In 2022, Mr. Lo Van Dan's family in Na village, Huu Lap commune, Ky Son district, received support from the District Military Command with 20 black chickens. Officers and staff of the District Military Command directly helped him build a coop and instructed him on how to prevent and control diseases in chickens. When the chickens started laying eggs, his whole family was extremely happy. From here, officers of the District Military Command came to encourage and guide his family to develop the VAC economy . Thanks to the enthusiastic help of the army, Mr. Dan's family built a comprehensive farm of more than 5 hectares to grow fruit trees, raise cows, goats, poultry, dig ponds to raise fish... Up to now, the average annual income of Mr. Dan's family is about 200 million VND. Thanks to the initial support of the District Military Command, Mr. Lo Van Dan's family has risen out of poverty, becoming a well-off household in the village.

Mr. Lo Van Dan emotionally shared: “Without the enthusiastic help and specific and meticulous guidance of the officers and staff of the Ky Son District Military Command, my family would hardly have had the motivation and conditions to develop the economy as it is today. Like Mr. Lo Van Dan's family, Mr. Lo Bun My's family in Xop Thang village, Huu Lap commune is also in a very difficult situation. For many years, Mr. My's family has lived in a dilapidated house without the means to repair it. Every time the rainy season comes, the whole family is worried. Faced with the difficult situation of Mr. My's family, in 2021, the Ky Son District Military Command supported 60 million VND to build a "Charity House". Along with financial support, the District Military Command also mobilized cadres, employees and militia forces of Huu Lap commune to help Mr. My's family with working days to build. At the same time, the District Military Command actively called on local Party committees, authorities and organizations to join hands to support funding to make the house more spacious and solid. When the house was completed, the District Military Command mobilized cadres and soldiers to support his family with a cow worth 12 million VND to create a livelihood...

Talking about Mr. Dan's family story, Mr. My discussed with Lieutenant Colonel Nguyen Toan Thang, Political Commissar of the Military Command of Ky Son district, he said: "Ky Son is a mountainous district, a border area with special difficulties, home to the Mong, Kho Mu, Thai, Hoa ethnic groups... the poverty rate is still high, the political security situation has many complicated factors. With the desire to build a solid "people's heart position" in a key area of ​​national defense and security, since the end of 2020, we have built a model of "Helping people to be well-off and self-reliant in the village" to help the locality build a new countryside; help students feel secure going to school; help poor households and militia officers and soldiers in difficult circumstances develop the economy, gradually improve their lives...".

To promote the effectiveness of the model, the District Military Command selected Huu Lap commune to focus on as a pilot and gain experience. The District Military Command signed an agreement with Huu Lap commune to organize propaganda activities, mobilize people to strictly comply with the Party's guidelines and policies, the State's policies and laws, and local regulations, not to listen to bad elements that incite and incite; help the locality build new rural areas such as supporting funds and working days to build roads and civil works; organize visits and give gifts on holidays and Tet; give clothes and books to students and poor households; provide plant and animal varieties, and provide technical guidance for poor households to develop their economy and stabilize their lives...

To have a source of operating funds, every month, the District Military Command has allocated a portion of the budget to raise funds. At the same time, in the spirit of emulation and actively studying and following Ho Chi Minh's ideology, morality and style, with the spirit of "saving oneself for the poor", each month, an officer or professional soldier of the District Military Command voluntarily donates 20,000 VND to build the fund. Along with that, the District Military Command calls on benefactors inside and outside the district to support funding and materials so that the model can develop more and more, bringing practical results.

Accordingly, each year, the District Military Command supports the construction of 1-2 charity houses; provides breeding animals for 2-3 families in especially difficult circumstances to develop the economy. Supports more than 2,000 shirts of all kinds for poor households and students. Donates nearly 5,000 books and notebooks to Huu Lap Primary School and students in especially difficult circumstances; gives gifts to especially difficult households on holidays and Tet... Along with that, the District Military Command also supports materials and working days to build rural roads and civil works...

Assessing the effectiveness of the model, Comrade Vi Hoe, Secretary of the Ky Son District Party Committee, affirmed: “The meaningful and practical work from the model of “Helping people to be well-off and self-reliant in their villages” has created a great motivation, helping people to gradually improve their lives. Thereby, strengthening people’s trust in the leadership of the Party, trust in the army, not listening to the instigation of bad guys; actively participating in building the homeland to become increasingly prosperous, building an increasingly solid national defense...”.
