Ensuring infrastructure, information systems, digital platforms and databases to serve two-level government operations

Accordingly, the Provincial People's Committee requests departments, branches, sectors and localities to review and evaluate the infrastructure, information systems, digital platforms and databases in use to propose appropriate implementation solutions and promote effective use for the 2-level local government model, ensuring continuous and uninterrupted operation. The implementation time for adjusting and supplementing infrastructure, information systems, digital platforms and databases must be completed within the required time, ensuring readiness for official use from July 1, 2025. Regularly follow the requirements and instructions of central ministries and branches to implement in order to meet the requirements of connecting and sharing data with the systems of central ministries and branches. The Provincial People's Committee also requests heads of departments, branches and Chairmen of district-level People's Committees to directly direct the implementation of assigned tasks, ensuring the completion of tasks according to the set plan. To effectively carry out the assigned tasks, units and localities need to review and set up specialized data transmission network points to the working offices of Party Committees and People's Committees at the new commune level, and at the same time end the operation of specialized data transmission network points at the working offices of the district People's Committees and commune People's Committees that are no longer in operation. Review, evaluate and reallocate video conferencing equipment in accordance with the 2-level local government model, each commune-level locality sets up 2 online meeting rooms (for the government and the party). Set up a video conferencing system at the working offices of the new commune level. In addition, declare domain names for the new commune levels, while maintaining the old domain names to serve the work of searching and converting data. Set up a new official email according to the new domain name assigned to the new commune-level People's Committee, create user accounts according to the list of cadres, civil servants and public employees of the new commune-level People's Committee. In addition, advise the Provincial People's Committee to issue electronic identification codes for new commune-level People's Committees in parallel with closing unused electronic identification codes according to the instructions of the Ministry of Science and Technology. Establish a Document Management and Operation System for new commune-level People's Committees, decentralize system administration to IT specialists of the new commune-level People's Committees. In addition, review and evaluate 121 existing commune-level electronic information pages to convert and develop into 45 new commune-level electronic information pages according to the newly granted domain names. Establish an information system to handle administrative procedures for new commune-level People's Committees (create new units, configure new information for new units, create new users, create new user groups, configure users into user groups, issue new sets of administrative procedures, configure SMS...). Adjust the system to suit the 2-level local government model according to the instructions of the Government Office and the Ministry of Science and Technology. Reorganize the structure of the provincial database system, transfer existing data on cadres, civil servants, public employees, and workers according to the organization of the 2-level local government model, and revoke system administration accounts for units that are no longer in use.

Also according to the Provincial People's Committee, the departments, branches and localities assigned to be investors, presiding over the hiring of information technology services, management and operation of infrastructure, information systems, digital platforms, specialized databases shall implement the review, assessment and adjustment of infrastructure, information systems, digital platforms, databases (by the agencies and units that are investors, presiding over the hiring of information technology services, management and operation) to comply with the Project on rearranging commune-level administrative units, organizing 2-level local governments, to be completed before June 15, 2025...
