The draft political report and comments at the congress unanimously assessed: In the 2020-2025 term, the Party Committee of the Barracks Department has promoted the combined strength, solidarity, unity, and led the organization to complete the targets set out in the Resolution of the 19th Party Congress, with many tasks excellently completed. Notably, the leadership has performed well the function of advising and directing the organization to ensure the barracks for combat readiness tasks, regularly and suddenly, contributing to maintaining stability and improving the lives of soldiers.

Along with that, it has advised and directed the effective implementation of the industry's programs; led the construction of the Barracks Department with positive, stable and developing changes; effectively implemented 3 breakthroughs. Party building work has been promoted, the comprehensive leadership capacity and fighting strength of Party committees and Party cells have been enhanced; the role of Party organizations and command organizations has been maintained, with sufficient leadership and direction to successfully complete all assigned tasks.

From the achievements, results, and lessons learned, the Party Committee of the Barracks Department has determined the direction, general goals, and main objectives for the 2025-2030 term. Some notable targets include: Strive to build, renovate, and upgrade 100% of barracks of units in the approved medium-term plan for the period 2026-2030 by 2030; 70% of barracks are renovated and upgraded with clean water facilities according to the new standards of the Ministry of Health ; meet 80% of the demand for public housing in the entire army...

After listening to the draft report, delegates attending the congress spoke, discussed, supplemented and contributed many contents to the draft documents of the congresses at all levels; proposed and recommended a number of contents to improve the quality of leadership to successfully complete tasks in all aspects of the Party Committee of the Barracks Department in the 2025-2030 term.

Speaking at the congress, Major General Ha Nhu Loi congratulated and commended the achievements and results that the Party Committee of the Barracks Department had led to achieve in the past term of 2020-2025; pointed out the limitations, and requested the Party Committee to focus on leadership to overcome and rectify in the coming term.

Faced with increasingly heavy requirements for barracks work in the coming time, with high demands, in order to successfully complete the assigned tasks, Major General Ha Nhu Loi requested the Party Committee of the Barracks Department to focus on leading, directing, and implementing well the central political tasks, in which, focusing on researching and thoroughly understanding the criteria for building a modern Vietnam People's Army in the new situation to propose practical leadership solutions in building the barracks sector both in the short term and in the long term.

At the same time, leaders strictly carry out the appraisal and examination of project and construction documents; advise and direct the adjustment, supplementation and completion of the master plan of barracks of all military units; continue to lead the implementation of the state management function of construction quality management, focusing on guiding and inspecting key projects and works.
