On the morning of November 30, at the Provincial Labor Culture House (Quang Ngai City), the 4th Congress of Ethnic Minorities (EM) of Quang Ngai Province - 2024 took place. Deputy Minister, Vice Chairwoman of the Ethnic Minorities Committee Nong Thi Ha attended and delivered a speech directing the Congress.

Speaking at the opening of the Congress, Vice Chairman of the Provincial People's Committee Vo Phien stated: The 4th Provincial Congress of Ethnic Minorities in 2024 is an important political and social event, continuing to affirm the consistent ethnic guidelines and policies of the Party and State, which are "Equality, solidarity, respect and mutual assistance for development" with the viewpoint that "ethnic work is a fundamental, long-term, urgent strategic issue; is the task of the entire Party, the entire people, the entire army, and the political system".

The Congress is an opportunity to assess the socio -economic development, poverty reduction and new rural construction in the province's ethnic minority areas in the past time, especially since the 3rd Provincial Ethnic Minority Congress - 2029 to present. From there, determine the tasks and directions for socio-economic development of the province's ethnic minority areas in the period of 2025 - 2029.

This is also an opportunity to honor, commend and reward collectives and individuals with outstanding achievements, typical examples of the patriotic emulation movement among ethnic minorities; continuing to affirm the consistent policy of our Party and State on ethnic issues and great national unity.

According to the Political Report of the Congress, in the 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities for the period 2019 - 2024, the Party Committee and the Government of Quang Ngai province have had correct and focused policies on socio-economic development for ethnic minority and mountainous areas and have received attention and direction from the entire political system, the ethnic minority community has responded and implemented and achieved many important achievements, the landscape and life of the people have changed and become more and more beautiful.

In particular, the implementation of the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas of the province has achieved quite comprehensive results, with many goals and tasks being higher than the average of localities, notably: Infrastructure is increasingly developed and improved, meeting the requirements of local socio-economic development; on average, from 2021 to 2023, the poverty rate in mountainous districts decreased by nearly 5%/year; 100% of car roads to commune centers are asphalted and hardened; 100% of communes have national grid electricity; irrigation works, markets, domestic water supply works, electricity works are gradually invested synchronously, ...

The work of building new rural areas has achieved positive results; mountainous rural areas have many improvements, people's lives are increasingly improved. Up to now, the mountainous districts of the province have 9 communes meeting new rural standards, 2 communes meeting 15-18 criteria, 33 communes meeting 10-14 criteria and 16 communes meeting 5-9 criteria. It is expected that by the end of 2024, there will be 6 more communes meeting new rural standards.

The preservation and promotion of cultural identity, language, writing, customs, practices, and fine traditional beliefs of ethnic minorities are highly valued. Many traditional festivals have been restored; many models of traditional cultural villages and hamlets have been preserved in association with tourism development. Attention has been paid to propaganda and mobilization of ethnic minorities to reform backward customs, many backward customs have been gradually eliminated and changed to suit current conditions.

Based on the results achieved and lessons learned in implementing programs and projects over the past years, the province aims to comprehensively, rapidly and sustainably develop ethnic minority areas by 2029; promote poverty reduction in ethnic minority areas, narrow the development gap between ethnic groups; gradually reduce the number of particularly difficult communes and villages; and gradually form specialized areas for producing goods with high economic value.

The province will also continue to focus on developing human resources in ethnic minority areas; increasing the quantity and improving the quality of ethnic minority cadres; consolidating the grassroots political system; maintaining the great solidarity of ethnic groups, ensuring security and national defense stability.

The Congress passed the Resolution Letter with high determination and confidence, together with the province's political system, striving for the period 2024 - 2029: Average economic growth in the period 2026 - 2029 reaches 7 - 8%/year; average income of ethnic minorities is equal to half of the average income of the whole country; reducing the poverty rate among ethnic minorities by 3%/year (by 2030 it will be below 10%); 100% of ethnic minority households have regular access to electricity; 90 - 95% of communes and towns meet national standards on health; 100% of ethnic minorities participate in health insurance; 60% of working-age workers receive vocational training suitable to the needs and conditions of ethnic minorities...

Speaking at the Congress, Deputy Minister and Vice Chairwoman of the Ethnic Minorities Committee Nong Thi Ha expressed her joy at the achievements in the fields of economic and social life of ethnic minorities and mountainous areas of Quang Ngai province, and affirmed that the Congress is an event of profound political and social significance, a special symbol of the great solidarity and close-knit ties between the ethnic groups of Vietnam.

Comrade Nong Thi Ha requested the Party Committee, government, unions, and socio-political organizations of the province to continue to thoroughly grasp the viewpoints, policies, and guidelines of the Party and State on ethnic affairs, great national unity, and ethnic policies; improve the material and spiritual life of ethnic minorities, and narrow the gap between regions and localities in the province.

At the same time, pay attention to preserving and promoting good traditional cultural values, tangible and intangible cultural heritage of the locality, linking tourism with preserving and promoting national cultural values. In addition, improve the quality and effectiveness of education and training, especially training, fostering, and vocational training for ethnic minority workers; promote public health care, etc.
