VietinBank Party Congress: Moving forward with the country in the new era

In the atmosphere of the whole country celebrating the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, on August 1-2 in Hanoi, the Party Committee of the Vietnam Joint Stock Commercial Bank for Industry and Trade ( VietinBank ) held the 11th Party Congress for the 2025-2030 term in Hanoi, with the participation of 288 outstanding delegates, representing the will and aspirations of nearly 10,000 party members in 182 affiliated party organizations in the Party Committee.

Speaking at the opening of the Congress, Comrade Tran Minh Binh, Member of the Government Party Executive Committee, Party Secretary, Chairman of the Board of Directors of VietinBank, said that over the past 5 years, the domestic situation has been greatly affected by complex developments in the world and the region; however, with the wise leadership of the Party Central Committee, the drastic management of the Government, and the fundamental innovations that have been drastically implemented, they have created new momentum and strength for the country's development.

In that context, promoting the tradition of solidarity, dynamism and creativity, the Party Committee of VietinBank has comprehensively led all levels of Party committees, Party organizations and staff and Party members to uphold political determination, overcome difficulties and challenges; creatively and effectively apply the guidelines, policies and guidelines of the Party and State, the Government and the State Bank to implement the Resolution of the Party Congress for the 2020-2025 term and achieve many very important and proud achievements.

Party building work is focused on, implemented in a disciplined and proper manner, with many innovations, associated with the implementation of political tasks. Effectively implement the Resolution and Conclusion of the Central Committee on promoting Party building and rectification and the political system in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, regulations on exemplary responsibility, regulations on what Party members are not allowed to do. Regularly consolidate and improve the Party organization. Personnel work is implemented in accordance with regulations and procedures.

The work of inspection, supervision, party discipline, and prevention and combat of corruption, waste, negativity and banking crimes has been carried out resolutely, continuously, synchronously and effectively. Mass organizations continue to innovate the content and methods of operation, effectively promoting the functions and tasks according to the Charter of each organization.

On that basis, VietinBank Party Committee has completed and exceeded 6/6 targets on building the Party organization and political system set out during the term.

In the 2020-2025 term, the VietinBank Party Committee has led and directed the system to resolutely implement the restructuring plan associated with bad debt settlement, the development strategy for the 2021-2025 period, and the medium-term business plan; completed and exceeded 12/12 political task targets: Credit growth; growth in mobilized capital; growth in service fees; ratio of non-interest income/total income; ratio of operating expenses to operating income; ratio of bad debt/credit balance; growth in pre-tax profit; ROE profit/equity ratio; ROA profit/total assets ratio; capital adequacy ratios in compliance with the regulations of the State Bank; paid the State budget correctly, fully, and promptly as prescribed; continued to improve the working environment and conditions, wages and income, material and spiritual life of cadres, party members, and employees.

In particular, VietinBank has strongly transformed its growth model towards sustainability and quality. Maintaining and promoting the role of a large State-owned commercial bank, focusing credit on production and business sectors, priority sectors and fields of the Government, key national projects; accompanying the development of regions, localities, and key economic zones, contributing to creating growth momentum for the country.

As of June 30, 2025, total assets reached more than VND 2.6 million billion, mobilized capital reached nearly VND 1.95 million billion, outstanding credit reached nearly VND 1.9 million billion - all nearly doubled compared to 2020 - the first year of the term. The bad debt ratio was controlled at 1.11%, much lower than the bad debt ratio of the banking industry. In terms of financial capacity, total profit after tax in the period 2020 - 2024 and the first 6 months of 2025 reached more than VND 105 trillion. Equity nearly doubled, capital safety and liquidity indicators were always guaranteed to be superior.

To create breakthroughs, VietinBank is a pioneer in promoting innovation, building and implementing a comprehensive digital transformation program. VietinBank has modernized its technology infrastructure system, automated its operating processes, and improved labor productivity and competitiveness.

