Congress to establish the Provincial Association of the Elderly, term I, 2024-2029

By June 2024, the Provincial Elderly Association has a Provincial Elderly Association Representative Board, 7 District and City Elderly Association Representative Boards, 138 Grassroots Elderly Associations, 1,737 branches, 572 association groups and 90,869 members/102,563 elderly people in the whole province.

At the Congress, the leaders of the Department of Home Affairs announced the Decision of the Provincial People's Committee on the establishment of the Provincial Elderly Association.

During the past half term, the activities of the Representative Board of the Association of the Elderly from the provincial to the grassroots level have closely followed the objectives set out in the Resolution of the 6th Congress of the Vietnam Association of the Elderly with 3 tasks, 3 major work programs and 2 tasks assigned by the government in association with the objectives and tasks of socio-economic development, national defense and security, Party building and the local political system. As a result, 4/6 targets were achieved and exceeded compared to the Resolution of the 6th Congress of the Vietnam Association of the Elderly.

In 2.5 years, 198,914 elderly people were given health check-ups, consultations, and free medicine, 100% of whom were eligible for full benefits and policies according to regulations. 42,682 elderly people were congratulated and celebrated their longevity. The study and following of Ho Chi Minh's ideology, morality, and lifestyle, the movement "Old age - Bright example", the campaign "All people unite to build new rural areas and civilized urban areas" were strongly promoted, with a wide spread effect.

The whole province has recognized 452 elderly people who are good at business, of which 143 elderly people who are good at business have been commended. The Association of Elderly People at the grassroots level together with sectors and organizations have received and presented 30,150 gifts; the amount of over 9 billion VND was given to elderly member households in difficult circumstances. The whole province has 734 elderly clubs, attracting over 20,000 elderly people to participate in regular activities, 33 intergenerational self-help clubs, over 90% of elderly families have achieved the title of "Cultural Family".

In the second half of the term, the Elderly Association at all levels focused on completing specific targets: striving to gather over 90% of the elderly into the Association; ensuring that 95% of communes, wards and towns maintain and improve the quality of activities of the Fund for Care and Promotion of the Role of the Elderly. At the same time, striving for 100% of intergenerational self-help clubs to be established according to the Plan assigned by the Provincial People's Committee by 2025. Strive to effectively implement 3 key tasks, 3 major work programs, 2 tasks assigned by the government; strongly promote and improve the quality of the patriotic emulation movement "Old age - Bright example" in the Association.

Speaking at the Congress, Permanent Vice President of the Vietnam Association of the Elderly Truong Xuan Cu emphasized: To promote the role of the elderly, in the coming time, it is necessary to continue to thoroughly implement policies on the elderly, regularly inform and raise legal awareness for the elderly. Innovate to improve the quality and effectiveness of content and methods of operation, pay attention to developing new members, and build an increasingly strong association.

Strengthen the mobilization of resources for management and use in accordance with regulations, protecting the rights and legitimate interests of the elderly.

He suggested that, immediately after the Congress, the Provincial Elderly Association should urgently concretize the Congress Resolution into practice; implement the Association's key tasks on the basis of closely following the direction of the Central Committee, the Provincial Party Committee, the People's Council, the People's Committee, the Provincial Fatherland Front Committee, well organize the implementation of 3 key tasks, 3 work programs, tasks assigned to the Association by the Party Committee and the government, contributing to the successful implementation of the Resolution of the Party Congresses at all levels and the 6th Congress of the Vietnam Elderly Association.

In her speech at the Congress, Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung acknowledged and highly appreciated the results that the Associations and members of the Elderly in the province have achieved in the past half term. At the same time, she requested the Party Committees, authorities, departments, branches, and socio-political organizations from the province to the grassroots level to continue raising awareness of the position and role of the elderly, paying attention, helping, encouraging and creating conditions for the elderly to promote their role as good examples.

At the same time, focus on innovation, improve the quality and effectiveness of content and methods of operation, concentrate on consolidating and perfecting the organization, pay attention to developing new members, build an increasingly strong association, and perform well the role of representing and protecting the legitimate and legal rights and interests of members. Along with that, pay attention to implementing regimes and policies, and supervising the implementation of policies and laws related to the elderly; take care of health and improve the spiritual life of the elderly.

He suggested that, immediately after the Congress, the Provincial Elderly Association should urgently concretize the Congress Resolution into practice; operate in accordance with the Charter and regulations.

Along with that, promote the movement "Old age - Bright example", do a good job of praising and replicating good models, good practices, typical examples of the elderly, the Association of the Elderly, being exemplary models for children and the community to follow. At the same time, continue to pay attention and create favorable conditions for the Provincial Association of the Elderly to promote the role and strength of great national solidarity, contributing to building Tuyen Quang province by 2030 as a fairly developed, comprehensive, inclusive and sustainable province in the Northern midland and mountainous region.

The Congress elected the Executive Committee of the Provincial Elderly Association consisting of 17 members and the Inspection Committee consisting of 5 members. The first meeting of the Executive Committee elected the Standing Committee consisting of 5 members. Comrade Ha Thi Ngo was elected to hold the position of President of the Provincial Elderly Association for the 2024 - 2029 term.

On this occasion, the Provincial People's Committee awarded Certificates of Merit to 1 collective and 5 individuals; the Provincial Elderly Association Representative Board awarded Certificates of Merit to 17 collectives and 17 individuals with outstanding achievements in the work of building the Association.
