The 17th Provincial Farmers' Association Congress, term 2023 - 2028

(Baoquangngai.vn)- As reported, on the morning of August 11, at the Provincial Labor Culture House, the Provincial Farmers' Association held the 17th Provincial Farmers' Association Congress, term 2023 - 2028. Vice President of the Central Committee of the Vietnam Farmers' Association Dinh Khac Dinh attended.

On the provincial side, there were Central Party Committee member, Provincial Party Secretary, Chairwoman of the Provincial People's Council Bui Thi Quynh Van; Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy; Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh; comrades in the Provincial Party Committee Standing Committee, Heroic Vietnamese Mother Pham Thi Lu, provincial leaders of all periods; leaders of departments, branches, sectors, unions, districts, towns, cities and 250 official delegates representing more than 158,000 farmer members in the whole province.

THE ASSOCIATION WORK AND THE FARMERS' MOVEMENT HAVE MANY INNOVATIONS

Speaking at the opening of the Congress, Chairman of the Provincial Farmers' Association Vo Tan Lam emphasized that during the past term, farmers' associations at all levels in the province have strengthened innovation in content and methods of operation; basically completed the goals, targets and tasks set out in the Resolution of the 16th Provincial Farmers' Association Congress, term 2018 - 2023.

Improving the quality of staff is a focus of the association at all levels. The association at all levels has established 35 new cooperative groups, 9 cooperatives, 4 farmer clubs with similar interests and coordinated the construction of 512 effective economic models. To date, the whole province has 135 products meeting OCOP 3-4 star standards.

In the past 5 years, the province has admitted more than 37 thousand new members, reaching 127% compared to the Resolution of the 16th Provincial Farmers' Association Congress, bringing the total number of current members to more than 158 thousand people.

The movement of Farmers producing and doing business well, uniting to help each other get rich and sustainably reduce poverty has become the focus of economic and social life in rural areas; promoting the initiative and creativity of farmer members participating in restructuring the agricultural sector.

On average, every year, more than 73,500 households are awarded the title of good farmers and businessmen at all levels, 25.5% higher than the Resolution of the 16th Provincial Farmers' Association Congress. Members have supported more than 8,600 working days and various seedlings worth 2.7 billion VND; contributed more than 4.4 billion VND, helping more than 150 poor farming households, contributing to reducing the average poverty rate of the province in the period of 2018 - 2022 by 1.46%.

During the past term, farmers' associations at all levels in the province have also promoted the connection of preferential capital sources for members to borrow to expand production and develop the economy. Up to now, the total capital of the Farmers' Support Fund in the province has reached more than 60 billion VND, creating conditions for thousands of farmers to borrow capital to develop production and become rich.

The association levels also entrusted and guaranteed loans from the Social Policy Bank and the Agricultural and Rural Development Bank to more than 45,000 farmer members, with a total outstanding debt of over VND 2,800 billion; coordinated with suppliers to supply over 10,000 tons of various fertilizers in the form of deferred payment, with a total amount of over VND 110 billion; connected to support over 126,000 seedlings of various types; donated 140 agricultural machines worth over VND 30 billion.

Implementing the National Target Program on building new rural areas and civilized urban areas, over the past 5 years, farmers in the province have donated more than 443 thousand square meters of land, contributed over 86.6 billion VND and more than 350 thousand working days. Over 155 thousand kilometers of rural roads have been maintained, repaired and renovated; 102 bridges and culverts, over 155 thousand kilometers of intra-field canals have been solidified, repaired and renovated.

PROMOTING THE ROLE OF FARMERS IN AGRICULTURE AND RURAL DEVELOPMENT

Speaking at the congress, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van acknowledged, praised and congratulated the achievements in the association's activities and the farmers' movement of the province in the past term. At the same time, she emphasized the role and importance of the peasant class through the periods, especially in the period of industrialization, modernization and integration.

The Provincial Party Secretary emphasized that with the spirit of "Democracy, solidarity, innovation, integration, development", cadres, members, and farmers in the whole province are determined to successfully implement the goals and tasks set out in the Resolution of the 17th Provincial Farmers' Union Congress, term 2023 - 2028. Continue to affirm the position, role, and responsibility of the peasant class in the cause of agricultural and rural development in the period of integration and development; contribute to the successful implementation of the goals of the 20th Provincial Party Congress, building Quang Ngai province to be increasingly rich, beautiful, and civilized.

The Provincial Party Secretary requested that all levels of the association should actively propagate, disseminate, study and thoroughly implement effectively the Resolutions of the 5th Central Conference related to agriculture, farmers and rural areas; continue to innovate the content and methods of propaganda, mobilization and solidarity activities so that farmers can truly become a revolutionary force, a great and strong economic, political and social force of the Party Committee, government and people of Quang Ngai in the new period.

Promote extensive and practical patriotic emulation movements at all levels of the association; encourage farmers to produce and do business well, unite to help each other get rich and reduce poverty sustainably, actively participate in socio-economic development; focus on replicating advanced models, good people, good deeds, and good practices.

Strengthen vocational training and improve farmers' qualifications. Organize well the activities of consulting and supporting farmers. The Provincial Farmers' Association needs to actively build and strengthen the organization to meet the requirements of mobilizing farmers in the new situation, be a reliable bridge between the Party, the State and the peasant class, and perform well the role of representing the legitimate rights and interests of farmers.

Speaking at the congress, Vice President of the Central Committee of the Vietnam Farmers' Union Dinh Khac Dinh suggested that farmers' unions at all levels in the province need to have specific solutions to innovate and further improve the quality and effectiveness of the association's work and the farmers' movement in the province in the new development period, focusing on proactiveness, creativity and efficiency. Pay attention to developing members and establishing branches and professional associations. Promote cooperation, connection and exchange activities, especially connecting to promote and consume agricultural products for farmers.

The Congress elected the Executive Committee of the Provincial Farmers' Association for the 17th term, 2023 - 2028. In the afternoon (August 11), the Congress will continue its working program.
