A difficult term, but with great success
The 1st Congress of the Government Party Committee for the 2025-2030 term is the first Congress of the Government Party Committee under the new organizational model. The Congress has the task of summarizing and evaluating the results of the 2020-2025 term, reviewing the leadership and direction of the Government Party Committee for the 2020-2025 term; determining the directions, goals, tasks and solutions for the 2025-2030 term; and discussing and contributing opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.
Speaking at the opening of the Congress, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh warmly welcomed and sincerely thanked General Secretary To Lam, former General Secretary Nong Duc Manh and leaders, former leaders of the Party, State, Vietnam Fatherland Front, Central and local agencies, ministries, branches and invited guests.
Expressing his respect and gratitude to President Ho Chi Minh, the great contributions of the previous leaders and previous generations who built, laid the foundation and forged the Party and Government and built an increasingly mature and strong Government, the Prime Minister expressed his gratitude to the heroic martyrs, heroic Vietnamese mothers, heroes of the armed forces, heroes of labor, wounded and sick soldiers, former youth volunteers, frontline workers and all classes of people who have made tireless efforts, perseverance, steadfastness, dedication and contribution to the cause of building and defending the Fatherland, including the maturity and growth of the Government through the periods.
In particular, on behalf of the Party and Government, the Prime Minister expressed his deep gratitude to the late General Secretary Nguyen Phu Trong, who during this term always provided close direction and leadership, support, sympathy and shared with the Government the difficulties and challenges that had to be overcome to successfully complete the assigned tasks.
According to Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, the 1st Government Party Congress, term 2025 - 2030, is held to review and evaluate the leadership, direction and administration of the Government Party Executive Committee for the term 2020-2025; determine directions, goals, tasks and solutions for the period 2025-2030; and at the same time discuss and contribute opinions to the draft documents of the Central Committee to be submitted to the 14th National Congress of the Party.
The Congress is a particularly important political event of the Government Party Committee, a historical milestone in the journey of building an honest, creative, active Government for the country and the people; to meet the general political requirements and tasks and the "revolution in reorganizing the apparatus", ensuring the comprehensive, absolute, and direct leadership of all aspects of the Party over the Government Party Committee and the Government in its role as the highest state administrative body, exercising executive power.
The Government Party Committee is the core of political leadership for the activities of the Government, ministries, branches and affiliated agencies, especially the direction, administration and state management of the Government, ensuring the timely and effective institutionalization and implementation of the Party and State's guidelines, policies and strategies, contributing to the successful implementation of the set goals and tasks in many fields.
Looking back at the 2020-2025 term, in the context of the world and regional situation evolving rapidly, complicatedly, and unpredictably, with many unprecedented and unforeseen issues; under the leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong and current General Secretary To Lam; the Government Party Committee, the Party Committees of the Ministries, branches, and the 2 Party Committees of the Blocs and the Government Party Committee have upheld the spirit of solidarity, discipline, responsibility, proactiveness, flexibility, and creativity, with the spirit of "dare to think, dare to do, dare to take responsibility for the common interest", focusing on leading and directing the implementation of 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions according to the Resolution of the 13th National Party Congress and focusing on building and rectifying a clean and strong Party, improving the leadership capacity and fighting strength of Party organizations and Party members.
In addition, relevant agencies have responded promptly, flexibly, appropriately and effectively to newly arising issues; made outstanding efforts, resolutely not backing down in the face of difficulties and challenges, and advised and proposed policies that can "turn the situation around and change the state", especially in the fight against the COVID-19 pandemic; maintained macroeconomic stability, ensured major balances of the economy; ensured social security, and strengthened national defense and security potential.
In particular, in the last two years of the term, the agencies have focused on directing and leading, contributing to advising on the development and implementation of historic decisions of the Party and State on restructuring and streamlining the apparatus, building a two-level local government organization model and the Politburo's Resolutions to create breakthroughs in the development of key and pillar areas in the new era.
