Speed ​​up progress of key projects

With a series of key projects and works being implemented recently, Bac Kan province has mobilized the entire political system to accelerate the progress of the projects. Many creative solutions and approaches have been proposed to help resolve difficulties and obstacles.

New routes and important infrastructure projects are gradually reaching completion, creating a solid foundation for local and inter-regional development in the coming time.

Motivational projects

Despite having to deal with a "mountain" of work on arranging commune administrative units, dissolving district levels and merging provinces, Bac Kan Provincial Party Secretary Hoang Duy Chinh still presides over and directs the removal of obstacles every month, in order to speed up site clearance for the Cho Moi-Bac Kan expressway project.

In early June, facing the slow progress, the Provincial Party Secretary severely criticized and requested departments, branches and localities to develop plans to enforce and protect construction to ensure progress. "We must be proactive, not shirk responsibility, and promptly propose and implement projects that benefit the people and need to speed up the construction progress," emphasized comrade Hoang Duy Chinh.

The Cho Moi-Bac Kan project, with a total investment of more than 5,700 billion VND, is identified as a driving force for economic development, especially tourism in the province, and has been awaited by many generations of leaders and people in the province for more than 20 years. The importance of the project and the short construction time in the context of many difficult construction locations require urgent progress, especially site clearance.

At first, due to changes in the route direction, which differed from the survey results of the pre-feasibility project preparation step, the site clearance stage was stalled for quite a long time. The entire route affected 1,500 households and many infrastructure works and people had to be relocated. According to the People's Committee of Cho Moi district, problems with procedures, asset valuation, resettlement support policies, etc. are major barriers for the district.

Faced with that situation, the provincial leaders went to the grassroots to grasp, dialogue with the people and direct the direction of solutions and removal on the spot. The sincerity, perseverance in persuasion, combined with flexible and practical policies, helped the people feel secure and agree, ready to hand over the site for construction.

The province prioritizes site clearance for river bridges and viaducts, which are “critical” projects that take a long time to construct, and issues a flexible support mechanism, allowing people to proactively receive money, buy land and build houses, instead of rigidly applying concentrated resettlement areas that are difficult to attract residents. In June 2025, the province will basically complete site clearance so that contractors can start construction simultaneously.

The road project to Nam Cat Lake is also a key project of the province that needs to be completed in 2025. Last May, due to heavy rain, construction materials were scarce and prices increased "skyrocketingly", but the investor and contractors made efforts to overcome and speed up the progress. Currently, the road surface has been basically completed and asphalt is being prepared.

According to the Director of the Bac Kan City Construction Investment Project Management Board, Vo Quoc Toan, the road project has a total investment of more than 220 billion VND, and the current construction output has reached more than 74%. Last May, the Provincial People's Council approved a Resolution on the zoning plan for the Nam Cat Lake eco-tourism area, with an area of ​​nearly 1,700 hectares, with full functional areas for conferences, resort tourism, ecology, etc.

Resolute and flexible in leadership

This year, Bac Kan province is implementing 25 key projects and works, which are of great significance to the development of the province and the inter-region, and all have a completion date in 2025. The total investment capital for the projects is up to more than 7,800 billion VND, focusing on building infrastructure for transport, health, urban areas, etc.

To mobilize the entire political system, Bac Kan province established a Steering Committee for key projects, headed by the Provincial Party Secretary. To attach responsibility to the leader, the province required all District Party Secretaries to regularly inspect and urge the basic construction sector. Every week, every month, including holidays, the provincial leaders inspected the construction site, inspected, urged progress and immediately resolved any arising situations.

The province has set out five resolutions, including: maintaining discipline, pushing back negativity in disbursing public investment capital; doing well in site clearance and resettlement; removing institutional bottlenecks that slow down disbursement progress; innovating working methods, applying new technological solutions; sticking closely to reality, overcoming the situation of shirking, avoiding, and fearing responsibility in performing public duties.

The province also requires selecting qualified and competent officials; harmonizing the interests of the State, investors and people in site clearance; managing public investment in accordance with regulations, not "increasing capital", causing loss, reducing investment efficiency; tightening progress and quality according to set goals and plans,...

The province has implemented many flexible policies to effectively support the disbursement of capital for basic construction, with regulations on compensation and resettlement; allowing compensation of 80% of the value of existing assets, even if they do not meet technical standards; supporting rent for households that have to relocate while looking for new housing. Based on the reality and legitimate demands of the people, in early June, the province allowed the application of other support measures.

Key projects that are accelerated and completed early will add motivation, arouse people's confidence and aspirations to rise up, especially when the locality is preparing to enter a new opportunity, merging into Thai Nguyen province in the near future.

For example, graves (owners or ownerless) located within 10m of the reclaimed boundary, if recorded in the inventory record, will be supported as land in the construction safety corridor. This policy has received the consensus and high appreciation of the people.

Director of the Department of Finance Tran Cong Hoa said that the provincial leaders required all projects to have a detailed scenario and schedule for the implementation of items, packages and disbursement. The work items with a completion time frame are the timetable that forces investors and contractors to closely participate.

Bac Kan province's drastic solutions have contributed to speeding up the disbursement progress, despite unfavorable weather conditions. By the end of the first quarter of 2025, Bac Kan province's investment capital disbursement rate ranked second in the country, highly appreciated by the Ministry of Finance. In the first 5 months of the year, Bac Kan's disbursement rate reached 46.9%, among the top localities.

Key projects that are accelerated and completed early will add motivation, arouse people's confidence and aspirations to rise up, especially when the locality is preparing to enter a new opportunity, merging into Thai Nguyen province in the near future.
