On the morning of October 24, comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Steering Committee (SC) for rearranging and handling houses and land in Thanh Hoa province chaired a meeting to listen to a report on the implementation of rearranging and handling houses and land in the province in the first 9 months of 2024. Attending the conference were representatives of relevant departments, branches and localities.

In the first 9 months of 2024, the Department of Finance advised the Provincial People's Committee and the Chairman of the Provincial People's Committee to issue a decision approving the transfer of 6 houses and land; transferring 4 houses and land of medical units to the District People's Committee for management and handling; retaining and continuing to use 98 houses and land of agencies and units under the management of the Department of Health and Song Chu One Member Co., Ltd.; adjusting the arrangement and handling plan for 4 houses and land.

Of the 33 houses and land transferred to the Provincial Police to be used as commune police headquarters, 7 are eligible for transfer, 26 are not eligible for transfer because the planning, land use plan, and construction plan are not suitable and the house and land arrangement plan is not a transfer plan.

For housing and land facilities managed by the Central Government, the Department of Finance coordinates to inspect the current status and advise the Provincial People's Committee on the arrangement plan for the Social Insurance of Nhu Thanh district, Tho Xuan Airport Authority, Ministry of National Defense, General Statistics Office, Vietnam News Agency in Thanh Hoa, Thanh Hoa Petroleum Company, Thanh Hoa Cooperative Bank, and the General Department of Judgment Execution.

Preside over and coordinate with the Department of Natural Resources and Environment, Department of Construction, Provincial Tax Department, People's Committees of districts, towns and cities - where there are houses and land in the area to organize the handover and acceptance of 27 houses and land which are the old working headquarters of the Tax Team under the Thanh Hoa Provincial Tax Department to transfer to the locality for management and handling according to the decision of the Minister of Finance.

In addition to the achieved results, the implementation of the plan to rearrange and handle houses and land in the province also encountered many difficulties and obstacles due to some shortcomings, overlaps and ambiguities in the legal regulations; the procedures for handling houses and land are quite complicated, requiring many steps leading to a long processing time; many houses and land facilities lack legality. Some localities are not proactive in inspecting and reviewing houses and land facilities after the merger; have not carefully studied the legal regulations and guiding documents of the province, so the work of preparing the rearrangement plan is still confusing...

Discussing at the meeting, members of the Steering Committee for rearranging and handling provincial houses and land and delegates reported and explained difficulties in the implementation process, and at the same time exchanged and discussed solutions to implement the plan to rearrange houses and land more effectively in the coming time.

Concluding the meeting, Mr. Nguyen Van Thi, Permanent Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the rearrangement and handling of provincial houses and land, emphasized: Thanh Hoa is the leading locality in the country in the rearrangement of administrative units, so there is a lot of surplus public assets. In the past time, the Provincial People's Committee and the Steering Committee for the rearrangement and handling of provincial houses and land have issued many documents and organized many meetings to direct and guide localities in implementation; the Provincial People's Council has questioned the Director of the Department of Finance and organized supervision in localities. However, the implementation results have not been as expected due to problems with institutions, land origin, assets on land, capital sources for the formation of public assets, valuation, handling methods, etc.
Emphasizing that rearranging and handling houses and land is one of the important political tasks, therefore, to speed up the implementation progress, the Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for rearranging and handling houses and land, proposed: The Department of Finance - the standing agency of the Steering Committee, fully absorbs the opinions of delegates to supplement the report; at the same time, research and issue documents to guide localities and units to properly implement new regulations and decrees related to rearranging and handling houses and land in the province.
The Department of Justice and relevant departments and branches shall promptly complete the legal basis to report to the Provincial People's Committee to abolish Decision No. 28/2020/QD-UBND dated June 26, 2020 of the Provincial People's Committee regulating the sale of assets on land and transfer of land use rights under the management of Thanh Hoa province in the form of auction and Decision No. 03/03/2022/QD-UBND dated January 26, 2022 of the Provincial People's Committee amending and supplementing a number of articles of the regulations on the sale of assets on land and transfer of land use rights under the management of Thanh Hoa province in the form of auction.
Members of the Steering Committee for rearranging and handling houses and land in the province, departments, branches and localities continue to take more drastic and responsible action in managing land records, managing assets on land, managing unused land, especially public land, pond land..., avoiding encroachment, damage, loss of state assets and causing resentment among the people.
According to the Law on Management and Use of Public Assets, public assets under the management of State agencies cannot be used for leasing, business, joint ventures, or associations. However, in some localities, there have been cases of leasing without proper authority or for the wrong purpose. Therefore, districts, towns, and cities need to review and make timely corrections.
The Standing Vice Chairman of the Provincial People's Committee requested departments, branches and localities to focus on handling all surplus public assets according to the direction of the Provincial Party Committee, People's Council, People's Committee in accordance with the regulations issued by the National Assembly, the Government and the Central Ministries and branches. Particularly for cultural houses in villages, hamlets and neighborhoods, the People's Committees of districts, towns and cities need to continue to assess the need for use. If there is a need for villages, hamlets and neighborhoods, it is necessary to follow the plan to retain and hand over to the community for management and use, creating conditions for people to have places for entertainment and community activities.
