Accordingly, to accelerate the progress and disbursement of state budget capital to implement the two national target programs on new rural construction and sustainable poverty reduction for the period 2021-2025 to achieve the best results, the Department of Agriculture and Environment (the governing body of the two programs) requests the Provincial Vietnam Fatherland Front Committee, departments, branches and sectors in charge of targets, criteria and sub-projects; provincial socio-political organizations; People's Committees of districts, towns and cities (hereinafter referred to as units) to focus on implementing the program. National target for new rural construction in the 2021-2025 period to complete the following goals: 71/71 communes meet new rural standards, of which 26 communes meet advanced new rural standards, 4 communes meet model new rural standards; 3 towns and cities complete the task of building new rural areas; Ben Cau district meets new rural standards according to the plan for 2025 and the 2021-2025 period.
The National Target Program on Sustainable Poverty Reduction ensures the completion of assigned targets and tasks: poor households, near-poor households, newly escaped-poverty households, and low-income workers enjoy full support policies according to regulations; promptly allocate funds and develop plans to implement tasks to ensure the assigned budget for 2025 (including surplus funds from previous years carried over to 2025); promptly adjust the plan in accordance with the actual situation to ensure the disbursement rate of funds and complete the assigned budget plan.
In case there is no longer a need to use the funds, promptly report in writing to the Department of Finance and the Department of Agriculture and Environment to synthesize and advise competent authorities to transfer funds to units in need of using the funds.