Prime Minister Pham Minh Chinh affirmed that thanks to the drastic participation of the entire political system, the business community, and the people of the whole country under the leadership of the Party and the help of international friends, our country has achieved important, comprehensive, and outstanding achievements in all fields; with results each year better than the previous year and this term better than the previous term in most fields; creating momentum for reform and innovation; creating a force for rapid and sustainable development; creating a vibrant atmosphere in the whole society and contributing to creating more solid trust among the people in the Communist Party of Vietnam.
Based on the report for the 2021-2025 term in the Congress documents, the Prime Minister requested that comrades focus on studying, discussing, and evaluating the achievements, limitations, weaknesses, and causes. In particular, it is necessary to clearly analyze the current situation, what is new, the objective and subjective causes. The achievements are due to the comprehensive leadership and direction of the Central Executive Committee, which is regularly and directly the Politburo, the Secretariat, and the General Secretary; the close and effective coordination between agencies in the political system as well as lessons learned...
Breakthrough, entering a new era
According to Prime Minister Pham Minh Chinh, entering the 2026-2030 term, the world situation is forecast to continue to develop in a complex and unpredictable manner, with many potential risks; in general, there are more difficulties and challenges than opportunities and advantages. The 14th National Party Congress was identified by the Central Committee as the beginning of an era of striving for prosperity, civilization, happiness, and steady progress towards socialism. General Secretary To Lam emphasized that we are facing a historic moment, a historic opportunity for rapid and sustainable development, but also facing very high requirements for revolutionary and scientific breakthroughs, promptly removing bottlenecks and knots in all aspects of social life.
Thoroughly grasping that spirit, this Government Party Congress put forward the motto of action: "Solidarity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people". In which, "Solidarity, discipline" is the basis, foundation - "Democracy, innovation" is the principle, method - "Breakthrough, development" is the goal, requirement - "Close to the people, for the people" is the idea that the people are the root, the strength originates from the people and with the spirit "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, friends help; then only discuss and do, not retreat".
Prime Minister Pham Minh Chinh suggested that the Congress analyze and forecast the situation and give more opinions on the directions, tasks and key solutions for the coming term. The big question is how to build a clean, strong, united, exemplary Government Party organization in science and technology, innovation and digital transformation; at the same time, mobilize all resources of the country to accelerate breakthroughs and develop the country in the new context.
Regarding Party building work, what do we need to do to adhere more closely to the 5 principles of Party building and the 5 leadership methods of the Party in all activities, especially the principle of democratic centralism, in which special attention is paid to personnel work as the "key of the keys" and in the spirit of selecting virtuous, strong and talented cadres, promoting rapid and sustainable development; strengthening discipline, order, effectively preventing corruption, waste and negativity...
Regarding the implementation of key political tasks, what breakthrough solutions are needed to maintain macroeconomic stability, control inflation, ensure major balances of the economy, and promote average GDP growth of 10% or more per year for many years? It is necessary to focus on perfecting institutions to liberate production capacity, mobilize and effectively use all resources, renew traditional growth drivers and strongly promote new growth drivers such as green economy, digital economy, creative economy, and circular economy. The fields of defense, security, and foreign affairs need specific and special measures, mechanisms, and policies to achieve the goal of maintaining independence, sovereignty, and national security, creating an environment of peace, cooperation, and development; harmoniously developing between economy, culture, society, and environment with progress, social justice, and social security, "leaving no one behind"...
The Prime Minister asked the delegates to promote the spirit of lively, frank, responsible and intellectual discussion like yesterday afternoon to continue contributing to the documents submitted to the 14th National Party Congress, especially on the 17 new points compared to the 12th Central Conference and the Action Program to implement the Resolution of the 14th National Party Congress, contributing to stabilizing and developing the country and improving the spiritual and material life of the people.
According to Prime Minister Pham Minh Chinh, during the 2025-2030 term, the Government Party Committee is determined to strive to be one of the pioneering and exemplary Party Committees in successfully implementing the Resolution of the 14th National Party Congress.
On the same morning, at the National Convention Center, before the opening of the Congress, leaders, former leaders of the Party, State, Fatherland Front and delegates attending the Congress visited the welcome exhibitions: Photo exhibition on achievements and results of the 2021-2025 term of Party Committees under the Government Party Committee; Exhibition of achievements in science and technology, innovation and digital transformation; Exhibition of achievements in economic, cultural and social development.
