Colonel Nguyen Huy Phu: Economic-Defense Group 327 is located on the mountainous border of Quang Ninh province, where the terrain is rugged, the climate is harsh and the people's lives are still difficult. In the last term, we clearly identified the central task of effectively implementing economic projects combined with national defense and security. The Party Committee and command of Economic-Defense Group 327 led and directed the Project Management Board to carry out the planning work well, prepare documents to submit to the Ministry of National Defense for approval of the adjustment of the planning of Binh Lieu-Hai Ha-Mong Cai Economic-Defense Zone to 2025; propose a construction plan for the period 2026-2035, with a vision to 2045.

We have coordinated with contractors to organize the implementation and handover of 4 projects, ensuring progress and quality. At the same time, we have implemented the investment project to build phase 3 of the Binh Lieu-Hai Ha-Mong Cai Economic-Defense Zone with 23 investment items to build roads and irrigation canal systems. Invest in building livestock barns, support seedlings and livestock in the project area. The leaders of the Forest Project Management Board effectively implement the Sustainable Forestry Development Program for the period 2021-2025... contributing to socio -economic development and strengthening national defense and security on the border.

Colonel Nguyen Huy Phu: Every year, thoroughly implementing the military and defense work orders of the Military Region Commander, the directives, plans, and instructions of the superiors on combat readiness training, the Party Committee and the Corps Commander have led agencies and units in the Corps to fully develop a system of combat documents, A2, A3, A4 plans that are close to the tasks, and organize practice to master the plans. The training work is carefully prepared. The training process has closely combined training with regular building and training in discipline and physical strength; closely following the motto of "basic, practical, solid" for the permanent framework, "basic, practical, effective" for the reserve mobilization force. The annual inspection results show that 100% of the content meets the requirements, over 76.64% are good and excellent (exceeding the target of 1.64% compared to the congress resolution).

Over the past 5 years, the entire Delegation has organized 12 command-agency exercises on maps and in the field; participated in highly appreciated defensive combat exercises of the Military Region; organized and participated in 17 competitions and sports events, all of which achieved high results, and were recognized and commended by the Head of the Military Region Command.

Colonel Nguyen Huy Phu: I think the key factor is that the Party organization must maintain its comprehensive leadership role, while clearly demonstrating its effectiveness in each specific aspect of work. With that spirit, the Party Committee of the Youth Union always focuses on political and ideological education, building the mettle of cadres and soldiers. Every year, 100% of political and legal education programs are completed; 100% of the inspections meet the requirements, of which 83.5% are good and excellent. Competitions and sports events achieve high results, contributing to spreading the vibrant emulation movement. We effectively direct the implementation of important tasks such as: Preventing and combating "peaceful evolution" on the ideological and cultural front; the Determined to Win Emulation Movement and the sudden emulation campaigns associated with the central political tasks. The unit strictly maintains regularity, discipline, and manages the number of troops and ideology well.

Regarding Party building, the Party Committee of the Youth Union concretized the models of "4-good Party Cells", "4-good Grassroots Party Committees"; maintained the working routine associated with the Resolution of the 4th Central Committee (term XI, XII) and Directive 05. Directed the successful organization of Party congresses at all levels in the Party Committee. The rate of Party organizations and Party members completing their tasks well and excellently increased by 6.8% and 1.63% respectively compared to the previous term. The work of cadres, inspection and supervision ensured democracy and strictness... Thereby affirming that the Party organization is not only the center of leadership but also the driving force to transform policies into concrete results, helping the unit to be truly strong in all aspects, "exemplary and typical".

The Party Committee of the Youth Union continues to lead the unit to make breakthroughs in improving the quality of training and combat readiness; focusing on innovating training methods for cadres and reserve soldiers, while improving the quality of drills. Improve the leadership capacity and fighting strength of Party committees and organizations at all levels and the quality of cadres and Party members. Implement well the building of regulations, discipline and law management, minimize common disciplinary violations, and have no violations of law or military discipline that need to be handled.
