Public investment - Dak Nong does not speed up progress, does not complete goals

Pressure, big challenge

In 2025, Dak Nong plans to have a total public investment capital of more than 4,041 billion VND. Of which, the capital plan for 2024 will be transferred to 365.2 billion VND. The capital plan for 2025 is 3,676 billion VND.

As of March 20, the locality has only disbursed VND 192 billion/VND 4,041.4 billion, reaching 4.76% of the capital plan. With this result, Dak Nong has a disbursement rate lower than the national average and lower than the same period in 2024 by 4.44%.

According to the Department of Finance, there are many reasons for the slow disbursement progress; the biggest reason is still land clearance problems.

In fact, currently, the payment policies for site clearance have changed, leading to the appraisal and approval of the site clearance compensation plan not being completed.

In some projects, people do not cooperate in the measurement and compensation work for site clearance. In many cases, households that are eligible for resettlement do not have land to arrange.

Regarding site clearance, Director of the Dak Nong Province Construction Investment Management Board Ha Sy Son said that many projects and works have allocated capital, but have not been given clean land for implementation.

The Dao Nghia - Quang Ke road project still has a large amount of capital outstanding, but site clearance work is facing many difficulties.

“Many project items have even stopped construction due to land issues. Some projects have to be flexible in transferring capital to increase absorption capacity,” Mr. Son shared.

In addition, the scope of the project overlaps with the bauxite exploration and exploitation planning, so the locality still faces many difficulties in implementation. Another difficulty is that there are many major changes in ODA capital, but there are no timely adjustments and supplements. This leads to delays in project implementation.

The project to upgrade the Provincial General Hospital is being accelerated.

According to Acting Director of the Department of Finance Tran Dinh Ninh, the capital source in 2025 is very large. This is a great pressure and challenge for Dak Nong. If public investment disbursement is not smooth, it will cause congestion in many other areas.

“In addition to objective reasons, the passivity and delay in project implementation by some investors and localities have led to slow capital disbursement. Each investor must determine what to do and how to do it when capital has been allocated to projects and works. If progress is not accelerated, it will be difficult to complete the set goals,” Mr. Ninh affirmed.

By March 20, 2025, Dak Nong disbursed 192/4,041 billion VND , reaching 4.76% of the capital plan . Of which, local capital disbursed 128/1,392 billion VND; capital Central​ 64/2,321 billion VND , reaching 2.8% of the plan . The additional central capital support has a disbursement target of 9.9/1,638 billion VND, reaching 0.6% of the plan; capital The national target program disbursed 54.2/683 billion VND, reaching 7.9% of the plan. ODA capital disbursed 0.12/327 billion VND, reaching 0.04% of the plan.

No more waiting time

In 2025, Dak Nong's public investment capital will be the highest in the past 5 years. This is the time for the locality to accelerate, there is no way back.

According to Director of the Provincial Construction Investment Management Board Ha Sy Son, in 2025, the unit will open 4 new projects and 17 transitional projects. Of these 17 projects, 14 must be completed in 2025.

“We are actively coordinating with departments, branches and localities to remove obstacles to speed up progress. Because the capital is very large, if it is all concentrated at the end of the year, it will be very difficult,” Mr. Son affirmed.

Regarding the disbursement of investment capital, Acting Director of the Department of Finance Tran Dinh Ninh said that in 2025, the responsibility of the investors will not be blamed on bauxite and fill soil, but will be entirely on them. Investors should base on the shortcomings and limitations of 2024 to learn from their experiences.

At the Conference on implementing the tasks of the Steering Committee for implementing national target programs and promoting disbursement of public investment capital in 2025, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi directed that it is necessary to focus on the human factor, changing from the staff level.

Dak Nong Provincial General Hospital upgrade project is expected to be completed and handed over for use from August 2025.

Any individual who fails to do the job must be resolutely transferred and replaced with the correct responsibilities, functions, and tasks. Directors of departments, branches, and localities must promote the role and responsibility of the leader.

On March 27, 2025, at the online meeting of Working Group No. 7 on promoting public investment disbursement in 2025 of 5 Central Highlands provinces, Chairman of the Provincial People's Committee Ho Van Muoi reported to Deputy Prime Minister Mai Van Chinh that Dak Nong is focusing on determination and resolutely accelerating the disbursement of public investment capital.

Dak Nong has assigned the Chairman and Vice Chairman of the Provincial People's Committee to inspect the progress of each project and each construction. According to records, the volume of some constructions has been very good.

However, in the past 3 weeks, the arrangement of the State Treasury's machinery system has caused delays in the process of settling the volume of investors.

“While perfecting this apparatus, Dak Nong has a very good spirit among cadres and civil servants. There is no mentality of relying on others or waiting for time to arrange things. But now, whatever needs to be done must be done decisively. Whether there is a merger or not, we must focus on doing it. We all strive to disburse over 95% of public investment capital in 2025,” Chairman of the Provincial People's Committee Ho Van Muoi pledged.
