Dak Lak promotes investment in transport infrastructure, expanding economic development space

Located in the center of the Central Highlands, Dak Lak identifies the development of transport infrastructure as a key task to create momentum to promote socio-economic development, attract investment, and expand regional connectivity. In the context of rearranging the provincial administrative boundaries in the East-West direction, the requirement to complete a synchronous and modern transport system becomes more urgent, posing many key tasks for the province in the coming period.

Accelerate regional connectivity

Road transport currently accounts for about 95% of the freight and passenger transport output of Dak Lak province. In recent years, the province has mobilized many resources, focusing on investing in developing transport infrastructure, especially regional connecting axes and strategic projects.

Notably, two key national projects are being actively implemented in the area, including Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway and the Ho Chi Minh Road Construction Investment Project, the Eastern bypass of Buon Ma Thuot City. When completed, these projects will not only shorten the connection time between Dak Lak and the Central Coast but also contribute to increasing transport capacity, reducing traffic pressure through the central urban area, and promoting socio -economic development of the whole province.

To maximize the efficiency of these routes, Dak Lak province has proposed adjusting the CT.02 intersection (Km117+593), the end point of the Khanh Hoa - Buon Ma Thuot expressway. Accordingly, the intersection will not only connect with the Ho Chi Minh road avoiding Buon Ma Thuot city but also connect with the East-West route that is preparing for investment. The adjustment will increase the cost by about 172 billion VND, using the reserve fund of the expressway project, but will bring higher connection value, ensuring infrastructure synchronization.

At the same time, the Provincial People's Committee has also proposed that the Central Government consider investing in a connecting route from the end of the Khanh Hoa - Buon Ma Thuot Expressway to the East-West Road and National Highway 27, with a total length of about 5km, and an estimated total investment of about VND 1,500 billion. This project has been included in the provincial planning for the period 2021 - 2030, with a vision to 2050 and the medium-term public investment plan for the period 2026 - 2030.

Director of the Dak Lak Provincial Department of Finance Vo Ngoc Tuyen said that the implementation of these synchronous transport connection projects will not only facilitate the transportation of goods and passengers but also improve the efficiency of exploiting Buon Ma Thuot Airport, creating a foundation for Buon Ma Thuot city to soon become a central urban area of ​​the Central Highlands region according to the direction of the Politburo in Conclusion No. 67-KL/TW.

Expanding development space

In the context of implementing Resolution No. 60-NQ/TW of the Central Committee on the arrangement of provincial administrative units, the plan to merge Dak Lak and Phu Yen is being studied, opening up the opportunity to form a new province with full advantages of forests and seas. This will be an important premise for linking and strongly developing the economic sectors of agriculture - forestry - fishery, logistics services and tourism.

To meet the requirements of regional connectivity in the new situation, the two localities have agreed to propose to the Central Government to upgrade National Highway 29 - the vital route connecting Phu Yen and Dak Lak. The current status of National Highway 29 has degraded in many sections, the road surface is narrow, and cannot meet the increasing transportation demand.

According to the proposed plan, the investment will upgrade the section from Km31+300 (intersection with National Highway 1 in Dong Hoa town, Phu Yen) to Km178+062 (intersection with National Highway 14 in Buon Ho town, Dak Lak), with a length of nearly 147km. The route will be upgraded to level III plain standards, with a design speed of 60 - 80km/h, a road surface width of 20.5m, and 4 lanes.

After upgrading, National Highway 29 will not only better serve the needs of travel and trade of goods between the Central Highlands and the Central Coast, but also effectively connect with the system of seaports, dry ports, airports, railways and international border gates, expanding the inter-regional and international economic corridor, especially the Cambodia - Laos - Vietnam development triangle area.

Dak Lak province has identified 2025 as a particularly important year in completing key transport projects and launching strategic connectivity projects. Completing external, urban and inter-regional transport infrastructure will be the foundation for Dak Lak province to expand its economic development space, enhance competitiveness and promote sustainable development in the new period.
