Monitoring the implementation of the law is carried out mainly through propaganda and dissemination of legal documents in various forms, suitable to the practical situation at agencies, units and localities.

The Department of Culture, Sports and Tourism of Ha Nam has just reported on the work of monitoring the implementation of the law in 2024. Accordingly, every year, the Department strengthens the inspection and examination of organizations, individuals and enterprises in the area in the implementation of legal documents on the fields under the management of the Industry such as: Advertising Law, Sports Law, Tourism Law, Library Law, Heritage Law... Through inspection and examination, it is shown that organizations and individuals operating in the fields of culture, sports and tourism have basically grasped the provisions of the law, complied with the law, violations are mainly common violations, there are no serious violations.

Monitoring the implementation of the law is mainly carried out through propaganda and dissemination of legal documents in various forms, suitable to the practical situation at agencies, units and localities such as: sending documents of Laws, Decrees, Circulars, guidance documents by post and on the document management and administration system to relevant agencies, organizations and individuals. Directly disseminating at tourist areas, sites, historical relics, business units in the fields of culture, sports and tourism; integrating implementation, dissemination and guidance in the programs of conferences, meetings of agencies, units, Party cell meetings, regular and thematic meetings of mass organizations; visual propaganda; posting news and articles in the Culture Magazine, the Department's electronic information portal, Ha Nam Tourism Website, Ha Nam Library Website, tourism information portal; Propaganda, dissemination and legal education integrated into cultural and artistic activities.

Organize many specialized exhibitions and displays to celebrate major holidays; stage and perform art programs, stage plays, information plays, cultural and artistic exchanges, mobile information festivals, film screenings at theaters and mobile at the grassroots level, cultural and artistic club activities, physical education and sports, organize reading movements at provincial libraries, district and city libraries and libraries of communes, wards and towns; direct provincial and district libraries to regularly organize the rotation and addition of books and newspapers to commune, ward and town bookcases; exploit the effects of legal bookcases, bookcases of cultural villages, commune cultural post offices... Organized over 30 major propaganda campaigns to celebrate political events, holidays, and major anniversaries of the country and the province; Well organized a series of activities to celebrate the Party and celebrate Spring 2024 with a series of 11 major activities of the culture, sports and tourism sector. The quality of the programs was improved, attracting a large number of people and tourists from all over the country to attend, invested in live recording and broadcasting with good quality images, attracting a large number of followers on social platforms, creating a joyful and exciting atmosphere to serve the people to enjoy Tet and welcome Spring.

Organize well the training conference to provide professional guidance on the work of preserving, restoring, embellishing and promoting the value of relics in the province. Coordinate with the Department of Home Affairs to disseminate and guide the work of managing and organizing festivals at religious establishments. Continue to guide localities in the work of managing, restoring and embellishing relics using socialized resources in Ha Nam province.

Organize a Knowledge Update Class for Tour Guides in 2024. Promote, introduce and receive entries for the contest to compose and design the Logo and Slogan for Ha Nam tourism. Guide and inspect the service for tourists at tourist attractions in the province, especially at attractions that attract many visitors such as Tam Chuc Tourist Area, Lanh Giang Temple, Dia Tang Phi Lai Pagoda, Cay Thi Pagoda, Ninh Tao Pagoda... Advise the People's Committee of Ha Nam province to issue a Plan to implement Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government on the development and implementation of village covenants and conventions of residential communities in Ha Nam province. Guide localities to implement the registration of cultural titles at the grassroots level. Continue to guide the completion and improvement of the quality of cultural criteria in communes and districts recognized as meeting new rural standards and cities completing the task of building new rural areas. Guide districts and towns to implement the construction of new rural areas and advanced new rural areas in the period of 2021-2025 to complete cultural criteria in building new rural areas... Deploy and guide localities to well organize the first Contest of excellent collaborators on culture and family in 2024.

Through the above legal education and dissemination activities, we have contributed to conveying the content of legal documents of the Party and State to the people, contributing to propagating and educating people to live and work according to the Constitution and the law. The propaganda activities have contributed to creating changes in awareness and sense of law compliance of cadres, civil servants, public employees, and workers in the Industry, all levels of government from the province to the grassroots, and all classes of people.
