The conference was attended by more than 2,000 delegates from across the country and about 700 international guests, government representatives, domestic and foreign organizations.
The conference is an important political event of strategic significance in determining Tanzania's development orientation for the period 2025-2030.
Chaired by the President and Chairman of the CCM party, Dr. Samia Suluhu Hassan, the Conference adopted the 2025-2030 Election Manifesto, replacing the 2020-2025 manifesto that is about to expire.
This new manifesto will serve as the foundation for guiding national development policies in the coming period, while focusing on sustainable development, good governance and digital innovation.
Speaking at the conference, Chairman Samia emphasized the role of technology and digital transformation in party and national governance, affirming that electronic meetings will become part of the new charter of the CCM.
The approved party charter amendments also include increasing the number of members of the Management Council from eight to nine and requiring the documenting of project approval decisions, aiming to improve transparency and efficiency in local political and economic development activities.

A special highlight of the event was the laying of the foundation stone for the new CCM National Headquarters in the Tambukareli area. This project not only symbolizes the longevity and modernization of the party but also serves as a center for research, training and political connections domestically and internationally.
With a total investment of TZS 34.13 billion (equivalent to USD 12,700,000), the new headquarters will be completed by the 50th anniversary of CCM in 2027.
Within the framework of the conference, delegates also listened to and discussed reports summarizing the implementation of the 2020-2025 Manifesto from the Federal Government and the Zanzibar Revolutionary Government.
The President of Zanzibar, who is also the CCM presidential candidate in Zanzibar in the upcoming election, along with CCM Vice President Stephen Wassira and CCM Secretary General Emmanuel Nchimbi delivered keynote speeches expressing the party’s determination to continue serving the people and developing the country.
Attending the Conference is an opportunity for the Vietnamese Embassy in Tanzania to gain deeper access to the host country's politics, while demonstrating Vietnam's support and interest in Tanzania's political and economic development processes.
Through this, the Embassy also seeks practical cooperation opportunities between the two countries, especially in the fields of infrastructure development, education, digitalization and youth capacity building - priorities that Tanzania is strongly promoting in the upcoming term.
