However, taking advantage of this issue, hostile forces have put forward distorted and incorrect arguments, causing public confusion. Therefore, every cadre, party member and citizen needs to be alert and clearly identify right and wrong to build and strengthen trust in the Party's leadership, contributing to the successful implementation of this important policy.
In reality, the implementation of the policy of arranging administrative units and streamlining the apparatus is an objective requirement, arising from the reality and development trends of many countries in the world. This policy does not aim to "cut" or "deprive" the rights of localities, but is a strategic solution to create administrative units with appropriate scale, strength and capacity, capable of organizing and managing effectively, promoting socio -economic development, while reducing intermediate levels, enhancing transparency and responsibility in management. This is a necessary step to overcome the shortcomings of the administrative apparatus, improve the quality of service to the people and effectively carry out socio-economic development tasks.
Resolution No. 18-NQ/TW of the 12th Party Central Committee affirmed the determination to reform the organizational apparatus towards streamlining, effective and efficient operations. The Politburo and the Secretariat have issued many specific directives and resolutions to guide the implementation of the policy of rearranging district and commune-level administrative units in accordance with the provisions of law. The Law on Organization of Local Government, amended and supplemented in 2020, also clearly and strictly stipulates the order and procedures for rearranging administrative units, ensuring legality, consensus of the people and socio-political stability.
In addition, policies on ensuring the legal and legitimate rights of officials, civil servants and public employees affected by the process of streamlining the apparatus are also implemented synchronously and transparently, creating high consensus in society. Support measures on training, job transfer and job placement are given special attention to minimize difficulties for officials during the transition process.

However, hostile forces have taken advantage of this policy to distort and incite opposition with many false arguments. They have taken advantage of the anxiety and insecurity of a number of cadres and people to spread distorted information such as: the merger will lead to the loss of cultural identity and local traditions; the merger of provinces will reduce autonomy and cause socio-political instability; streamlining the apparatus will concentrate power, creating conditions for corruption and bureaucracy to increase... These arguments not only deny the correct policy of the Party but also disrupt information, negatively affecting social consensus.
First of all, the merger of administrative units does not completely destroy the traditional cultural identity of the locality. Vietnamese ethnic culture is diverse and rich, always respected, protected and promoted by the Party and State. The reorganization of the administrative apparatus aims to create a more effective management infrastructure, does not affect the typical cultural values, on the contrary, it helps localities have better conditions to preserve and develop cultural heritage. Priority policies for the development of ethnic minority areas, protection of languages, customs, and beliefs are still maintained and enhanced in parallel with the reorganization of the administrative apparatus.
The argument that streamlining the apparatus reduces democracy and increases corruption is one-sided and lacks practical basis. In fact, a streamlined apparatus with clear functions and responsibilities will increase transparency, management efficiency, and reduce loopholes for negativity and corruption.
When the apparatus is streamlined, monitoring mechanisms and accountability are strengthened, it is easier for the People and social organizations to participate in inspecting and supervising the operations of the state apparatus. The streamlining procedures are also carried out publicly and transparently, and there are support policies for affected officials and civil servants to ensure social security and avoid causing major disruptions.
Regarding the issue of eliminating district level and merging provinces, this model is consistent with the trend of local government development in many countries to improve management capacity and reduce intermediate levels. This model helps to minimize overlap and at the same time promote synchronous coordination between government levels.
Vietnam, with its tradition of unity, strong political system and adequate legal basis, is fully capable of controlling and adjusting the organizational model to suit the characteristics of each region. The merger of provinces is carried out carefully, with a thorough assessment of its effectiveness to avoid adverse consequences.
Economically, the reorganization of administrative units in a large-scale and synchronous manner will create favorable conditions for mobilizing investment resources, planning infrastructure development, developing markets and enhancing the competitiveness of localities in the international arena.
Provinces and cities with appropriate population and area will have better conditions to implement sustainable development policies, creating new momentum in socio-economic development. Especially, in the context of increasingly fierce global competition, an effective administrative apparatus is an important factor to attract investment, develop industry, services and agriculture in a modern direction.

In addition, streamlining the apparatus also helps reduce the burden on the state budget. The cost of maintaining a cumbersome administrative apparatus with many levels and intermediate levels is very large, accounting for a high proportion of total regular budget expenditures. Streamlining will help save resources for investment in developing other important areas such as education, health, science and technology, and social security, contributing to improving the material and spiritual life of the people.
For this policy to achieve optimal effectiveness, it requires high consensus from cadres, party members and the people. Propaganda and awareness raising activities must be carried out regularly and extensively to clearly explain the causes, goals, benefits and rights guaranteed during the reorganization process.
Party committees and authorities at all levels need to do a good job of dialogue, listening to the people's thoughts and aspirations, avoiding being exploited by distorted arguments to incite opposition. Officials and party members need to promote their pioneering and exemplary roles, directly participating in propaganda, explaining and refuting false arguments, contributing to strengthening people's trust.
In addition, it is necessary to strengthen the social supervision mechanism, promote the role of the Vietnam Fatherland Front and socio-political organizations in monitoring and supervising the process of streamlining the apparatus and reorganizing administrative units. Strictly handling negative phenomena, corruption, and group interests in the process of implementing policies is a necessary condition to ensure publicity, transparency and efficiency. At the same time, building an e-government system and applying information technology in management also contributes to reducing cumbersome administrative procedures, increasing transparency, and creating favorable conditions for people and businesses.
With the rapid development of modern media, information and propaganda work to refute distorted and false arguments has become increasingly important and urgent. Press and media agencies need to be proactive, timely and accurate in informing about policies and strategies, refuting false arguments with practical evidence, scientific data and solid arguments to strengthen trust in society. Combining traditional propaganda with modern forms of communication and social networks helps to spread quickly and widely, contributing to preventing and limiting the impact of hostile arguments.
The arrangement of administrative units, streamlining the apparatus, merging provinces and abolishing the district level are major and correct policies of the Party and State to modernize the administrative apparatus, improve the effectiveness and efficiency of state management, and meet the requirements of socio-economic development in the new situation. Fighting against erroneous and hostile views on this policy is a key task of the entire political system and the People.
Each cadre and party member needs to raise awareness, proactively and actively participate in ideological struggle, contributing to building a streamlined, efficient and transparent state apparatus, thereby creating a solid foundation for the country's sustainable and prosperous development.
