district's general plan for implementation.

On that basis, each coastal commune establishes a steering group to implement the "smart mass mobilization" model with the Party Committee Secretary as the head of the group, the Chairman of the People's Committee as the deputy head, with members including representatives of the Fatherland Front Committee and mass organizations, the commune police and military , the Party Secretary, the village chief, the maritime militia squad, the search and rescue team at sea, the fisheries co-management team, etc. Direct relevant departments, agencies and authorities of coastal communes to coordinate with law enforcement forces at sea to step up propaganda and mobilize fishermen to voluntarily comply with the prevention and combat of IUU violations. Promote the role and responsibility of people in protecting fishing grounds, preventing and combating accidents and searching and rescuing at sea. Organize meetings with fishing vessel owners, captains, owners of fishing logistics service establishments and households to propagate and mobilize not to violate IUU; not to trade, supply and use prohibited fishing equipment. Research and develop policies to support and encourage the use of legal fishing gear or change of occupations for long-term stability. Call on and mobilize organizations and individuals to contribute resources to support fishermen. Launch a peak month of patrolling, inspecting, detecting and handling illegal fishing and destruction of the marine environment.
After the launching ceremony of the "smart mass mobilization" model, communes simultaneously organized the model at the grassroots level, attracting organizations, unions and people from all walks of life to actively respond. After 8 months of implementing the model, authorities from the district to coastal communes promoted propaganda activities on the information system in appropriate forms, organized dozens of propaganda conferences with thousands of participants; organized the signing of commitments not to violate IUU with 100% of fishing boat owners and fishing households. The Farmers' Association and the Red Cross Society of the district mobilized hundreds of millions of VND in donations from organizations and individuals to carry out propaganda work and support fishermen in difficult circumstances. To date, 100% of fishing boats have been registered and inspected; more than 30 fishing households voluntarily handed over illegal fishing gear to the authorities. The authorities have maintained good patrolling, control and entry procedures for hundreds of vehicles entering and leaving the sea; Strengthening fishing vessel inspection checkpoints, proactively coordinating with the authorities of coastal communes and fisheries co-management groups; the maritime militia squad advises the District People's Committee to impose administrative sanctions on violators... Thanks to that, many types of seafood have recovered quickly, people have expressed their trust and high consensus with the policies of the local Party Committee and government, contributing to removing the IUU "yellow card", ensuring sustainable livelihoods for fishermen, protecting the marine environment and preserving the image of the country and Vietnamese people on the path of integration.
Ensure the legitimate rights and interests of people in site clearance.
During the process of site clearance for the North-South Expressway project through Ky Anh district, along with listening to and thoroughly resolving people's thoughts and aspirations, ensuring legitimate rights and interests for the people, Ky Anh district always pays attention to doing a good job of propaganda and mobilization so that people understand and agree.
The project passes through Ky Anh district with a total length of 24.41km, in 5 communes (Ky Phong, Ky Van, Ky Trung, Ky Tan and Ky Lac) with a fairly large scope of influence. The entire route has 1,026 households and 5 organizations affected, having to relocate their houses and workplaces; nearly 700 graves had to be relocated; 3 quarries, many power poles of 500KV, 35KV, 04KV lines were affected... With a large amount of compensation and urgent progress, in the process of site clearance, there were many difficulties and obstacles, such as: Some residential areas do not have cadastral maps, land used by people does not have papers, overlapping with land of organizations; land use process through many periods, incomplete archives; Some people encroached, built, and expanded in the project area for profit... On the other hand, compensation for the quarry and relocation of the 500KV power line are unprecedented in the locality, so they are very difficult to handle. In addition, there are matters beyond the authority of the district level, which have greatly affected the work of compensation, support, and mobilizing people to receive money and hand over the site.
To implement the project to ensure the set plan, Ky Anh district focuses on promoting propaganda and mobilizing people to promote consensus, be ready to give up land and hand over the site. The Standing Committee of the District Party Committee has established propaganda and mobilization teams to carry out site clearance for key projects in the district. The District People's Committee issued a decision to establish a Steering Committee to implement the project and assign specific tasks in various fields.
On that basis, the District Party Committee's Mass Mobilization Committee coordinates with relevant units to proactively follow the grassroots, grasp the situation in the communes in the project area, especially the potential factors that cause instability. Guide units to promote the work of providing information and propaganda about the meaning and importance of the project for the socio-economic development of the whole country, Ha Tinh province in general and Ky Anh district in particular so that each citizen is fully aware and understands their responsibilities and obligations as citizens. At the same time, the district promotes the role of setting an example, the pioneering and exemplary nature of cadres, party members, civil servants and public employees, coordinates with functional agencies to advise, direct and resolve manifestations and acts of law violations.
With high political determination, strictly following the direction of the Government and Ha Tinh province and the drastic participation of the entire political system from the district to the grassroots level, Ky Anh district has had creative and flexible ways to promptly and completely remove difficulties and obstacles. Therefore, although the volume of site clearance is large, there are some unprecedented cases, Ky Anh district has handed over the site before the prescribed time (December 31, 2023), ensuring the set progress requirements. 100% of affected households and organizations have received compensation, support and handed over the site. With a "reasonable and emotional" approach, determination in leadership and direction, always putting the legitimate and legal rights and interests of the people first, so during the implementation process, no households had to be forced to evict.
