In his speech, An Giang Provincial Party Secretary Nguyen Tien Hai emphasized that APEC 2027 is a strategic event, creating a rare opportunity for Phu Quoc to make a breakthrough in infrastructure, services and competitiveness. However, there is not much time left to prepare while the workload is huge, spread across many fields. He requested that projects and works serving APEC must be completed 3-6 months before the conference to ensure the highest quality and readiness.
The Provincial Party Secretary noted that in November, most of the investment procedures for major projects were basically completed, including the expansion of Phu Quoc International Airport, APEC Conference Center and Press Center. The Provincial People's Committee was requested to continue completing procedures in accordance with legal regulations and immediately deploy the next items to maintain progress.
One of the key points emphasized is to promptly resolve obstacles in investment procedures, strictly control implementation progress and speed up capital disbursement. Investors must build a detailed progress tracking table, absolutely not allowing any delays to occur.
Regarding site clearance, the Provincial Party Committee leaders requested to strictly comply with legal regulations, carefully handle each specific case, and at the same time step up propaganda to create consensus among the people. Communication work is identified as a task that goes one step ahead, and needs to be deployed in the direction of a comprehensive campaign before, during and after the APEC 2027 Conference, instead of traditional, individual forms of propaganda.
The Department of Culture and related units are assigned to develop a communication project with specific content, implementation channels and timelines, promoting the role of the Front, organizations and grassroots systems to spread information widely in the community.
Regarding urban beautification, the province requires a clear distinction between investment and non-investment categories, with priority given to drainage infrastructure, wastewater collection and treatment. People are encouraged to participate in building model neighborhoods, beautifying facades, planting trees, doing business in accordance with regulations, and not encroaching on sidewalks.
Land management and construction order in Phu Quoc are also required to be tightened to stop new violations. Grassroots forces such as local police, residential groups, and self-management groups are assigned the responsibility to detect and handle violations right from the start.
According to the People's Committee of An Giang province, the locality has developed a master plan for activities serving APEC Year 2027, and at the same time requested sub-committees to speed up the development of detailed plans for each task.
There are currently 21 key projects serving APEC, divided into two groups. The public investment group includes 10 projects, of which 9 urgent projects have been approved for investment and selected contractors. The total capital allocated in 2025 is nearly 4,297 billion VND, of which the central budget is more than 2,750 billion VND, the local budget is more than 1,545 billion VND. As of November 17, 2025, the disbursement value reached more than 1,666 billion VND. The remaining group includes 11 PPP and business investment projects that have already selected investors.
Chairman of the People's Committee of Phu Quoc Special Zone Tran Minh Khoa said that the locality has established a propaganda team to mobilize people and businesses to participate in preparing for APEC under the motto "each Phu Quoc resident is a tourism ambassador", while implementing the model of "Crime-free, drug-free boarding houses" and strengthening control of illegal construction and encroachment on forest land and public land.
