


Transport infrastructure is a key part of economic infrastructure, both the foundation for socio-economic development and a bridge for international integration. A modern and synchronous transport infrastructure system will become a powerful catalyst, promoting rapid economic development.
In the context of the country entering a new era with the aspiration for double-digit growth, along with the process of international economic integration, Vietnam participates in a series of bilateral and multilateral trade agreements, opening up new development space, posing urgent requirements for strategic orientation for the development of appropriate, modern and synchronous transport infrastructure.

Therefore, in recent times, a series of important transport infrastructure projects across the country have been implemented. The Long Thanh International Airport Project (Long Thanh Airport) Phase 1 is one of the projects that has received much attention.
This is a national key project with a total capital of about 109,000 billion VND in phase 1, including component project 1 (headquarters of state management agencies), component project 2 (works serving flight management), component project 3 (essential works in the airport, including the passenger terminal, with a total investment of 99,000 billion VND), component project 4 (ground service works such as catering areas, aircraft cleaning, aircraft maintenance, etc.).
This project has received great attention from many voters in Dong Nai province as well as people across the country. In August 2024, in Dong Nai province, Politburo member and National Assembly Chairman Tran Thanh Man conducted a field survey to implement the investment project to build Long Thanh International Airport phase 1.
National Assembly Chairman Tran Thanh Man and the working delegation conducted a field survey of the Long Thanh International Airport construction investment project, the terminal construction site, runways, etc.; listened to reports from relevant agencies on the project implementation; visited and surveyed living conditions and presented gifts to households at the Loc An - Binh Son resettlement area.

Speaking at the meeting with units after the field survey, National Assembly Chairman Tran Thanh Man stated that Long Thanh International Airport is a particularly important project, which has received great attention from Party and State leaders. This is a project of strategic significance for the socio-economic development, national security and defense of Dong Nai province, the Southern Key Economic Zone and the whole country, expected to bring about 200,000 jobs. Long Thanh International Airport is expected to become one of the modern air transport hubs in the region.
The National Assembly Chairman stated that the Long Thanh International Airport project had been approved by the National Assembly in its investment policy in Resolution No. 94 and Resolution No. 95, and allowed the separation of land acquisition, compensation, support, and resettlement into component projects in Resolution No. 38 (assigning the People's Committee of Dong Nai province as the investor), allowing the implementation period to be extended until December 31, 2024 in Resolution No. 110.
The National Assembly also conducted supervision and at the 7th Session issued Resolution No. 140 on the implementation of Resolution No. 43 and the National Assembly's Resolutions on important national projects (including the Long Thanh International Airport project).

On August 20, 2025, Vice Chairman of the National Assembly Vu Hong Thanh and a working delegation from the National Assembly, the Ministry of Construction, Dong Nai province and relevant units made a field inspection trip to the Long Thanh International Airport project.
The delegation inspected many key items such as runways 1 and 2; passenger terminal; headquarters of state management agencies in the port. Through the assessment, the delegation acknowledged that the Airports Corporation of Vietnam (ACV) together with contractors and investors have made great efforts, creating a clear change in progress and quality at the construction site.

At the inspection items, Vice Chairman of the National Assembly Vu Hong Thanh requested that the project not only needs to be done quickly and well, but more importantly, it must ensure quality, so that when put into operation, Long Thanh airport can truly become a regional aviation gateway.
During the project implementation, from the beginning of 2022, the project's capital could not be disbursed further. Most of the social infrastructure works were started in early 2021, after which the construction progress was greatly affected by the COVID-19 pandemic. After the pandemic was controlled, the capital allocation for the projects encountered difficulties, so the progress was greatly affected.
After that, the Government proposed that the National Assembly extend the implementation period of the Long Thanh airport land acquisition and resettlement project until the end of 2024 and extend the disbursement period for the capital of more than VND 2,500 billion until the end of 2024, to continue arranging capital to implement and complete the project.
Of the total capital of more than VND 2,500 billion added to the project, more than VND 966 billion (planned capital for 2020) belongs to the medium-term public investment plan for the 2016-2020 period.
To remove difficulties for the project, the National Assembly Standing Committee also requested the Government to base on the provisions of the law on state budget and public investment to propose a capital allocation plan for the project and submit it to the National Assembly for consideration and decision.
Immediately after that, the Government also submitted a document to the National Assembly allowing it to include in the general resolution of the 6th session of the 15th National Assembly on extending the implementation period of the land acquisition, compensation, support and resettlement project of Long Thanh airport until the end of 2024.
On November 29, 2023, with nearly 97% of delegates in favor, the National Assembly voted to pass the Resolution of the 6th session of the 15th National Assembly. In which, the National Assembly agreed to extend the implementation period of the Long Thanh airport land reclamation, compensation, support and resettlement project until the end of 2024.
The National Assembly also agreed to add more than VND966 billion from the central budget reserve of the 2021-2025 medium-term public investment plan. At the same time, the Government was assigned to be responsible for the reported data, and to direct ministries, branches and the Dong Nai Provincial People's Committee to complete the project on schedule and in accordance with legal regulations.
Traffic expert, Dr. Nguyen Xuan Thuy - former Director - Editor-in-Chief of the Transport Publishing House - shared that the responsibility of the National Assembly is to make decisions to resolve practical difficulties, because there are cases where laws must be adjusted, and there are cases where separate resolutions must be issued.
The National Assembly's approval has helped clear the funding bottleneck to continue implementing the project. Because according to the Law on Public Investment, the 2020-2021 public investment plan can only be disbursed until the end of 2021 and 2022. Therefore, the remaining amount of more than 2,500 billion VND that has not been fully disbursed has been canceled according to regulations. If the National Assembly and the Government do not join hands to overcome the difficulties, it "cannot be implemented" because there is no more money to transfer resources.
"The National Assembly's joint efforts to remove difficulties and obstacles in terms of institutions and policies, and the determination and drastic actions of the Government, ministries, branches and localities have made a very important contribution to the implementation of this important transport project," said Dr. Nguyen Xuan Thuy.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Nai province Vo Tan Duc said that Long Thanh airport and the expressways and beltways passing through the province, when completed and put into operation, will open up great opportunities for Dong Nai province to develop. Not only playing a role in traffic connection, traffic infrastructure projects, when put into operation, will also open up new development spaces for the province.

