Kien Giang province requested districts and cities to assign public investment plans for 2024, proactively approve project lists and allocate capital for each project as soon as the province notifies the capital for district management.
Districts and cities actively coordinate with departments, branches and sectors in compensation and site clearance work.
In addition, when implementing a project, investors must have a detailed plan for each project from the investment preparation stage to construction implementation, acceptance and payment, and periodic reporting on implementation progress.
Assign specific leaders and staff to monitor, direct and manage work from the design preparation and appraisal stages, bidding plans and construction implementation, ensuring compliance with progress and regulations.
Focus on improving the quality of investment preparation documents, ending the situation of appointing consultants with weak capacity to bid, failing to meet requirements and having to revise documents many times.
In addition, the province strengthens coordination and prioritizes resources to speed up site clearance, especially in some localities with key projects such as Rach Gia, Hon Dat, Kien Luong, Chau Thanh, An Bien, U Minh Thuong, Phu Quoc, etc.
The province focuses on completing compensation and site clearance for pending projects in 2023 such as: Rach Gia Passenger Port; upgrading and expanding Duong Dong - Cua Can - Ganh Dau road and building a new branch connecting to the South - North axis road (Phu Quoc City); Rach Gia - Hon Dat and Hon Dat - Kien Luong coastal roads; investing in the construction of 18 culverts on the sea dyke and coastal route; My Thai bridge project (Hon Dat); Thu 11 town bridge (An Minh)...
At the same time, relevant functional sectors regularly monitor and evaluate investment in each project to promptly rectify and urge; inspect, examine and handle administrative violations in the field of planning and investment; strengthen inspection, supervision and management of construction quality...

In 2023, the state budget investment plan in Kien Giang province was assigned by the Provincial People's Council to be more than 6,685 billion VND, 1,103 billion VND higher than the Prime Minister's assignment.
The province estimates the disbursement value by January 31, 2024 to be more than 6,397 billion VND, reaching 95.6% of the plan assigned by the Provincial People's Council.
Existence and limitations
However, the implementation of this issue in Kien Giang province in 2023 still has many shortcomings, limitations and inadequacies.
Specifically, there are 11 provincial units and 6 districts and cities with disbursement values lower than the average level of the province, and one unit did not disburse.
The shortage of sand slows down the progress of construction projects.
Many large, key projects, mainly transportation projects, are being implemented slowly because compensation and site clearance have not been completely resolved; procedures are lengthy, and there are still complaints and disputes.
There are currently 5 new projects that have not yet completed the selection of construction contractors, affecting the overall disbursement progress of the province. The investors of the central budget projects are slow in implementing and have not completed the assigned plan.
In particular, the prolonged shortage of construction sand has greatly affected the progress and volume of construction projects.
