On the morning of October 24th, Mr. Nguyen Van Thi, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of the Steering Committee for the Reorganization and Handling of Houses and Land in Thanh Hoa Province, chaired a meeting to hear reports on the implementation of the reorganization and handling of houses and land in the province during the first nine months of 2024. Representatives from relevant departments, agencies, and localities attended the meeting.

In the first nine months of 2024, the Department of Finance advised the Provincial People's Committee and the Chairman of the Provincial People's Committee to issue decisions approving the transfer of 6 properties (houses and land); transferring 4 properties (houses and land) of health units to the District People's Committees for management and handling; retaining 98 properties (houses and land) of agencies and units under the Department of Health and Song Chu One-Member Limited Liability Company for continued use; and adjusting the arrangement and handling plan for 4 properties (houses and land).

Of the 33 properties transferred to the Provincial Police for use as commune police headquarters, 7 met the transfer criteria, while 26 did not due to unsuitable land use and construction plans, and because the proposed property arrangements were not transferable.

The head of the Department of Finance reported on the results of the reorganization and handling of houses and land during the first nine months of 2024.

For properties and land managed by the Central Government, the Department of Finance coordinates the inspection of the current status and advises the Provincial People's Committee on the arrangement plan for the Social Insurance Office of Nhu Thanh District, Tho Xuan Airport Authority, Ministry of National Defense , Statistics Department, Vietnam News Agency in Thanh Hoa, Thanh Hoa Petroleum Company, Thanh Hoa Cooperative Bank, and the General Department of Enforcement.

The presiding authority, in coordination with the Department of Natural Resources and Environment, the Department of Construction, the Provincial Tax Department, and the People's Committees of districts, towns, and cities where the properties are located, organized the handover and acceptance of 27 properties, formerly the working offices of the Tax Teams under the Thanh Hoa Provincial Tax Department, which were transferred to local management and handling in accordance with the decision of the Minister of Finance.

Besides the achievements, the implementation of the plan for rearranging and handling houses and land in the province also faced many difficulties and obstacles due to some inadequacies, overlaps, and ambiguities in legal regulations; the procedures for handling assets such as houses and land are quite complex, requiring many steps leading to prolonged processing times; and many properties lack legal validity. Some localities lacked proactiveness in inspecting and reviewing properties after mergers; they did not thoroughly study the legal regulations and guiding documents of the province, resulting in confusion in the planning process...

During the meeting, members of the Steering Committee for the reorganization and handling of provincial housing and land assets, along with delegates, reported on and explained the difficulties encountered during implementation, and also exchanged and discussed solutions to implement the housing and land asset reorganization plan more effectively in the future.

Concluding the meeting, Mr. Nguyen Van Thi, Standing Vice Chairman of the Provincial People's Committee and Head of the Steering Committee for the Reorganization and Handling of Land and Housing in the province, emphasized: Thanh Hoa is a leading locality nationwide in the reorganization of administrative units, resulting in a large surplus of public assets. Over the past period, the Provincial People's Committee and the Steering Committee for the Reorganization and Handling of Land and Housing have issued numerous documents and held many meetings to direct and guide localities in implementation; the Provincial People's Council has questioned the Director of the Department of Finance and conducted supervision in localities. However, the results have not been as desired due to obstacles related to institutional frameworks, land origin, assets on the land, capital sources for the formation of public assets, valuation, and handling methods...

Emphasizing that the reorganization and handling of houses and land is one of the important political tasks, and therefore, to accelerate the implementation progress, the Standing Vice Chairman of the Provincial People's Committee and Head of the Steering Committee for the reorganization and handling of houses and land of the province requested: The Department of Finance – the standing agency of the Steering Committee – should fully incorporate the opinions of the delegates into the report; and at the same time, research and issue guiding documents for localities and units to effectively implement the new regulations and decrees related to the reorganization and handling of houses and land in the province.

The Department of Justice and relevant departments and agencies should promptly finalize the legal basis to report to the Provincial People's Committee on the repeal of Decision No. 28/2020/QD-UBND dated June 26, 2020, of the Provincial People's Committee regulating the sale of assets on land and transfer of land use rights under the management of Thanh Hoa province through auction, and Decision No. 03/03/2022/QD-UBND dated January 26, 2022, of the Provincial People's Committee amending and supplementing a number of articles of the regulations on the sale of assets on land and transfer of land use rights under the management of Thanh Hoa province through auction.

Members of the Steering Committee for the reorganization and handling of land and housing in the province, departments, and localities should continue to be more decisive and responsible in managing land records, managing assets on land, managing unused land, especially public land, ponds and lakes, etc., to avoid encroachment, damage, loss of state assets and public discontent.

According to the Law on Management and Use of Public Assets, public assets under the management of state agencies cannot be used for leasing, business, joint ventures, or partnerships. However, in some localities, unauthorized leasing and misuse of assets have occurred. Therefore, districts, towns, and cities need to review and rectify the situation promptly.

The Standing Vice Chairman of the Provincial People's Committee requested that departments, agencies, and localities focus on handling all surplus public assets in accordance with the directives of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, in compliance with regulations issued by the National Assembly, the Government, and central ministries and agencies. Regarding village and neighborhood cultural centers, the People's Committees of districts, towns, and cities should continue to assess their usage needs. If a village or neighborhood has a need, they should consider retaining the center and handing it over to the community for management and use, creating a place for people to have a place for recreation and community activities.
