
Typical cases
In late 2024, citizen Pham Quang Que (residing at 880 Quang Trung Street, Ward 8, Go Vap District, Ho Chi Minh City) submitted a petition to the National Assembly Delegation and the Hanoi City People's Council, requesting clarification on several issues related to land acquisition, compensation, and resettlement support for the expansion project of Ring Road III, Mai Dich - Thang Long Bridge section (Bac Tu Liem District). The petition stated: The citizen disagreed with the land compensation price of 65,670,000 VND/m2, arguing that it did not reflect market value at the time of land acquisition.
The matter was addressed by the Deputy Secretary of the Hanoi City Party Committee and Chairman of the Hanoi City People's Council, Nguyen Ngoc Tuan, who chaired a meeting to discuss the issue. Following this, he directed relevant departments, agencies, and the Bac Tu Liem district to seriously study, review, and carefully consider the resolution; and requested reports from the relevant departments regarding Mr. Pham Quang Que's petition. To definitively resolve the matter, Chairman Nguyen Ngoc Tuan requested the Bac Tu Liem District People's Committee to work with the citizen to provide documents and agree on additional support for Mr. Pham Quang Que. With the encouragement and supervision of the City People's Council representatives, the matter has now been resolved.
On April 25, 2023, the Chairman of the Hanoi City People's Council, Nguyen Ngoc Tuan, also met with citizens and gave his opinion on resolving the case of Mr. Nguyen Van Tuong and Ms. Nguyen Thi Dien (address: 25 Doan Thi Diem Street, Quoc Tu Giam Ward, Dong Da District).
Since 2008, Mr. Nguyen Van Tuong and Ms. Nguyen Thi Dien have submitted applications to purchase additional usable area beyond the land use rights certificates already issued to households at 25 Doan Thi Diem Street. The additional area they wish to purchase is connected to the areas currently used by both families and is not subject to any disputes. However, the case remains unresolved due to various subjective and objective reasons.
After hearing reports from representatives of various departments and agencies on the handling and resolution of the case, the Chairman of the City People's Council, Nguyen Ngoc Tuan, requested the relevant departments and agencies and the People's Committee of Dong Da District to definitively resolve the citizens' petition and issue certificates of ownership of houses and land use rights in accordance with the law by May 2023. The case has now been resolved by the relevant departments and agencies.
Mr. Ta Van Hoi (residing at 113 Phuong Tri Street, Phung Town, Dan Phuong District, Hanoi City) has submitted a petition requesting the resolution of the land conversion issue concerning his family's land for the renovation of Phuong Tri Pagoda, based on the 2016 working minutes between his family and the People's Committee of Phung Town, along with representatives from the Party Committee, neighborhood, and pagoda, a matter that has dragged on for many years.
Following a public consultation session held by the City People's Council, the matter has now been resolved. Specifically, in September 2023, to definitively resolve this issue, during a public consultation session, the Standing Committee of the City People's Council requested the Dan Phuong District People's Committee to continue the investigation, clarify the responsibilities of individuals and organizations involved in the project implementation, and address the requests and complaints of Mr. Ta Van Hoi's family. Based on this, the Dan Phuong District People's Committee coordinated with relevant departments, agencies, and the Phung Town People's Committee to propose a solution to the citizens' requests in accordance with the law and reported the results to the Standing Committee of the City People's Council.
Another case involving the resolution of petitions through the citizen reception work of the Hanoi City People's Council is that of Ms. Dien Thi Hoa (house number 12, group 2, Van Hoi street, Duc Thang ward, Bac Tu Liem district) requesting a certificate of land use rights, ownership of housing and other assets attached to the land plot in group 2, Duc Thang ward, Bac Tu Liem district. Accordingly, immediately after the meeting with the Standing Committee member of the City Party Committee and Permanent Vice Chairman of the Hanoi City People's Council, Phung Thi Hong Ha, in March 2025, the case has now been resolved, much to the citizen's satisfaction.
