Contractor found to start Hoang Lien tunnel project with capital of 3,300 billion VND

The consortium led by Deo Ca Group has just been announced to have won one of the main construction packages of the Hoang Lien Pass Tunnel Project, connecting Lao Cai with Lai Chau, worth VND2,600 billion.

The Director of the Project Management Board for Investment and Construction of Traffic Works of Lai Chau province has just signed Decision No. 256/QD-BQLDA approving the results of contractor selection for Package XL 23 of the Road Tunnel Project through Hoang Lien Pass connecting Sa Pa town, Lao Cai province with Tam Duong district, Lai Chau province.

Accordingly, the winning contractor of Package XL 23 is a consortium consisting of Deo Ca Group - Construction and Trade Joint Stock Company 299 - Construction Service and Trade Joint Stock Company 68 - Thanh Tuyen LLC - Lai Chau No. 10 LLC - Khanh Hung Construction and Trade LLC with a winning bid price of VND 2,628.3 billion; contract performance period is 720 days from the date of signing.

The scope of work of Package XL 23 includes all construction and installation, construction equipment, survey work and construction drawing design.

Package XL 23 is organized for open bidding domestically, online, applying mixed unit price contract - lump sum with construction drawing design cost; fixed unit price for survey; and adjusted unit price for construction and equipment.

It is known that this is also the bid package that will be selected to start the Hoang Lien Pass Tunnel Project, scheduled to take place on December 19, 2025.

The Project Management Board of the Hoang Lien Pass Tunnel Project assigned the Planning Department and the Technical Department to finalize the contract and organize the signing based on the approval results.

The Hoang Lien Pass tunnel project has a total investment of more than VND 3,300 billion, using public investment capital, approved by the Lai Chau Provincial People's Committee in March 2025 with the goal of completing the key traffic infrastructure of the Northwest region, overcoming the dangerous steep pass situation on National Highway 4D.

When completed, the project will also create momentum for socio-economic development, connect Sa Pa - Tam Duong tourism and ensure security and defense in border areas.

Deo Ca Group is currently simultaneously implementing a series of key national highway construction projects such as: Dong Dang - Tra Linh, Huu Nghi - Chi Lang and Tuyen Quang - Ha Giang .

Previously, in October 2025, the Hanoi Traffic Construction Investment Project Management Board also announced that the consortium with the participation of Deo Ca won Package XL27 - Thuong Cat Bridge Project and roads at both ends of the bridge, with a contract value of nearly 6,000 billion VND.

In the third quarter of 2025, the consortium led by Deo Ca was also assigned to implement Package XL01 - construction of section Km4+00 to Km13+900 of the Ho Chi Minh City - Long Thanh Expressway Expansion Project, worth more than VND 5,868 billion.
