Recently, Ha Giang province has summarized human rights activities in the locality, recording many important results.
The results of human rights and religion in Ha Giang province were fully reported at the 2023 Human Rights and Religion Training Conference held in mid-October. The conference was organized in a combination of in-person and online formats from the provincial to district and commune, ward and town levels across the province. The conference was organized by the Steering Committee on Human Rights and Religion in Ha Giang province in coordination with the Government's Standing Office on Human Rights.
[caption id="attachment_539371" align="aligncenter" width="768"]At the Conference, Mr. Duong Thanh Binh, Deputy Head of the Standing Committee of the Steering Committee on Human Rights and Religion of Ha Giang province, said: In recent times, human rights work in the province has achieved many important results. The system of policies and laws on ensuring human rights has been implemented synchronously and consistently from the province to the grassroots level, especially policies on economic development, poverty reduction, social security, and improving the quality of people's lives. The political security situation, order, and social safety in the area are ensured; national border sovereignty is maintained; complicated problems are not allowed to arise, and hostile forces are not allowed to take advantage of human rights issues to propagate against the Party and the State.
In addition to the achievements, the implementation of human rights work has at times, in some places, and in some things, certain limitations such as: awareness of human rights issues is not yet unified and profound; the application of the viewpoint of "combining construction and prevention" is not yet synchronous. It is forecasted that in the coming time, the struggle and promotion of human rights in the province will have to face many difficulties and challenges, especially the rapid changes in the world, regional and domestic situations; hostile and reactionary forces thoroughly exploit the issues of democracy and human rights to oppose our Party and State.
At the conference, the reporters presented 5 topics: The Party's viewpoints and policies on the protection of ethnic minorities and some issues that need attention regarding the exploitation of ethnic minority rights to slander and distort Vietnam's human rights violations; Ensuring human rights in the fields of labor, war invalids and social affairs; Ensuring the legitimate rights and interests of citizens in handling consular cases and protecting citizens; Information on the religious situation and state management of religion at the local level; Ensuring human rights in criminal proceedings. The Conference Organizing Committee also provided many other documents for delegates to refer to, study and exchange experiences to serve practical work.
[caption id="attachment_539372" align="alignnone" width="768"]The conference was attended by the Government's Standing Office for Human Rights; the Steering Committee on Human Rights and Religion of Ha Giang province and more than 2,000 delegates who are leaders and key officials of agencies, units and localities in the province attending online.
In his closing speech at the Conference, Mr. Duong Thanh Binh requested local agencies and units in the province, first of all, member agencies of the Provincial Steering Committee, to continue to thoroughly implement human rights work in a focused, unified and synchronous manner with the functions and tasks of each level and each sector; proactively prevent, fight and stop bad elements from taking advantage of ethnic, religious, "democracy" and "human rights" issues to sabotage our Party and State; maintain political stability, security and order, effectively serving the tasks of socio-economic development and foreign affairs in the locality.
Previously, in early August 2023, the People's Committee of Ha Giang province also issued Plan 219/KH-UBND to strengthen the effective implementation of the International Covenant on Civil and Political Rights and the recommendations of the United Nations Human Rights Committee in Ha Giang province.
According to the plan, the province will continue to widely disseminate important contents of the International Covenant on Civil and Political Rights and recommendations of the United Nations Human Rights Committee on civil and political rights and new documents and policies adopted in 2021 and 2022. Thereby, contributing to raising awareness and law enforcement of cadres, civil servants, public employees and people in exercising civil and political rights. At the same time, Plan 219 also aims to enhance the role, responsibility, assign specific tasks to relevant departments, branches and agencies and enhance the effectiveness of coordination between agencies in the implementation process, ensuring progress, comprehensive and synchronous effectiveness.