Along with digital transformation is a "revolution in organization and personnel" to build a truly streamlined, modern apparatus that operates efficiently, effectively and effectively in the spirit of Resolution No. 18 dated October 25, 2017 of the Central Executive Committee.

VietinBank continues to improve and transform its model towards streamlining, specialization, and optimization of business processes and operations of the Head Office's business units; improve the domestic transaction office network system; implement a roadmap to restructure hundreds of physical transaction points, replacing them with digital platforms, aiming for a paperless banking model, with no space or time limits for customer service.

Along with the successes in performing business tasks, VietinBank continues to fulfill its social responsibilities, actively implementing social security programs in all provinces and cities across the country. With the achievements in Party building and political tasks, the 2020-2025 term has created important breakthroughs for a new momentum in VietinBank's development journey.

At the official session, the Congress heard reports on the implementation results of the Resolution of the VietinBank Party Congress for the 2020-2025 term, directions and tasks for the 2025-2030 term; reviewed the leadership and direction of the VietinBank Party Executive Committee for the 2020-2025 term; reported on the synthesis of comments on the draft documents of the 14th National Party Congress and the draft documents of the 1st Government Party Congress.

Also in the official session, delegates participated in lively discussions, contributing many practical ideas in building and developing the VietinBank Party Committee to become increasingly stronger.

With a serious spirit and high consensus, the Congress selected and elected the VietinBank Party Executive Committee for the 2025-2030 term, consisting of 28 comrades. The Congress also elected a delegation of 11 official delegates and 4 alternate delegates, representing the VietinBank Party Committee to attend the 1st Government Party Congress.

Also on August 2, 2025, the Executive Committee of the VietinBank Party Committee for the 2025-2030 term held its first Conference, electing the Standing Committee, Secretary, Deputy Secretary, Inspection Committee, and Chairman of the Inspection Committee of the new Party Committee.

Determination to break through and aspiration to rise up with the country in the new era

With the motto "Solidarity - Discipline - Innovation - Breakthrough - Development" and absorbing the spirit of the draft documents of the 14th National Party Congress and the 1st Government Party Congress, the 11th VietinBank Party Congress has determined the general goal for the 2025-2030 term as: "Strengthening leadership, building a united, clean and strong Party organization in all aspects; mobilizing and effectively using resources, proactively adapting, promoting innovation, digital transformation, improving internal capacity and competitiveness; building VietinBank to develop safely, effectively and sustainably, by 2030 to be among the strongest banks in the Asia-Pacific region, by 2045 to be the leading bank in the Asia-Pacific region and highly prestigious in the world, making great contributions to the country's strong progress in the era of national development".

Along with that, the Congress also identified 16 main targets for implementing political tasks, 05 targets for Party building work; thereby demonstrating VietinBank's will, aspiration and high determination to break through and develop strongly in the new era.

To realize the general goals and targets set, the VietinBank Party Committee will focus on leading and directing the synchronous, comprehensive and effective implementation of 9 tasks and solutions for implementing political tasks and 5 tasks and solutions for Party building work.

In addition, the Congress identified five key tasks, including: Continuing to promote the building and rectification of a clean and strong Party organization in all aspects; innovating content and methods, improving the leadership capacity and fighting strength of Party committees and organizations at all levels in association with studying and following Ho Chi Minh's ideology, morality and lifestyle...; focusing on reviewing, amending, supplementing and streamlining the system of policy documents, products and services to ensure compliance with legal regulations, suitability with the actual situation, improving labor productivity and competitiveness...

In addition, promote human resource development; strongly innovate organizational and personnel work; widely and effectively deploy lifelong learning tasks, the "Digital Education for All" movement; effectively implement VietinBank Corporate Culture...; establish and transform a new growth model, restructure operations towards promoting endogenous capacity, taking science and technology, innovation capacity, digital transformation as the main driving force to increase competitiveness and sustainable development; consolidate, develop, and promote relationships with domestic and foreign financial institutions, partners, and customers, especially strategic partners and comprehensive partners...
