The 1st Congress of Hoai An Commune Party Committee, term 2025 - 2030 was a great success.

(gialai.gov.vn) - On the morning of August 6, at the Culture, Information and Sports Center of Hoai An commune, the Executive Committee of the Hoai An commune Party Committee solemnly held the 1st Congress of the commune Party Committee, term 2025 - 2030. Attending the congress were comrades: Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province; Nguyen Tuan Anh - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of the leaders of the advisory and support agencies of the Provincial Party Committee; representatives of the leaders of the provincial departments, branches and sectors; former leaders of the Hoai An District Party Committee (old); former leaders of the communes and towns (old) through the periods; 180 delegates representing nearly 1,340 party members of 51 party cells and party committees under the commune Party Committee.

Speaking at the opening of the congress, comrade Nguyen Van Hoa - Secretary of the Commune Party Committee emphasized: This is the first congress after Hoai An commune was established (on the basis of merging Tang Bat Ho town, An Duc commune, An Phong commune and An Tuong Dong commune), a political event of special importance, deciding the targets, tasks and solutions in leading and directing the implementation of the tasks of the Commune Party Committee in the coming term.

During the past term, under the timely leadership and direction of the Provincial Party Committee Standing Committee, the flexible and effective management and administration of the Provincial People's Committee, the active coordination and support of all levels and sectors, the Hoai An Commune Party Committee has promoted the spirit of solidarity and unity, overcome all difficulties and challenges, focused on leading and directing the implementation of political tasks and achieved many important results in all fields.

The local economy continues to develop well, with production value reaching over VND 1,647 billion in 2020 and estimated to reach over VND 2,735 billion in 2025; the average growth rate is 10.68%. The economic structure has shifted in a positive direction, with agriculture - forestry - fishery accounting for 32.86%, industry - construction accounting for 30.99%, and trade services accounting for 36.15%. The average income per capita in 2025 is estimated to reach nearly VND 65 million. Along with that, the cultural and social situation has many positive changes; the material and spiritual life of the people is constantly improving and enhancing. National defense and security are maintained stably. The leadership role and fighting strength of the Party Committee have been gradually enhanced. Management and operation activities of the government, the Fatherland Front and mass organizations are increasingly innovative, effective and efficient, contributing positively to the development of local socio-economy.

At the congress, delegates focused on comprehensively and objectively assessing the situation and results of implementing the Congress Resolution for the 2020-2025 term; clearly pointing out advantages, disadvantages, causes, especially subjective causes, and drawing profound lessons in leadership, direction, and organization of political tasks. At the same time, determining directions, goals, tasks, solutions, key tasks, breakthroughs close to the actual situation, with high feasibility for implementation in the coming term, in order to create a strong breakthrough, build Hoai An commune to develop quickly and sustainably, becoming a fairly well-off locality of the province.

The Congress also heard a report summarizing opinions on the draft political report of the 1st Gia Lai Provincial Party Congress and documents of the 14th National Congress of the Communist Party of Vietnam .

Speaking at the congress, comrade Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee acknowledged and commended the efforts and congratulated the results and achievements of the Party committees, authorities and people of An Duc, An Phong, An Tuong Dong communes and Tang Bat Ho town (now Hoai An commune) in the past term.

Deputy Secretary of the Provincial Party Committee Nguyen Ngoc Luong emphasized: The period of 2025 - 2030 is a time of special significance, when our country enters a new era of development, requiring fundamental and comprehensive innovations in thinking, institutions and leadership and management methods.

The Hoai An Commune Party Committee needs to pay special attention to the development of a green, fast, sustainable economy associated with environmental protection and consider this a focus that needs to be carefully calculated in the coming term. In the context that the Central Government requires localities to make breakthrough efforts to achieve the target of double-digit GDP growth in the coming period, Gia Lai province is striving for GRDP in 2025 to reach about 8%, Hoai An commune needs to continue to promote the revolutionary tradition, consolidate the great national unity bloc; strongly arouse the spirit of innovation and creativity in socio-economic development. In particular, the focus is on restructuring the agricultural sector towards applying high technology, sustainable development associated with green growth; forming concentrated raw material areas, developing cooperative economy, rural digital economy; promoting linkages between production - processing industry - logistics, creating complete value chains; diversifying agricultural models associated with eco-tourism and experiences. Persistently and creatively implement the Central Government's policy on developing the private economy into an important driving force for rapid and sustainable growth. Focus on investing in completing a synchronous and modern rural infrastructure system. Urgently organize the establishment and submission for approval of the general planning of Hoai An commune, as a legal basis and long-term development orientation. Along with economic development, it is necessary to pay attention to comprehensive development of cultural and social fields; effectively implement social security policies, sustainable poverty reduction; strive to eliminate all poor households in the area; focus on increasing the rate of rural households using clean water, the rate of solid waste collection in rural areas to ensure that assigned targets are met...

Deputy Secretary of the Provincial Party Committee Nguyen Ngoc Luong also requested the Hoai An Commune Party Committee to continue building a clean and strong Party and political system in the commune, promoting the core leadership role of grassroots party organizations in the context of implementing a two-level government model, ensuring closeness to the people, understanding the people, and serving the people, as a key task. Grassroots party organizations must be the center of solidarity, gathering the strength of the entire political system. Leaders must be exemplary, courageous, have vision, be close to the grassroots, dare to think, dare to do, dare to take responsibility for the common good. Cadres and party members, especially key cadres, need to innovate working methods, eliminate conservative thinking, cumbersome procedures, apply technology and modern management methods to improve service efficiency. Each cadre needs to consider studying, practicing, and improving qualifications as a regular task...

The Hoai An Commune Party Committee also needs to thoroughly grasp and strictly implement the Central Committee's orientation to consider digital transformation as a key, top priority task, of a breakthrough nature, consistent and synchronously deployed throughout the entire political system, from leadership, administration and operation of Party committees, authorities, the Fatherland Front and mass organizations, to economic development and improving the quality of social services. Digital transformation must be substantial, with clear quantitative results, compared and evaluated annually. Focus on improving the digital capacity of cadres and civil servants; promote awareness, responsibility and pioneering role in technology application. Promote the application of science and technology in management, operation, connection and data sharing between fields; create breakthroughs in innovation, improve efficiency in serving the people.

At the congress, the Party Executive Committee of the commune announced the Decision of Binh Dinh Provincial Party Committee on appointing the Party Executive Committee, the Standing Committee of the Party Committee, the Secretary and Deputy Secretary of the Hoai An Commune Party Committee for the first term, 2025 - 2030. Accordingly, the Hoai An Commune Party Executive Committee consists of 33 comrades (25 comrades appointed, 08 comrades left to be added later); the Standing Committee of the Commune Party Committee consists of 11 comrades (9 comrades appointed, 02 comrades left to be added later). Comrade Nguyen Van Hoa - Deputy Secretary, Chairman of the People's Committee of Hoai An district was appointed to hold the position of Secretary of the Hoai An Commune Party Committee for the first term, 2025 - 2030.
