At the invitation of the State of Japan, President of the Socialist Republic of Vietnam Vo Van Thuong and his wife paid an official visit to Japan from November 27 to 30. This is President Vo Van Thuong's first visit to Japan as Head of State and is an important highlight in the year Vietnam and Japan celebrate the 50th anniversary of diplomatic relations (1973-2023).
The official visit to Japan by President Vo Van Thuong takes place in the context of Vietnam-Japan relations achieving strong, remarkable and comprehensive developments, with a high level of political trust, in the fields of economy, trade, investment, security, defense, education, culture, health, agriculture, people-to-people exchange and cooperation between localities of the two countries.
After establishing diplomatic relations on September 21, 1973, Vietnam and Japan continued to establish and elevate the framework of bilateral relations, from a long-term, stable and trustworthy partner (in 2002) to a strategic partnership for peace and prosperity in Asia (in 2009) and an extensive strategic partnership for peace and prosperity in Asia (in 2014).
The two countries' senior leaders maintain regular visits and contacts at international and regional forums. The two sides strengthen important cooperation mechanisms, such as the Vietnam-Japan Cooperation Committee, the Joint Committee on Trade, Energy and Industry, and bilateral dialogue mechanisms on diplomacy, security and defense. Vietnam and Japan coordinate effectively and support each other at multilateral forums and on international and regional issues.
Japan is Vietnam's leading economic partner, the largest provider of official development assistance (ODA), the second largest partner in labor cooperation, the third largest in investment and tourism, and the fourth largest in trade. Defense and security cooperation has been strengthened. Cooperation in agriculture and climate change response is increasingly substantive. The two countries are actively implementing the Medium- and Long-term Vision document on agricultural cooperation.
President Vo Van Thuong's official visit to Japan this year has special significance, marking the 50th anniversary of the Vietnam-Japan friendship and extensive strategic partnership.
Japan has increased ODA for climate change response projects in Vietnam. Cooperation in education and labor has developed strongly. Vietnam ranks first among 15 countries sending labor to Japan and Japan actively supports training high-quality resources for Vietnam, especially in the fields of science and technology, management and services.
Cooperation between localities of the two countries has been continuously expanded, with more than 100 pairs of localities establishing friendly and cooperative relations. People-to-people exchanges have developed rapidly and extensively. In 2023, the two countries will organize many practical activities to celebrate the 50th anniversary of Vietnam-Japan diplomatic relations, contributing to strengthening friendship and mutual understanding between the people of the two countries.

The visit continues to affirm the consistent policy of the Party and State of Vietnam to attach importance to the Vietnam-Japan relationship, considering Japan as a leading and long-term important partner; wishing to promote more substantive, effective and comprehensive cooperation, as well as to strengthen friendship and enhance understanding between the people of the two countries.
Marking an important milestone in the 50-year cooperation journey between Vietnam and Japan, President Vo Van Thuong's official visit to Japan contributes to further strengthening political trust and promoting effective implementation of cooperation aspects between the two countries on the next stage.
The talks, meetings and contacts during the visit between President Vo Van Thuong and Japanese leaders contributed to deepening economic, trade and investment cooperation, enhancing cooperation in new-generation ODA, defense, security, education, training, culture, people-to-people and local exchanges, and moving towards new areas of cooperation that are in line with the interests and concerns of both countries, such as energy transition, climate change response, supply chain diversification, etc.