Specifically, Ms. Dien Thi Hoa is requesting a land use certificate for plot number 36, map sheet number 40, with an area of 79m2, located in residential group number 2, Duc Thang ward, Bac Tu Liem district. The land was transferred by Ms. Luu Ba Kiem to Ms. Tran Huong Giang on January 28, 1995, and subsequently transferred by Ms. Tran Huong Giang to Ms. Dien Thi Hoa. However, due to various reasons, Ms. Dien Thi Hoa's application for a land use certificate has not yet been definitively resolved.
During the public consultation session, the leaders of Duc Thang ward, Bac Tu Liem district, reported and clarified the reason why, out of 6 land plots, 5 had been granted land use right certificates before 2005, but 1 plot transferred by Ms. Tran Huong Giang to Ms. Dien Thi Hoa had not yet been issued a certificate. The Standing Vice Chairman of the Hanoi People's Council, Phung Thi Hong Ha, requested the relevant agencies of Bac Tu Liem district to resolve this matter definitively by April 2025; and also urged citizens to complete their dossiers according to the instructions of the relevant agencies to ensure they meet the conditions for obtaining land use right certificates.
Citizen Dien Thi Hoa (Bac Tu Liem district) shared that the prolonged case had caused exhaustion for her family. However, thanks to the attention of the Hanoi City People's Council representatives, the case has now been resolved, restoring public trust in the authorities.
Disseminating information about policies and laws to the public.
According to Nguyen Khanh Long, Deputy Chief of the Office of the National Assembly Delegation and the City People's Council, these are 3 out of 23/43 cases that have been resolved through the citizen reception work of the Standing Committee of the City People's Council. In addition, from the beginning of the 2021-2026 term to date, the Standing Committee of the City People's Council has received and processed 21,277 complaints, denunciations, petitions, and feedback from citizens. The Office of the National Assembly Delegation and the City People's Council has advised on the issuance of 5,343 responses to these petitions.

In addition to receiving citizens at the city's citizen reception office, the Standing Committee of the City People's Council also organizes citizen reception sessions for City People's Council representatives in the localities where they ran for election. Each session includes at least one City People's Council representative. These sessions are held on the third Tuesday morning of each month at the citizen reception offices of the People's Council and People's Committee of the districts, counties, and towns where the representatives ran for election. Thus, City People's Council representatives have conducted 3,972 scheduled citizen reception sessions at the citizen reception offices in the districts, counties, and towns where they ran for election.
“Overall, the delegates seriously implemented the schedule for receiving citizens in their constituencies. The complaints mainly concerned land and construction issues; many cases were old issues. City People's Council delegates received opinions, suggestions, and complaints from citizens to forward to the competent agencies and units. Through these citizen reception sessions, the delegates simultaneously disseminated information and guided citizens on complying with the law; as well as listened to and understood the situation at the grassroots level,” Comrade Nguyen Khanh Long added.
Currently, in addition to continuing its regular citizen reception activities, the Hanoi City People's Council is conducting a supervisory review of citizen reception, handling of complaints and denunciations, and the implementation of inspection and audit conclusions in the city from the beginning of the 2021-2026 term to the present. The supervision focuses on the results of leadership, direction, and management regarding citizen reception, handling of complaints and denunciations, and the implementation of inspection and audit conclusions in Hanoi, as directed by the City Party Committee and resolutions of the City People's Council.
Specifically, on April 24th, the Hanoi People's Committee issued Decision No. 2185/QD-UBND establishing a Standing Task Force to direct and coordinate citizen reception services for the Party Congresses at all levels, the 14th National Congress of the Communist Party of Vietnam, the election of National Assembly deputies for the 16th term, and People's Council deputies at all levels for the 2026-2031 term. The Task Force will direct the timely handling and resolution of situations involving large numbers of Hanoi citizens filing complaints at the central government's citizen reception offices in Hanoi, the areas where Party Congresses at all levels and the 14th National Congress of the Communist Party of Vietnam are taking place, etc.; and will guide, explain, publicize, and persuade citizens to return to their localities to organize the reception and resolution of their requests in accordance with the law.
This shows that receiving citizens and handling and resolving cases in local areas is a very important task. Receiving citizens is not only about listening, understanding, and considering the resolution of specific cases, but also an opportunity to disseminate the Party's guidelines and policies, the State's laws and regulations, and local regulations to the people.
