“Decision No. 90/QD-TTg dated January 8, 2022 of the Prime Minister approving the National Target Program (NTP) for sustainable poverty reduction for the period 2021 - 2025 has contributed to promoting socio -economic development and improving the material life of people in disadvantaged mountainous areas. However, the implementation of projects to support agricultural production development is still slow, almost until the end of the cycle (2024 - 2025). Therefore, the implementation time according to the cycle of crops and livestock does not ensure the period of the Program, many projects have to be temporarily suspended. Voters recommend that the Government and central ministries and branches allow an extension of the implementation time so that projects to support agricultural production development for the period 2021 - 2025 can continue to be implemented effectively. At the same time, it is recommended that ministries and branches promptly issue documents guiding the implementation present for localities to implement promptly and synchronously when the decision is issued.
The Ministry of Labor, War Invalids and Social Affairs ( former) responded as follows:
As of July 11, 2022, competent authorities have issued full documents guiding the implementation of the project to support agricultural production development under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025.
Clause 1, Article 20 of Decree No. 27/2022/ND-CP (amended and supplemented in Clause 11, Article 1 of Decree No. 38/2023/ND-CP) stipulates the support period for production development support activities under the National Target Program according to the production cycle or according to the investment period of the National Target Program.
At the same time, at Point d Clause 3 Article 21 and Point d Clause 3 Article 22 Decree No. 27/2022/ND-CP stipulates that the content of the project decision, the plan to link the production development support plan must include the implementation time of the project, the plan to link the production development support plan.
However, in order to maximize the effectiveness of the resources allocated by the National Assembly for the Program, the Ministry of Labor, War Invalids and Social Affairs has recorded the voters' recommendations to propose to competent authorities for consideration and decision. During the time when there are no new regulations, it is recommended that localities comply with current regulations.

Clause 1, Article 32 of Decree No. 88/2020/ND-CP dated July 28, 2020 of the Government guiding the Law on Occupational Safety and Hygiene on compulsory occupational accident and disease insurance stipulates that employees who are supported for occupational safety and hygiene training are employees who have paid occupational accident and disease insurance as prescribed for at least 12 months up to the month of requesting support for occupational safety and hygiene training costs. Such a provision causes difficulties for businesses because the support is not timely (Social Insurance Law No. 41/2024/QH15 does not provide details). Voters recommend reviewing and amending Decree No. 88/2020/ND-CP in the direction of supporting funding for occupational safety and hygiene training for employers from the Occupational Accident Insurance Fund for employees who have participated in occupational accident and disease insurance, not necessarily having paid for 12 months.

In response to voters' recommendations, the Ministry of Labor, War Invalids and Social Affairs will consider in the process of evaluating the implementation of Decree No. 88/2020/ND-CP dated July 28, 2020 of the Government guiding the Law on Occupational Safety and Hygiene on compulsory occupational accident and disease insurance to have appropriate amendments and supplements.

Voters propose that the Government consider, adjust and add beneficiaries who are people with serious illnesses from near-poor households to Clause 3 and Clause 8, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection beneficiaries to reduce the burden on people with serious illnesses from near-poor households, specifically as follows:
- In Clause 3, Article 5, for the beneficiary group of children infected with HIV/AIDS from poor households, voters propose to add and expand the beneficiaries to include children with serious illnesses from poor and near-poor households.
- In Clause 8, Article 5, people infected with HIV/AIDS from poor households without a stable monthly income, voters propose to add and expand the subject to people with serious illnesses from poor and near-poor households.
The Ministry of Labor, War Invalids and Social Affairs ( formerly) responded as follows:
According to the provisions of Article 2 of Decree No. 76/2024/ND-CP dated July 1, 2024 amending and supplementing a number of articles of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government stipulating social assistance policies for social protection beneficiaries, in cases where local socio-economic conditions are guaranteed, the Provincial People's Committee shall submit to the People's Council of the same level for decision on other disadvantaged subjects not specified in this Decree to enjoy social assistance policies. Therefore, the People's Council of Yen Bai province has the authority to consider and decide to supplement groups of disadvantaged subjects to enjoy monthly social assistance policies in the area.

Regarding the proposal to increase the level of support for rural workers in vocational training: Implementing the work program, the Ministry of Labor, War Invalids and Social Affairs is completing the draft Decision amending and supplementing Decision No. 46/2015/QD-TTg dated September 28, 2015 of the Prime Minister regulating the policy of supporting elementary level training and training under 3 months, including regulations on the level of support for training costs, food and travel expenses for rural workers participating in vocational training to submit to the Prime Minister for approval.
Regarding the proposal to increase the remuneration of vocational teachers for rural workers: Circular No. 40/2019/TT-BTC dated June 28, 2019 of the Minister of Finance amends and supplements a number of articles of Circular No. 152/2016/TT-BTC regulating the management and use of funds to support elementary training and training under 3 months, which stipulates the remuneration of teachers and vocational trainers participating in elementary training and training under 3 months. Accordingly, in addition to the cases of permanent teachers working in State training institutions, the remuneration of vocational trainers for rural workers is determined by the head of the agency assigned to preside over the development of the proposed order price according to the provisions of Circular No. 40/2019/TT-BTC.
