Residents accuse investor of imposing increased parking fees
Tension at TNR Gold Season 47 Nguyen Tuan apartment building, Thanh Xuan Trung ward (Thanh Xuan, Hanoi ) has been going on for the past 2 days regarding the increase in car parking fees. Many residents of this apartment building gathered on the street, lined up their cars, and hung banners to protest the investor for increasing the car parking fees without the consent of the management board and residents.
According to the reflection of many residents of this apartment building, they do not agree with the car parking fee increase from 1.2 million VND to 1.5 million VND/car/month - for the first car and increase from 1.5 million VND to 1.8 million VND/car/month - for the second car proposed by the investor.
Regarding this disagreement, on April 14, the People's Committee of Thanh Xuan Trung Ward (Thanh Xuan, Hanoi) issued a notice to ensure security and order before the increase in car parking fees at the TNR Gold Season 47 Nguyen Tuan apartment complex. In particular, the People's Committee of this ward requested the investor and the management and operation company of this apartment complex to stop increasing the vehicle parking fee, before the relevant parties negotiate and agree on a suitable plan.
However, at around 5pm on April 19, the building’s operator refused to serve those who did not pay the parking fee, leading to an explosion of tension. People and vehicles stopped and parked, and banners were hung on the internal roads, affecting traffic.
"While the increase in parking fees has not been agreed upon, many car owners who have paid 1.2 million VND/car/month according to the old fee have not been allowed to bring their cars into the basement," a resident was upset.

After approaching the incident, on the evening of April 19, the People's Committee of Thanh Xuan Trung Ward requested that all parties not cause tension and disorder in the area. According to the minutes of the meeting, the People's Committee of the Ward requested that, in the immediate future, some cases that have not paid the car parking fee will still temporarily pay the fee of 1.2 million VND/car/month. In addition, the People's Committee of the Ward requested that the investor and the building management board meet to agree on a plan and have a specific price increase roadmap.
However, on the evening of April 20, many residents still gathered to stop their cars in the internal road area of the apartment building and hung banners protesting the increase in underground parking fees.
No consensus found
Speaking to Dan Tri , Mr. Vu Viet Phu - Head of the management board of TNR Gold Season 47 Nguyen Tuan apartment building said that the tension at this apartment building in recent days was due to many residents disagreeing with the increase in car parking fees proposed by the investor. The management board has repeatedly sent documents to the investor, My Real Estate Joint Stock Company, and the building management unit, TN Property Management Investment and Real Estate Management Joint Stock Company (TNPM), requesting the cancellation of the above fee increase notice.
According to Mr. Phu, in 2018, the investor set a car parking fee of 1.2 million VND/car/month, which was too high. However, because they had just moved in and had not yet established a management board, residents temporarily accepted the fee set by the investor.
"Up to now, the investor has arbitrarily set a new fee without negotiating with residents and representatives of residents - the management board, which is inappropriate. This is also not in accordance with the previous direction of Thanh Xuan Trung Ward People's Committee," Mr. Phu stated.

Speaking to Dan Tri on April 21, the investor's media representative said that currently, residents who have paid 1.2 million VND/vehicle/month according to the old fee can still use the service. As for residents who do not pay the fee, the building management unit will refuse to provide the service.
"The investor, the building's management board, the board of directors, and residents will continue to discuss this increase in parking fees until there is an agreement," said the representative, affirming that the increase in parking fees at this apartment building is in accordance with the regulations of the Hanoi People's Committee.
This person said that before applying the new unit price, the investor sent an official dispatch to the operating unit to notify the management board and residents.
