The report at the conference stated that over the past 5 years, agencies and units across the army have synchronously and comprehensively deployed solutions, basically completing the goals and contents of the 2021-2025 period of the two projects.

Implementing the Project on innovation of military water transport vehicles, military transport units have completed the organization and staffing arrangement at all levels in the direction of being lean, compact, and strong. The entire army has organized the repair and upgrading of water transport vehicles, reaching 123.81% of the plan.

The work of consolidating infrastructure, ports, anchorage areas and technical assurance facilities for ships has been invested and upgraded; the self-repair capacity of technical assurance facilities has been improved. The work of ensuring materials and technical spare parts for ships has been deployed closely, synchronously and promptly to serve the work of preserving, maintaining and repairing vehicles, meeting requirements and tasks.

Lieutenant General Tran Minh Duc, Director of the General Department of Logistics and Engineering chaired the conference.

According to the project implementation roadmap, in the period of 2021-2025, the units have organized reviews, re-inspections, removal from military equipment, and conducted inspections and handling of vehicles in accordance with regulations. All new construction projects are invested and directly managed by the units; supervision, inspection, acceptance, and handover for exploitation and use are organized to ensure quality, progress, and efficiency, contributing to improving the capacity to transport logistics materials, technical equipment, serve training, combat readiness, and participate in flood and storm prevention, search, rescue, and disaster relief.

Regarding the Project on Ensuring Road Traffic Safety in the Army, the General Department of Logistics and Engineering, with the function of the Standing Agency of the Steering Committee for the Emulation Movement of the Logistics Industry and the Campaign 50 of the Ministry of National Defense , the focal agency on Road Traffic Safety of the Army, has advised the Central Military Commission and the Ministry of National Defense in performing the function of State management on Road Traffic Safety in the Army.

In particular, agencies and units in the entire army have issued new registration certificates and license plates for motor vehicles and specialized motorbikes for over 7,000 vehicles; inspected and removed from military equipment level 5 vehicles and motorbikes outside the planning in accordance with regulations; 100% of military vehicles participating in traffic are inspected for technical safety and environmental protection; strictly maintained the implementation of preservation, maintenance and repair work, technical coefficients are always guaranteed, meeting requirements and tasks; every 5 years, the "Good Vehicle, Good Driver Competition" is organized throughout the army, thereby contributing to improving the quality of technical assurance work, management of vehicle and motorbike equipment, ensuring reliability and safety for military vehicles participating in traffic.

In addition, the entire army synchronously deployed solutions to strictly manage the number of personal cars and motorbikes; strengthened dissemination, propaganda, and education to raise awareness and self-consciousness in complying with traffic safety laws, and formed a "Traffic Culture" of traffic safety for all officers and soldiers in the entire army.

Collectives and individuals with outstanding achievements in implementing the Project on innovation of military water transport vehicles and the Project on ensuring road traffic safety in the Army for the period 2021-2025 were commended and rewarded.

Concluding the conference, Lieutenant General Tran Minh Duc requested that in the next phase, units need to gradually modernize their vehicles, improve their military water transport capacity, ensure they are compact, strong, modern, highly maneuverable, and have a wide range of operations, meeting the requirements and tasks of military transport work.

Continue to improve the quality of drafting legal documents on road traffic safety in the Army; build and upgrade management software and databases on road traffic safety, ensuring connection and data sharing; innovate content and form, improve the quality and effectiveness of propaganda, dissemination and education on legal knowledge on road traffic safety; raise awareness and skills in safe traffic participation for all soldiers; invest in upgrading facilities for driver inspection, training and testing to ensure consistency and uniformity throughout the Army. Strive to complete the goals and contents of the Projects in the period 2026-2030.
