Throughout historical periods, CTĐ, CTCT have always been the spiritual foundation, the "lifeblood", playing a key role in consolidating political mettle, training revolutionary qualities and fostering fighting will, the spirit of determination to fight and win for each cadre and soldier. Even in the rain of bombs and bullets, the smoke of war, facing the enemy with the most powerful economic and military potential in the world, the provincial armed forces always keep their faith, uphold the indomitable spirit, the tradition of the Army and the heroic homeland, overcome countless difficulties and challenges, and excellently complete all tasks assigned by the Party, State and people.

In practice, the effectiveness of the CTĐ and CTCT has been clearly demonstrated in many aspects. First of all, the work of political and ideological education, which directly fosters the confidence, mettle and fighting spirit of cadres and soldiers, has been implemented in flexible and vivid forms, suitable to the characteristics of each agency and unit. Thanks to that, cadres and soldiers always grasp the military , national defense, border defense guidelines and the task of protecting the Fatherland; maintain the spirit of revolutionary vigilance; clearly identify the plots and tricks of hostile forces and proactively and resolutely fight to protect the Party's ideological foundation in all situations.

In addition to political and ideological education, building a clean and strong party organization has always been identified by the provincial military as a central task. The serious implementation of the Central Resolution 4 (term XI, XII, XIII) combined with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, Resolution No. 847-NQ/QUTW of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation... has created a clear change in the awareness and actions of cadres and party members; improving the leadership capacity and fighting strength of party committees and organizations at all levels; democracy has been promoted, discipline and order have been maintained, building clean and strong party organizations, truly being the core of leadership in all tasks.

Along with that, the Emulation Movement for Victory continues to be innovated in content and form, with many exciting and practical movements, becoming a great spiritual motivation to encourage cadres and soldiers to strive, be creative and overcome difficulties, rise up to conquer, establish new heights in studying, training, building discipline, and training discipline; overall quality, strength and combat readiness are improved, firmly protecting sovereignty and security of maritime borders.

In addition to its core function in building the national defense and the national defense posture, the provincial armed forces always pay attention and devote a lot of resources to increasingly better care for the material and spiritual life of policy beneficiaries and people with meritorious services. Mass work has closely followed reality, turned challenges into actions and affirmed its core and pioneering role, leaving a very strong impression of youth, enthusiasm and dedication with the models: "Creative Youth", "Connecting Love", "Weaving Love - Accompanying Overcoming Difficulties", "Voluntary Blood Drops"... In particular, the provincial armed forces have always been pioneers in mass mobilization work and participated in building local political bases.

Faced with the development of the situation and requirements, the task of defending the Fatherland, building a revolutionary, disciplined, elite, modern army in the new era sets very high requirements, requiring the provincial armed forces to continue to strongly and comprehensively innovate and further improve the quality, effectiveness and efficiency of military and political work. The focus is to thoroughly grasp and seriously implement the guidelines, resolutions and directives of the Party, State and Army on military, national defense and border defense tasks; focus on building a politically strong armed force, educating and training cadres and soldiers with revolutionary ethics, determination, high political responsibility, and pioneering participation in firmly protecting the Party's ideological foundation.

Improve the effectiveness of the Party and the armed forces in their tasks, especially combat readiness, training, exercises, and regular construction; prevent, combat, and overcome the consequences of natural disasters; carry out the task of protecting sovereignty over seas and islands and the emulation movement "Military Region's armed forces compete in innovation and digital transformation". Replicate advanced examples and typical models in the Emulation Movement to Win, good, creative, and effective ways of doing mass mobilization work, making the qualities of Uncle Ho's soldiers always shine, further strengthening the solidarity between the army and the people.

In particular, the Party Central Committee and the Central Military Commission need to strongly arouse the spirit of "7 dares" for cadres and soldiers: Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges and dare to act for the common good; promote the exemplary role of cadres at all levels in all activities, create a widespread influence, build a clean and strong Provincial Military Party Committee, a comprehensively strong "exemplary and typical" Provincial Armed Forces, excellently complete military, national defense and border defense tasks, firmly protect the sovereignty and security of the border, sea and islands of the southernmost region of the Fatherland.