Propaganda and mobilization of people to relocate graves to serve the construction of new rural areas.
In the process of building new rural areas, when discovering many graves scattered in fields, residential areas, community activities..., the Standing Committee of the District Party Committee issued documents to lead and direct the Campaign "Collecting graves currently scattered in fields, residential areas, community activities, and concentrating them in cemeteries according to local planning". This is a campaign to ensure hygiene, environment, and aesthetics of residential areas, contributing significantly to the implementation of the Project on restructuring the agricultural sector associated with building new rural areas. Party committees and authorities at all levels have focused on leading, directing, and creating favorable conditions for implementation. The Fatherland Front Committees at all levels have coordinated with mass organizations to propagate and mobilize for implementation, receiving the attention, consensus, and response of the people.
The District Party Committee's Mass Mobilization Committee and the Ky Anh District Fatherland Front Committee preside over, coordinate and take the Elderly Association at all levels as the core, together with the local organizations to promote propaganda and mobilize families, clans, organizations and individuals to agree and actively and voluntarily implement. In which, clearly defining the purpose, method, time, human and material resources for implementation, the Party Committees of the communes direct the Fatherland Front Committee and the organizations to propagate and mobilize; the People's Committees of the communes balance the budget to support the implementation costs, arrange the location for collecting graves to ensure compliance with the planning, in accordance with the local customs and traditions.
Realizing that the "root" of the success of this work must have the sympathy, consensus and support of the people, from the elders in each family and clan, the Fatherland Front Committee and its member organizations, the key force being the members of the Elderly Association, have focused on propagating and mobilizing each family and clan. It can be affirmed that this is an unprecedented campaign in the villages and communes of Ky Anh district. The whole district has 8,533 graves that need to be collected, of which 4,271 have owners and 4,262 are ownerless; up to now, the whole district has collected 7,514 graves, built 27 locations to collect ownerless graves with an area of 22.3 thousand m2 . The Elderly Associations of communes are assigned to take charge of offering incense to ownerless graves during holidays and Tet. From 2021 to present, the Grave Gathering Campaign has achieved many positive results, demonstrating profound humanity for the spiritual life of the people. Many localities have creative and effective ways of doing things, such as: Mobilizing support and financial assistance for relocation; mobilizing families with graves to support and participate in moving graves to new locations... (typically communes: Ky Hai, Ky Xuan, Ky Tan, Ky Dong, Ky Phong...).
Successfully build a new rural district by reasonably mobilizing people's strength to care for the people.
After adjusting administrative boundaries, since 2015, Ky Anh district has had to separate its organizational apparatus and staff, and move the administrative center to a new, more distant location. The district has 21 communes, most of which are disadvantaged communes (mountainous areas, coastal communes, purely agricultural plain communes, underdeveloped trade, services, and industry, low budget revenue, 18.9% poverty rate, poor infrastructure, limited investment resources, etc.). The entire district has 2/21 communes meeting new rural standards, with each commune only meeting more than 4 criteria on average.
With high political determination, the Party Committee, the government, and the Fatherland Front Committee of Ky Anh district have issued and effectively implemented resolutions and plans for new rural construction. Through the congresses, the district Party Committee has identified "agricultural development and new rural construction" as the central and continuous task of the entire political system. Promoting the role of farmers as the main subject with specific and practical results, ensuring people's livelihoods.
During the implementation process, the district launched the emulation movement "The whole country joins hands to build new rural areas", the campaign "The whole people unite to build new rural areas, civilized urban areas" associated with the implementation of "smart mass mobilization" models in all fields, creating positive changes from awareness to action, reasonably mobilizing people's strength to care for the people. With the viewpoint, "the Party Committee and government lead and direct resolutely; the people implement; the State supports; cadres and party members accompany", the entire political system from the district to the commune regularly and effectively maintains activities, including holidays with "New Rural Saturday". Timely grasp difficulties and obstacles at the grassroots level to direct, guide implementation or advise on handling and resolving, especially difficult criteria, thereby promoting the spirit of building new rural areas to become a movement with strong influence, originating from self-awareness, voluntary, from the life demands of the people. During the implementation process, many movements, actions, and noble gestures have emerged, such as: donating land, donating property, sponsoring, supporting the construction of new rural areas in many localities, agencies, and units; mutual support between communes and villages. In addition, cadres, civil servants, public employees, armed forces, union members, and association members at all levels have mobilized tens of thousands of working days to help people complete the criteria for building new rural areas. The total resources for building new rural areas in the past time reached a value of more than 3,072 billion VND; of which, the part contributed by the people accounted for more than 24%; Enterprises investing and integrating project programs account for more than 28%, the state budget (4 levels) accounts for nearly 48%.
