According to the Dak Nong Department of Finance, the province currently has 496 projects. Of these, the provincial level manages 197 projects; the district level manages 260 projects, and the remaining 17 projects are managed by the commune level.

To date, 251 projects have been completed, accepted, and put into use. There are 29 projects that have been completed but have not yet been finalized. The province has 84 projects in progress, 7 projects have been suspended. The remaining projects have not yet allocated enough capital to pay off debts.

According to the Department of Finance, when rearranging and reorganizing the apparatus, there are still many problems that need to be resolved. Meanwhile, the official time to stop the district-level government is not much left.

Currently, some unfinished projects and works will take a long time to transfer to investors. Many projects have advanced payments that are overdue, but the documents for advance payment have not been completed.

For projects under implementation, without adequate capital planning, when handing over and accepting between units, it is easy for responsibility to be pushed around, making handover difficult or not accepting handover...

According to Tran Dinh Ninh, Acting Director of Dak Nong Department of Finance, some programs and projects that are being implemented unfinished will take a long time to be transferred to investors. This affects the progress of project implementation.

For projects under implementation that have not been fully planned for, when handing over and accepting between the handing over unit and the receiving unit, it is easy for responsibility to be pushed around.

Currently, legal regulations on decentralization and delegation of authority after administrative unit arrangement in public investment management have not been issued. Localities do not have a basis for deciding on handover plans and adjustments to goals, tasks, and capital plans for public investment projects.

Not to mention, many projects have advanced funds past the deadline but have not completed the documents to make advance payments according to regulations. According to data from the State Treasury of Region XIV, the balance of advanced public investment capital in Dak Nong from 2024 to 2025 is nearly 992 billion VND.

Through review, many projects have transferred the balance of advances for many years, such as: North - South Road Phase 2 is 2.4 billion VND; Sub-project of site clearance for the resettlement area east of Central Lake and Road D2 under the project: Gia Nghia Lake is 142.7 billion VND, Dak Nong Provincial Community College (Phase I) is 3 billion VND...

Focus on processing

Regarding the handling of difficulties and obstacles in the implementation of projects, Gia Nghia City Party Committee Secretary Bui Huy Thanh said that the most urgent issue at present is the disbursement of capital for projects. Therefore, the consolidation and arrangement of the project management board (PMU) model in the districts should be prioritized. So that during the process of rearranging and reorganizing the apparatus, public investment will not be interrupted.

Chairman of Dak R'lap District People's Committee Nguyen Quang Tu proposed to establish regional project management boards early to avoid public investment congestion when reorganizing administrative units. Because currently, many works and projects must hand over documents, sites, finalize values, and finalize volumes. Which unit receives the handover later is very important. If not calculated, it will directly affect site clearance and project progress.

Regarding this issue, Director of the Provincial Construction Investment Project Management Board Ha Sy Son proposed to establish regional project management boards to handle public investment disbursement in the short term to avoid interruptions. In the long term, project management boards of communes and wards should be established for closer and more effective management.

Regarding public investment, Standing Vice Chairman of the Provincial People's Committee Le Trong Yen said that currently, the disbursement rate is low, especially for ODA projects. By June 30, the district level will be completed, if the progress is not accelerated, it will be very difficult.

“If we do not take advantage of issues within our authority now, there will be some things that will drag on after the merger. We should focus on doing what we can do for the people and businesses. We should focus on implementing projects that have not been completed, paid for, or settled. We must review the issue of public assets and find a way to handle it immediately,” said Permanent Vice Chairman of the Provincial People’s Committee Le Trong Yen.

At the online conference on strengthening the implementation of tasks related to the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government on May 19, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that there is very little time left to start operating a two-level government.

The Chairman of the Provincial People's Committee directed that all departments, branches and localities must make 3-4 times more efforts. Any locality that completes or fails to complete its tasks must be linked to the collective, avoiding the situation of blaming each other. Whoever is responsible must be pursued to the end.

The problem of outstanding debts in basic construction investment is currently very debatable and very stressful. The Department of Finance and the State Treasury must clarify responsibilities, clarify who is responsible, where, what, and who is responsible for each debt. We must work hard so that before the new province merges, there will be no more debt.

“Documents and papers can wait, but work cannot wait. We must do our best, responsibly, with determination and determination. Now we must work three or four times harder to get things done. Avoid blaming the mechanism and policies,” emphasized Chairman of the Provincial People’s Committee Ho Van Muoi.

Projects and works must have a specific handover and acceptance plan. The handover person must be fully prepared, the recipient must be proactive. Whoever is responsible must promote their capacity and role.

“Each individual needs to determine where our responsibilities are and where they are? Avoid the mindset of focusing on our own work, ignoring the work of the previous term… If we perceive it like that, things will never go smoothly. We all must determine that it is our job, our responsibility, and work together and do it resolutely,” Chairman of the Provincial People’s Committee Ho Van Muoi directed.
