Article 8 of Decree No. 99/2025/ND-CP stipulates the functions and tasks of the defense industry complex as follows:
1. Research, design, manufacture, produce, repair, convert, improve, modernize, and extend the useful life of weapons and technical equipment; produce technical materials for national defense production; focusing on weapons and technical equipment of strategic significance.
2. Research and master strategic technology, foundation technology, core technology, dual-use technology; transfer and receive technology transfer to serve the development of weapons and technical equipment, especially weapons and technical equipment of strategic significance.

3. Maximize the mobilization of resources from the State and organizations and enterprises of all economic sectors to participate in the activities of the defense industrial complex, including:
a) Develop a mechanism to attract, train, foster and use high-quality human resources at home and abroad to improve the research and production capacity of weapons and technical equipment of the defense industry complex, prioritizing weapons and technical equipment of strategic significance;
b) Effectively use the state budget and capital from financial institutions, enterprises of all economic sectors and international organizations;
c) Implement technology transfer from domestic and foreign organizations and individuals;
d) Develop plans and effectively use the infrastructure system invested by the State to perform the tasks of the defense industrial complex;
d) Mobilize other legal resources to perform assigned tasks.
4. Research and manufacture products serving national industry, applying high and modern technology in the following fields: Artificial intelligence; blockchain; semiconductor technology; quantum technology; biotechnology; nanotechnology; robot technology; Internet of Things (IoT); advanced, super durable, super light, super heat-resistant material technology; new generation telecommunications technology and emerging technology. Transferring appropriate technology for socio-economic development helps increase product value.
5. Technological innovation, human resource development, digital transformation, improving corporate governance capacity, promoting international cooperation in the defense industry focusing on countries with advanced science and technology, participating in the global production value chain to improve international competitiveness, prioritizing the fields specified in Clause 4 of this Article.