After more than 13 years of implementation, the National Target Program on New Rural Construction in Ky Anh district has achieved remarkable results: 20/20 communes have met new rural standards; 6 communes have met advanced new rural standards, 1 commune has met model new rural standards; 9/9 criteria for new rural districts have been completed; infrastructure has developed synchronously in a modern direction; the fields of culture, education, health, and environment have changed positively; the political system has been consolidated; national defense and security have been maintained. Along with focusing on infrastructure construction, the district has linked the new rural construction movement with the goal of restructuring the agricultural sector, focusing on production development, economic restructuring, income improvement, and rural environmental protection. Accordingly, the production value per unit area increased rapidly, reaching 94.5 million VND/ha/year, with 18 products meeting OCOP standards (Program "One Commune, One Product"), the average income reached 54 million VND/person/year (an increase of nearly 4 times compared to 2011), the multidimensional poverty rate decreased to 2.44%. The material and spiritual life of the people is increasingly improved.
From 2020 to present, the whole district has mobilized support for meritorious people, poor households, and households in difficult circumstances to build and repair 1,272 houses, worth more than 98 billion VND. Up to this point, in the district, there are still 181 poor and near-poor households and 167 households in very difficult circumstances, needing support to build houses. The district strives to direct the construction and completion of new construction and repair of houses for these households before May 19, 2025.

Determined to overcome limitations and better carry out mass mobilization work in the coming time
In addition to the achieved results, mass mobilization work in Ky Anh district still has some limitations such as: The work of grasping and forecasting the situation is not timely at times; the work of contacting and the effectiveness of direct dialogue between leaders of Party committees and authorities with the people in some localities has not met the requirements; the direction, monitoring, supervision and settlement of opinions and recommendations of organizations and individuals after the conclusion of the dialogue conference has not been timely. Attracting, gathering and mobilizing union members, association members and people to join the organization in some places is still difficult. Some emulation movements and implementation models are still formal and have duplicated content. The work of coordinating and mobilizing people to carry out political tasks, especially solving complicated problems arising at the grassroots level in some localities is not very effective. The religious security situation still has potential complications, with land encroachment and illegal construction of worship facilities. The work of building the political system, religious core forces and developing party members in religious areas still faces difficulties...
To promote the achieved results, in the coming time, Party committees and authorities at all levels are determined to more effectively and synchronously implement the following solutions:
Firstly , continue to effectively implement the Party's guidelines and policies on mass mobilization work, on the basis of strongly innovating the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations; creating favorable conditions to improve the quality and effectiveness of social supervision and criticism work in the spirit of Resolution No. 25-NQ/TW, dated June 3, 2013, of the Central Executive Committee, on strengthening and innovating the Party's leadership over mass mobilization work in the new situation and Directive No. 18-CT/TW, dated October 26, 2022 of the Central Secretariat, on promoting the role, improving the quality and effectiveness of social supervision and criticism work of the Vietnam Fatherland Front and socio-political organizations.
Second , identify that mass mobilization work is not only the responsibility of a single level or sector, but requires the participation of the entire political system with new requirements in the context of restructuring, streamlining the apparatus, streamlining the payroll, and digital transformation. Attach importance to implementing mass mobilization work of the government and the armed forces, mobilizing the combined strength, changing the perception from "administrative and command government" to "government serving the people", associated with improving public service ethics. Make mass mobilization work a content in implementing administrative reforms associated with effectively implementing Directive No. 33/CT-TTg, dated November 26, 2021, of the Prime Minister, on continuing to strengthen and innovate mass mobilization work of state administrative agencies and governments at all levels in the new situation.
Third , promote the Grassroots Democracy Charter, realize democracy clearly and vividly among the people, create consensus to effectively implement socio-economic development goals. In particular, specify regulations on exemplary responsibility of cadres and party members, especially leaders, in mass mobilization work; promote the role of supervision and social criticism of the Fatherland Front and socio-political organizations at all levels.
Fourth , improve the quality of the staff directly doing mass mobilization work on the basis of standardizing regulations on cadre work after the reorganization, streamlining the apparatus, streamlining cadres along with training, fostering expertise and skills. Prioritize the need to be close to the grassroots in mass mobilization work, pay attention to listening to public opinion from the people, especially people in difficult areas, areas with religious minorities; focus on propaganda, mobilization and promoting the role of prestigious people in the community. Diversify forms, promote the application of science and technology in propaganda, mobilization and interaction with the people.
Fifth , improve the effectiveness of implementing coordinated propaganda and mobilization programs. Promote the implementation of the "smart mass mobilization" model associated with studying and following Ho Chi Minh's ideology, morality and style in programs, campaigns and patriotic emulation movements, focusing on promoting "smart mass mobilization" models that have been proven effective in practice, such as: The model of preventing and combating illegal fishing (IUU) in coastal communes; the model of "New Rural Saturday" among cadres, civil servants and public employees; the model of gathering graves and graves to cemeteries of people's organizations... This is a vivid and convincing demonstration from practice for all levels to proactively and actively fight against erroneous and hostile viewpoints on emerging issues; promote the people's mastery in building and developing the economy and society./.
