Invest heavily in Van Phong.

Recently, the People's Committee of Khanh Hoa province agreed on a plan to implement four key projects in the northern area of the Van Phong Economic Zone (EZ), and assigned the task of developing a detailed implementation plan for the Van Phong International Airport project.

Investing in Van Phong Airport

The People's Committee of Khanh Hoa province has announced a list of investment opportunities in the province, covering 22 sectors and fields with 137 projects. Among them, the People's Committee is seeking investment in the "Development Orientation for Van Phong International Airport" project in Van Thang and Van Khanh communes, Van Ninh district (Northern Van Phong Economic Zone).

The Van Phong International Airport is expected to cover an area of 500 to 550 hectares. This location is approximately 130 km from Cam Ranh International Airport and 100 km from Nha Trang City. The current land use includes aquaculture and sea surface areas, and it aligns with the general planning for the Van Phong Economic Zone in Khanh Hoa province up to 2040, with a vision to 2050.

A section of the Van Phong Economic Zone in Van Ninh district has received investment in road infrastructure.

However, in the national airport system planning for the period 2021-2030, with a vision to 2050, which has just been approved by the Government , Van Phong Airport is listed in Appendix 3, only at the stage of "research, survey, and assessment of the feasibility of planning it as an airport".

Regarding the Van Phong airport project, according to the Van Phong Economic Zone Management Board, after receiving feedback from the Provincial People's Committee, the Management Board will coordinate with relevant departments and agencies to develop a specific plan for implementation, ensuring it meets the required progress and objectives. The passenger port project has been proposed by the investor to be implemented under a public-private partnership model...

Regarding this proposal, Mr. Nguyen Tan Tuan, Chairman of the People's Committee of Khanh Hoa province, has issued a document assigning the Department of Transport to take the lead in coordinating with the Van Phong Economic Zone Management Board and relevant agencies to develop a detailed implementation plan and propose investment forms in accordance with regulations after the specialized planning is approved.

Responding to a reporter's question about whether Khanh Hoa province is facing any obstacles in implementing the Van Phong airport project, given that the government's planning is only in the "potential research" stage, Mr. Tuan stated that the province will propose the implementation of Van Phong International Airport when sufficient funding is available and a plan is in place.

Earlier, in early April 2023, the People's Committee of Khanh Hoa province signed a memorandum of understanding to study investment with Van Don Investment and Development Joint Stock Company ( thuộc Sun Group) to invest in the construction and operation of Van Phong International Airport, with an investment capital of 10,000 billion VND.

A project worth tens of trillions of dong.

The Van Phong Economic Zone Management Board has also finalized the draft plan for the implementation of four key projects in the northern area of the Van Phong Economic Zone, including: the Dam Mon high-end multi-functional urban area; the Co Ma - Tu Bong multi-functional urban area; the Hon Lon high-end resort and entertainment complex with a golf course; and the Khai Luong mountain high-end mixed-use service, tourism and entertainment complex.

Specifically, the Dam Mon high-end multi-functional urban area project, covering 1,000 hectares, is expected to complete the procedures for selecting an investor in February 2024 and receive investor approval in March 2024. The Co Ma - Tu Bong multi-functional urban area project, approximately 1,200 hectares, is expected to select an investor in May 2024 and receive investor approval in June 2024. The Hon Lon high-end resort and entertainment complex project with a golf course, covering approximately 1,600 hectares, is expected to select and approve an investor in August and September 2024. The Khai Luong Mountain high-end mixed-use service, tourism, and entertainment complex project, covering approximately 400 hectares, is expected to select and approve an investor in August and September 2024.

The Provincial People's Committee also agreed to assign the Department of Transport to take the lead in coordinating with the Van Phong Economic Zone Management Board and relevant agencies to develop a detailed implementation plan and propose investment forms for integrated seaport and passenger seaport projects in accordance with regulations after the specialized plans are approved. The Department of Natural Resources and Environment was tasked with submitting a document to the Ministry of Natural Resources and Environment for guidance on land acquisition cases within the Van Phong Economic Zone to carry out the land survey.

Sun Group Corporation has worked with the People's Committee of Khanh Hoa province, proposing that its member companies register to invest in projects. Specifically, Ba Na Cable Car Service Joint Stock Company registered to invest in a high-end tourism, resort, and integrated entertainment project including the Hon Lon - Khai Luong golf course, with an investment capital of VND 25,000 billion; Ha Long Sun Company Limited registered to invest in the construction of the Dam Mon seaport and urban center, with an investment capital of VND 11,000 billion; and Phu Quoc Sun Company Limited registered to invest in the Co Ma - Tu Bong hot spring resort and supporting services ecological urban area, with an investment capital of VND 10,000 billion.

Finalize the zoning plan.

According to the Van Phong Economic Zone Management Board, in 2023, the Board will submit to the Provincial People's Council for approval and the Provincial People's Committee for ratification the planning projects for 12 sub-zones. Specifically, in Van Ninh district, these are sub-zone 1 on Hon Lon Island, sub-zone 2 on Khai Luong Mountain, sub-zone 3 in Dam Mon, sub-zone 4 in Vinh Yen - Mui Da Son, sub-zone 5 in Tuan Le - Hon Ngang, sub-zone 6 on Diep Son Island, sub-zone 8 in the Co Ma - Tu Bong area, and sub-zone 11 in Van Gia and surrounding areas. In Ninh Hoa town, these are sub-zone 14 in Ninh Hai, sub-zones 17 and 18 in the center of Ninh Hoa, and sub-zone 19 - the industrial and port functional zone of South Van Phong.
