Questioning the Minister of Labor, War Invalids and Social Affairs, delegate Trang A Duong stated: In recent years, the widespread and complicated developments of the Covid-19 pandemic have caused many workers to lose their jobs and have no income. In that context, many workers have chosen to receive one-time social insurance benefits because they need money to spend and cover their living expenses. This situation not only puts great pressure on the social security system but also affects the goal of universal social insurance. There are suggestions and requests that the Central Government consider establishing a fund or allocating budget resources to support workers (similar to the labor support policy during the Covid-19 pandemic) to help workers reduce difficulties and stabilize their lives. At the same time, consider supplementing the National Employment Fund so that localities have more resources to support workers. Could the Minister please inform us of the Ministry's views on the above proposal?

The Minister said that it is necessary to find the cause and specific solutions for this situation. The establishment of a fund to support workers, the Minister assessed that it is one of the solutions along with many other solutions to remove obstacles for the labor market. The Minister said that there are many methods that need to be implemented and deployed synchronously, the plan to establish a fund needs to be reviewed, studied, and its impact carefully assessed. The Ministry acknowledged and will study this plan.