In order to make the most of new development spaces, in recent times, along with investing in upgrading and expanding provincial roads connecting to Long Thanh Airport and expressways, Dong Nai has also promoted planning of areas adjacent to these traffic routes.
The province's goal is to exploit the new development spaces of these areas to the fullest; at the same time, to spread the development momentum widely. From there, to create new position and strength for the province.
Notably, for this project, Politburo member and Prime Minister Pham Minh Chinh has inspected it 8 times, the most recent being on August 2, 2025.
According to the Prime Minister, the completion of the project and its early operation has many important meanings: Affirming the mettle and confidence of the relevant parties in overcoming difficulties and challenges; demonstrating the strength of the Ministry of Construction, the Project Management Board, ACV, investors, contractors, and consultants; improving investment efficiency; smooth and effective coordination between agencies, units, and localities; contributing to creating jobs and livelihoods for people, promoting growth; proving that "nothing is impossible" - the problem is whether there is determination and whether there is knowledge in implementing the work.
Emphasizing the spirit of speed, boldness, "only discuss work, no retreat" - "overcome the sun, overcome the rain, not lose to storms" - "3 shifts, 4 teams" - construction "through holidays, Tet, and holidays" - "work day and night, work overtime on holidays" - The Prime Minister directed agencies to rebuild the progress critical path according to the set goals; assign "clear people, clear work, clear time, clear responsibility, clear results, clear authority" - strengthen urging, supervision, and inspection.
Accordingly, it is necessary to complete 4 component projects; ensure smooth traffic connections, first of all connecting highways, roads, and railways; complete technical inspection of air traffic; complete telecommunications infrastructure, electricity and water, environmental landscape, and accompanying services such as gasoline supply.
The Prime Minister especially noted the need to complete the project on schedule while ensuring quality, technical requirements, aesthetics, safety, environmental sanitation, and paying attention to planting more trees; preventing and combating corruption and negativity; preparing well for the implementation of airport exploitation projects; completing the airport city planning, and promptly implementing logistics zones and free trade zones.
Mr. Nguyen Tien Viet - Deputy General Director of Vietnam Airports Corporation (ACV - project investor), said: Currently, all project packages are being constructed simultaneously on the entire construction site in accordance with the spirit of the Prime Minister.
In the bidding packages, the consortium of contractors mobilized hundreds of construction teams with nearly 14,000 experts, engineers, workers, laborers and about 3,000 construction equipment to speed up progress with the basic goal of completing the project before December 19, 2025, putting it into operation and commercial exploitation in the first half of 2026 as required by the Prime Minister.
Dr. Tran Du Lich - member of the Dong Nai Province Socio-Economic Advisory Group, assessed: Currently, Dong Nai is developing its strengths in airports, seaports, and border gates. If a railway from Ho Chi Minh City to the border gate and a highway to Chon Thanh are soon formed, this system will create momentum for the province's development.

At the 6th Session, the 15th National Assembly adjusted a number of contents of Resolution 53/2017/QH14 on the Feasibility Study Report of the land acquisition, compensation, support and resettlement project of Long Thanh airport.
Previously, the total investment of the project approved by the National Assembly in Resolution 53/2017/QH14 was 22,938 billion VND. The area of land recovered was 5,399.35 hectares. The land recovery, compensation, support and resettlement will be carried out once and completed before 2021.
Regarding changes, the total project investment is reduced from VND 22,938 billion to VND 19,207,504 billion (a reduction of VND 3,730,496 billion).
Reduce the area of recovered land from 5,399.35 ha to 5,317.35 ha (reduce 82 ha). Of which, the land area of Long Thanh airport project is 5,000 ha; the land area of Loc An - Binh Son resettlement area is 284.7 ha (increase 2.35 ha); increase the area of land for infrastructure reconstruction outside the airport boundary by 32.65 ha.
Next, reduce the investment in the land area of Sub-zone III - Binh Son Residential and Resettlement Area by 97 hectares and reduce the land area of the cemetery by 20 hectares. Add the content of resettlement arrangement for households due to land acquisition to invest in 2 traffic routes connecting T1 and T2 to Loc An - Binh Son Residential and Resettlement Area.
Next, at the 8th Session, the National Assembly agreed to adjust the investment policy for phase 1 of Long Thanh Airport: investing in 2 northern runways, 1 passenger terminal and synchronous auxiliary items with a capacity of about 25 million passengers/year and 1.2 million tons of cargo/year.
