To contribute to the effective implementation of the Project "Developing the application of population data, electronic identification and authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" (Project 06), serving people in performing administrative procedures on the National Public Service Portal, the police forces of units and localities in the province are actively coordinating to synchronously implement propaganda solutions, instructions on installation, registration and activation, upgrading electronic identification accounts, and issuing chip-embedded citizen identification cards (CCCD) to all citizens in the area.
As a key area of the province, with a large population, high population density, and large residential mobility, in recent times in Cam Pha, the City Police have proactively and made efforts to review, make lists, and deploy the issuance of CCCD and electronic identification accounts for citizens in the area. In particular, the unit has paid great attention to propaganda work in many different forms, so that people can grasp and proactively coordinate in the work.
In particular, with just over 2 months left, the national high school graduation exam and the 10th grade entrance exam will take place, all students registering for the exam are required to register online with an identification code according to the latest regulations of the Ministry of Education and Training , the city's public security force has actively accelerated the issuance of ID cards, identification codes, and electronic identification accounts for this group of citizens.
Since April 2023, the police of communes and wards in Ha Long City have proactively reviewed the number of students born in 2004, 2005, 2007, 2008 who have not been issued CCCD cards; coordinated with the Departmentof Education to announce, propagate, disseminate, and organize the implementation of priority issuance of CCCD cards with chips and electronic identification accounts for students participating in the 2023 junior high school and high school graduation exams. Based on the review work, the units have developed plans, solutions, arranged and prepared adequate human resources, equipment, means, implemented instructions, collected applications for CCCD cards and electronic identification for students to ensure timely and on schedule, not affecting their participation in graduation exams.
In addition, the City Police have also increased their forces, established mobile CCCD making teams to communes, schools... to organize overtime work, on Saturdays and Sundays with the goal of 100% of students of priority age to make CCCD and activate electronic identification accounts, serving the 10th grade entrance exam and the 2023 National High School Exam. After receiving the documents, focus on reviewing, looking up, verifying, updating, editing data, completing electronic identification registration files and CCCD issuance files, receiving and returning CCCD cards to students to ensure they are on time. Since the beginning of the year, Ha Long City Police have organized 7 CCCD making sessions, integrating VNeID electronic identification at secondary and high schools in the area, thereby issuing nearly 2,500 CCCDs and electronic identification accounts to students.
Major Nguyen Thi Hong, Deputy Head of Hong Ha Ward Police, Ha Long City, said: In Hong Ha Ward, since the beginning of April, the ward police have coordinated with local schools to propagate to teachers and parents of students to install and activate level 1 and 2 electronic identification to serve the work of universalizing education, comparing the residence data of students and their families during the universalization and study at school. Through groups and parent-teacher associations on zalo, homeroom teachers send notifications and instructions on installing electronic identification so that parents of students can proactively install it. We will be determined and make efforts to complete the issuance of CCCD and electronic identification accounts first for students preparing to take important exams, ensuring their rights and interests.
In addition to focusing on issuing CCCDs and electronic identification accounts for citizens born between 2004 and 2008, the police of units and localities are also stepping up propaganda work, coordinating with the authorities and community digital technology groups in the localities, organizing overtime work, including working on Saturdays and Sundays, to speed up work progress. Thanks to the increased propaganda, in recent days at the Department of Administrative Management of Social Order (Provincial Police), local police headquarters, commune police and public administration centers across the province, many citizens have come to complete procedures for issuing chip-embedded CCCDs and installing, activating and upgrading electronic identification accounts.
However, according to quick statistics as of April 20, the whole province has only successfully activated about 120,000 electronic identification accounts (more than 16% compared to the new target assigned by the Ministry of Public Security in the batch of more than 723,000 accounts). Currently, the Provincial Police are directing all units to work overtime to perform the task of activating electronic identification accounts, issuing chip-embedded ID cards to citizens, ensuring the completion of assigned targets and tasks.
Captain Nguyen Doan Hung, an officer of the Department of Administrative Management of Social Order (Provincial Police), shared: The workload assigned by superiors is very large, especially the activation of level 1 electronic identification accounts and upgrading to level 2 for citizens. To complete the task, the police forces of units and localities will make every effort to synchronously deploy solutions and plans according to the plan. However, in addition to the positivity of all levels and sectors, especially the police sector, each citizen also needs to proactively fulfill their responsibilities in completing procedures for issuing chip-embedded ID cards and installing electronic identification.
