Poverty reduction capital support

According to Resolution 01/2025/NQ-HDND, beneficiaries are implemented according to Decision 90/QD-TTg, dated January 18, 2022 of the Prime Minister. They are workers from poor households, near-poor households, households that have just escaped poverty, people with disabilities (without stable livelihoods) in the province; people living in poor districts. Priority is given to supporting poor ethnic minority households, poor households with members who have contributed to the revolution and women in poor households. Households, cooperatives, cooperative groups, enterprises and organizations, individuals; training institutions, vocationaleducation institutions; research, science, technology and engineering centers; Other production and business establishments build, replicate, and develop poverty reduction models and projects to support the development of production, business, services, tourism, startups, and business start-ups to create jobs, livelihoods, income, and transfer science, technology, techniques, and poverty reduction models to the poor.

The State budget supports a maximum of VND 800 million/project, the support method is to implement 1 project, joint plan or 1 project, production plan. Support for households participating in investment projects in plant varieties, livestock, materials, tools, production equipment, fertilizers, animal feed and other related costs according to appropriate economic and technical standards. For poor households, near-poor households, the maximum support level is VND 25 million/household. For households that have just escaped poverty, the maximum support level is VND 20 million/household. For households (not classified as poor households, near-poor households) living in poor districts, the maximum support level is VND 15 million/household. For people with disabilities according to Clause 1, Article 44, Law on People with Disabilities 2010 (without a stable livelihood), the maximum support level is VND 20 million/person.

Capital support for mountainous and ethnic minorities

Resolution 03/2025/NQ-HDND sets out policies to support poor and near-poor households in extremely disadvantaged communes and extremely disadvantaged hamlets in ethnic minority and mountainous areas. Priority is given to poor households who are ethnic minorities; poor households headed by women who are the sole laborers, directly supporting relatives who are no longer able to work or have not yet reached working age. Priority is given to projects proposed by groups of households and cooperatives with over 50% of members being women. Agencies, units, organizations and individuals participating or involved in the management and implementation of support for production development and diversification of community livelihoods are also supported.

Specifically, for supporting the development of agricultural, forestry and fishery production: Training, technology transfer; plant and animal varieties; equipment, materials, production tools; fertilizers, animal feed, pesticides, veterinary drugs; support for livestock farms, aquaculture pond renovation and other activities related to production. Support for the development of industries and services: Support for factory design; instructions on operating machinery and equipment; production equipment and materials; vocational training, career guidance, market access, job creation. Support for other livelihood diversification activities proposed by the community, in accordance with the customs, practices, and needs of the community; in accordance with the program's objectives and legal regulations. Technical training according to the needs of group members, improving the capacity of group management and operation; support for materials and equipment for production, service provision, plant and animal varieties; advertising and promoting trade for products, goods and services; tracing the origin and labeling of products.

The State budget supports a maximum of 800 million VND/project. Support for households participating in the project to invest in plant varieties, livestock, materials, tools, production equipment, fertilizers, animal feed and other related costs according to appropriate economic and technical standards (support in cash or in kind), the maximum support level is 25 million VND/household.
