The Department requests Road Management Zones I, II, III, IV; Departments of Construction of provinces and centrally-run cities; Vietnam Expressway Corporation (VEC); investors, enterprises of road construction, management and exploitation projects under the BOT form; VETC Automatic Toll Collection Company Limited, Vietnam Digital Traffic Joint Stock Company (VDTC) to arrange and mobilize human resources to ensure safe and smooth traffic on the road system, facilitating the travel needs of candidates and people during the time of organizing exams according to the plans of localities and the Ministry of Education and Training .

Specifically, from June 25-28, 2025, the above agencies and units, according to the scope of management of road sections: Strengthen solutions to ensure road traffic, immediately overcome shortcomings and problems in traffic organization, traffic infrastructure, traffic safety conditions in areas of intersections with schools on the road system; divide traffic, warn, clear drainage systems, clear roads to ensure visibility; clear encroachment on road safety corridors, occupation of roadsides and sidewalks for trading that obstruct traffic...

At the same time, inspect the operation of ferry terminals, pontoon bridges, tunnels, equipment, rescue work to ensure stable, safe and timely operation and exploitation; require project owners to construct essential works within the protection scope of road traffic infrastructure to promptly restore the road surface, parts of 2 road works to ensure quality and complete construction or temporarily suspend construction during the time of organizing local exams.

In addition, units must ensure traffic safety and order at road construction investment projects, road repair and maintenance projects; organize traffic reasonably to ensure that the road section for people and vehicles participating in traffic in the project implementation area is safe and smooth; require construction contractors to have a plan to arrange officers, employees, and workers on duty, to guard, guide, and regulate traffic; publicly announce the phone numbers of officers on duty at the construction site...

The Department also requested Road Management Areas I, II, III, IV to direct and request regional road management offices, road BOT investors, VEC and ETC non-stop electronic toll collection units (VETC, VDTC) under their management to arrange equipment and staff on duty 24/7 to ensure timely traffic when accidents or incidents occur; organize hotline phone numbers and traffic safety to receive and promptly process information to ensure traffic safety, improve transportation quality, and best serve the people.

In addition, the Departments of Construction shall develop plans to ensure road traffic safety on expressways, national highways, local roads, and connecting roads under their management and submit them to the Provincial People's Committee for consideration and approval; notify the People's Committees of districts, towns, and cities, investors, and related units to organize and implement traffic safety on roads managed by the locality.
