The province currently has 116 ethnic minority hamlets and villages, concentrated in the districts of An Lao, Vinh Thanh, Van Canh, Hoai An, Tay Son and Phu Cat. These are mountainous areas with particularly difficult socio-economic conditions, many shortages in life, and limited transport infrastructure. Some localities still have early marriage, children dropping out of school, and backward customs. In recent times, the clever mass mobilization model of "Twinning between police units and localities with hamlets and villages in ethnic minority areas in Binh Dinh province" has been implemented systematically and effectively, contributing to keeping hamlets and villages peaceful.

In 2022, the Provincial Police assigned 36 units and localities to establish twin relationships with 40 hamlets, villages and 1 youth union in mountainous districts. In Vinh Thanh district alone, 12 department-level units and the Provincial Police Youth Union established twin relationships with 13 hamlets, villages and 1 youth union. In the 3 years from 2022 to 2024, the police forces of the units organized 293 legal propaganda sessions in hamlets and villages, attracting more than 60,000 people to attend. The propaganda content was integrated into visiting and gift-giving activities, helping people raise awareness, vigilance against the sabotage plots of hostile forces, abandon bad customs and participate in the movement of All People Protecting National Security.
Through monitoring the implementation of the model, Lieutenant Colonel Dinh Thi Le Dung, Deputy Chief of the Provincial Police Office, said: “The police of units and localities have actively built and expanded self-management models on security and order such as: Security gong, Crime-free clan, Self-management Farmers' Association, Kindness well, Children's playground, Fire prevention and fighting inter-family groups... In particular, the movement "3 no's on security and order" continues to be included in the village and hamlet conventions. The police force regularly coordinates with local Party committees and authorities to grasp the situation, prevent crime, stop illegal religious propaganda activities, and resolve conflicts at the grassroots level. The model also effectively promotes the role of prestigious people among ethnic minorities, contributing to ensuring security and order in hamlets and villages".
Every year, on the occasion of holidays and Tet, the police of various units and localities organize visits and present gifts to the people, village elders and prestigious people. In the past 3 years, nearly 19,000 gifts, necessities and construction works, with a total value of more than 7.5 billion VND, have been presented in hamlets and villages. In addition, practical social activities such as: Sponsoring disadvantaged students, providing free medical examinations and medicines, supporting the removal of temporary and dilapidated houses... have also been implemented in hamlets and villages.
