Speed ​​up construction of two expressway projects Huu Nghi-Chi Lang and Dong Dang-Tra Linh

On November 10, comrade Tran Hong Minh, member of the Party Central Committee, Minister of Construction, and the working delegation inspected the implementation of the two expressway projects Dong Dang (Lang Son) - Tra Linh (Cao Bang) and Huu Nghi - Chi Lang (Lang Son).

Working with the working group representing investors, the project enterprise recommended that Lang Son and Cao Bang provinces completely resolve site clearance issues at the two projects before November 20, 2025; agree on the location for the construction of the rest stop to start construction; supplement land targets for the recovered part to supplement the technical design step; speed up the approval process of the official compensation plan to pay affected households.

Currently, the site clearance work for the Huu Nghi-Chi Lang Expressway project, the localities have reclaimed the area according to the basic design documents reaching 578.19ha/578.6ha equivalent to 99.93%, reaching 95.36% of the area according to the construction technical design documents. Three out of four resettlement areas have selected contractors, 589/600 electric poles have been moved.

Representatives of the Huu Nghi-Chi Lang border gate expressway project enterprise (Lang Son) reported on the implementation status of project items.

Contractors are deploying 143 construction teams with 2,820 personnel and 1,240 pieces of equipment at the construction site, with output value reaching VND 3,376 billion/VND 6,580 billion by November 10, 2025, equal to 51.3% of the contract value.

At the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project, site clearance work in Lang Son province has reached over 99.8% of the area, there are still 5 households that have not handed over 0.65ha; 1 110Kv electric pole location has been completed and is ready for connection.

To execute this project, contractors are deploying 276 construction sites, 1,500 vehicles, machines and more than 3,300 personnel along the entire route. As of November 10, 2025, the value of the implemented output reached nearly VND 5,000 billion, equivalent to 44% of the contract.

The Minister of Construction highly appreciated the drastic participation of Lang Son and Cao Bang provinces in site clearance for projects, although there are still some remaining problems.

Concluding the inspection session, the Minister requested the People's Committees of Lang Son and Cao Bang provinces to continue to focus on leadership and direction to resolve the issue thoroughly according to the Prime Minister 's direction; promptly approve the official compensation plan to pay affected people, and promote the disbursement progress of investment capital allocated for the two projects.

The two provinces also need to speed up the construction of resettlement areas, arrange temporary residence, mobilize households to receive funding and hand over the site immediately, creating favorable conditions for seamless construction.

The People's Committees of Lang Son and Cao Bang provinces need to strengthen inspection and supervision to ensure construction quality and promptly handle problems arising during the implementation of the two projects.

At the same time, the Minister requested investors, project enterprises, and construction contractors to take advantage of favorable weather conditions to speed up progress. Accordingly, units need to urgently complete the construction of overpasses along the entire route, speed up the construction of foundation items to ensure the contract on the two projects.
