For nearly 3 years, together with the entire political system of the province, cadres and party members of the Provincial Tax Department Party Committee have strived to implement the goals and tasks set out in the Resolution of the 22nd Provincial Party Congress, term 2020-2025, in order to realize the aspiration of building Ninh Binh into a fairly developed province by 2025, and by 2030 becoming a fairly developed province in the Red River Delta region.
Comrade Ha Van Hieu, Deputy Secretary of the Provincial Tax Department Party Committee, said: The Provincial Tax Department Party Committee currently has 4 Party Committees and 12 Party cells with 329 Party members. In the past time, performing the task of managing taxes, fees, charges and other State revenues in the area under many difficult conditions, the entire Party Committee determined that no matter how difficult it is, it must be overcome to complete the task well. Therefore, the Provincial Tax Department Party Committee has promptly developed and organized the implementation of the entire term's work program; proposed an action program and measures to organize and lead the successful implementation of the task. In particular, it is important to build a clean and strong Party Committee and Party cells; improve the leadership capacity and fighting strength of the Party organization and Party members.
The directives and resolutions of the Party at all levels for the 2020-2025 term are disseminated, propagated and implemented to 100% of cadres and Party members in many forms such as deployment through the electronic document system, email, printing and copying of documents for Party members to study and discuss; disseminated in the Party Committee's entire conference, in regular meetings of Party Committees and affiliated Party cells. Thereby raising awareness, political capacity, creating solidarity and unity of will and action in the Party Committee and agency.
The study of topics on Ho Chi Minh's ideology, ethics, and style and the annual working theme are of interest to the Party Committee of the Tax Department, and are innovated in the direction of focusing on studying basic contents, new issues, and issues arising from practice; paying attention to building action programs, implementation plans, setting out specific and practical tasks and solutions, ensuring seriousness, rigor, and suitability to the practical situation of the agency.
Thereby, it has created a positive change in the awareness and actions of cadres and party members; the team of party members, civil servants and employees in the agency always raise awareness of self-cultivation, training and action according to Uncle Ho's ideology, morality and style; at the same time clearly define responsibilities in performing public duties, amending working style; spirit, attitude of serving the people, civilized and polite behavior in the workplace. The team of Party Committee leaders, leaders of the Department, heads of functional departments, and branch heads promote the pioneering and exemplary role in performing assigned duties and tasks.
Along with maintaining the political routine in the flag-raising ceremony at the beginning of the week, the Party Committee of the Tax Department also organized well the setting of examples for collectives and individuals who are exemplary in studying and following Ho Chi Minh's ideology, morality and style. Since the beginning of the term, 32 individuals have been set as examples and listed in the Book of Exemplary Persons; in particular, the Party Committee has provided both material and spiritual incentives to the individuals who have been set as examples, thereby encouraging the striving spirit of cadres and party members...
The Deputy Secretary of the Provincial Tax Department Party Committee affirmed: With the above-mentioned actions, the ideology and political will of cadres, party members and workers have been maintained, with absolute trust in the leadership of the Party, the State and the cause of national innovation. The collective of cadres and party members in the entire Party Committee has seriously implemented the socio-economic development, finance and budget solutions of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Ministry of Finance and the General Department of Taxation; well organized the implementation of the Tax Administration Law and Tax laws, proposed many drastic management solutions, highly promoted the sense of responsibility and the pioneering and exemplary nature of cadres and party members in performing assigned political tasks.
Leaders synchronously implemented measures to manage budget revenue; strictly controlled revenue sources, enhanced anti-revenue loss combined with promoting administrative procedure reform, creating favorable conditions for taxpayers, promoting guidance and support for taxpayers to implement the Government's decrees and resolutions on removing difficulties for production and business; strengthened management, limited tax arrears, contributed to creating an equal production and business environment and exploiting additional revenue sources for the State budget. Therefore, budget revenue results over the years have exceeded the target and had a high growth rate compared to the same period.
Notably, in 2020, the total domestic revenue managed by the Tax sector reached VND 18,300 billion, reaching 202% of the estimate assigned by the Provincial People's Council, an increase of 46% over the same period; in 2022, the total domestic revenue managed by the Tax sector was VND 19,080 billion, reaching 120% of the estimate assigned by the Provincial People's Council, an increase of 15% over the same period. Regarding the implementation of the Resolution of the 9th Provincial Tax Department Party Congress, term 2020-2025, since the beginning of the term, 4/5 targets have met the set targets.
In the coming time, the Provincial Tax Department Party Committee will continue to strengthen solidarity and unity within the Party Committee, promote democracy, maintain discipline, continue to improve the leadership capacity and fighting strength of the Party Committee; focus on promoting and innovating propaganda and education on ideology, ethics and lifestyle, constantly improving the capacity, expertise and professional skills of cadres, party members, civil servants and workers; affirm the role of the political nucleus, effectively leading the implementation of the Party's guidelines and policies, the State's policies and laws, successfully completing the political tasks of the agency, contributing to the successful implementation of the Resolution of the Party Congresses at all levels.
The Provincial Tax Department Party Committee focuses on building and training the Party Committee, ensuring that they have the capacity, qualifications, moral qualities and methods of Party work. Strictly implement the collective leadership regime and individual responsibility in the Party Committee, on the basis of promoting the spirit and responsibility of each Party Committee member. Improve the quality and innovate the content and methods of Party activities; properly implement the principles of organization and activities, especially the principle of democratic centralism, the regime of self-criticism and criticism; properly implement the provisions of the Party Charter and the regulations of the Secretariat on the functions and tasks of the Party organization. Focus on leading, consolidating and building strong grassroots Party organizations in terms of ideology and organization; maintain and promote the role of the political nucleus, leading cadres, Party members, civil servants and employees of the agency to effectively perform assigned tasks.
