Dak Lak Provincial Inspectorate has just issued a conclusion on a surprise inspection of the payment of preferential allowances for teachers in the province.
According to the Provincial Inspectorate, in recent years, Dak Lak has implemented the payment of preferential allowances for teachers according to Decision No. 244/2005 of the Prime Minister, guided by Circular No. 01/2006/TTLT of the Joint Ministry (Education and Training, Home Affairs, Finance).
From 2006 to May 2021, 14 district-level administrative units (except Buon Ma Thuot city) properly implemented regulations on preferential allowances for teachers.
From June 4, 2021, the Prime Minister issued Decision No. 861/QD-TTg, Dak Lak province has reduced 54 communes, wards and towns in the list of communes in ethnic minority and mountainous areas.
However, agencies, units and district People's Committees have not promptly studied Decision No. 861/QD-TTg. For a long time, functional agencies, such as the Department of Finance and the Department of Education and Training, have not promptly advised the Provincial People's Committee to issue documents guiding districts and schools to properly implement regulations when the Prime Minister issued Decision No. 861/QD-TTg.
As a result, from June 4, 2021 to September 2024, there were 13 units paying teachers' preferential allowances incorrectly (exceeding) a total amount of more than 125 billion VND, including: Buon Ho town over 5.6 billion VND; Ea Kar district over 10 billion VND; Cu Kuin district over 7.2 billion VND; Cu M'gar district over 9.7 billion VND; Ea H'leo district over 7.9 billion VND; Ea Sup district over 1.8 billion VND; Krong Ana district over 4.6 billion VND; Krong Bong district over 14 billion VND; Krong Buk district 7 billion VND; Krong Nang district 16 billion VND; Krong Pac district over 21.8 billion VND; M'drak district 6 billion VND; Department of Education and Training 12.3 billion VND.

The Provincial Inspectorate determined that the responsibility for the above shortcomings belongs to the Chairmen of the People's Committees of districts and towns; Heads of the Finance and Planning Department, Heads of the Education and Training Departments of the People's Committees of districts and towns; relevant units and individuals in the period of 2021-2024; Directors of the Department of Finance and individuals under their authority in discussing the budget estimates and appraising the state budget settlement in the period of 2021-2024.
Therefore, the Provincial Inspectorate requests the above units to issue a recovery plan, implement the recovery and pay to the State Budget the amount of preferential allowances paid to teachers exceeding the prescribed level; direct the organization to review the responsibility of collectives and individuals under its authority in allowing the above-mentioned shortcomings and violations to occur during the 2021-2024 period; take measures to rectify, overcome and implement the recommendations of the Inspection Conclusion.
The Provincial Inspectorate recommends that the Director of the Department of Finance direct the organization to review the responsibilities of collectives and individuals under its authority in discussing the budget and appraising the final settlement of expenses for paying preferential allowances for teachers in the period 2021-2024.
The provincial inspectorate also recommended that the Chairman of the Provincial People's Committee criticize and request lessons for the leaders of the Department of Finance and the Chairmen of the People's Committees of districts and towns in implementing preferential allowance policies for teachers.
As Tien Phong reported, in 2024, during an inspection in Buon Ho town (Dak Lak), the Provincial Inspectorate discovered that this locality paid preferential allowances to teachers teaching at a number of schools (from June 2021 to July 2024) not in accordance with the instructions in Joint Circular No. 01/2006 of the Inter-Ministry (Education and Training, Home Affairs, Finance).
In addition, through the survey, the Dak Lak Provincial Inspectorate found that some districts were also paying allowances at the preferential level for mountainous areas to all teachers teaching at schools located in the area, which was not in accordance with regulations. Therefore, the Provincial Inspectorate proposed and was approved by the Chairman of the Provincial People's Committee to conduct a thematic inspection on the payment of preferential allowances for teachers, period 2021-2024.
