Russian officials have told their US counterparts that they do not want the special envoy for Russia and Ukraine, Keith Kellogg, to participate in high-level discussions aimed at ending the fighting in Ukraine, Reuters reported, citing a Washington official.
In recent weeks, Mr. Kellogg has been absent from several high-level meetings, including a meeting between US National Security Adviser Mike Waltz and Secretary of State Marco Rubio with a Ukrainian delegation in Saudi Arabia on March 11. He also did not attend a high-level meeting with Russian officials in Saudi Arabia in February.
On March 13, Mr. Trump also sent his special envoy for the Middle East, Steve Witkoff, to Moscow to negotiate with Russian President Vladimir Putin. Mr. Witkoff had previously traveled to Russia to negotiate the release of American teacher Marc Fogel.
The question is why Mr. Kellogg, who was in charge of war-related issues, did not attend these events.
A U.S. official said the Russian request was not met because Mr. Kellogg sent a senior member of his team, Eli Rosner, to the most recent meeting in Saudi Arabia. It was not immediately clear whether Mr. Kellogg’s absence was related to the Russian request.
National Security Council spokesman James Hewitt said Kellogg played a key role in efforts to end the fighting in Ukraine.
"President Trump has tapped the talents of many senior officials in his administration to help bring about a peaceful resolution to the war in Ukraine," Mr. Hewitt said on March 13.
The United States and Ukraine agreed to a 30-day ceasefire during a meeting in Saudi Arabia earlier this week, but Russian President Vladimir Putin said on March 13 that the ceasefire proposal needed significant revisions.
News of the Kremlin’s request to remove Kellogg from the talks was first reported by NBC News , amid complaints from Russian officials that Kellogg was too biased toward Ukraine.
A retired lieutenant general, Mr. Kellogg has sometimes been more critical of Russia’s military actions in Ukraine than other officials in the Trump administration.
Still, Mr. Kellogg has consistently supported President Donald Trump’s stance on the war in Ukraine, including the recent decision to halt the sharing of some intelligence with Kiev.
Kellogg previously served as chief of staff to the National Security Council during Trump’s 2017-2021 tenure and as national security adviser to former Vice President Mike Pence. He met with President Volodymyr Zelensky in Kiev in February and has held numerous meetings with NATO leaders across Europe.
Among Trump supporters, some say Kellogg is too hawkish, while others say having advisers with different ideological positions and backgrounds is an advantage for Trump.
